Charles Witthoft of the United Lutheran Church giving the invocation.

WRITTEN City Clerk read request from Arthur A. Jett of the West Covina
COMMUNICATIONS Chamber of Commerce that permission be granted to Boy Scout Troop
421 of West Covina to sell flags to merchants of West Covina and
to adopt 3' �c 50 as the standard flag size. It was agreed to hold over until the
adjourned meeting Wednesday,March 16,
City Clerk read request from Mr. C. L. Bridges, General Chairman of the West Covina
Community Fair and Mr*'Gaillard Weimer, Co -Chairman with -the V.F.W. Youth Activity
Committee to proclaim that SaturdayE April 23, be set aside as "West Covina Youth
Day"'. It was agreed to hold this over until the adjourned meeting of Wednesday.,
March 16.
Mr. Pontow, City Engineer,, spoke in regard to a zoning request of L. A. County
Regional Planning Commission Avenue,at Vincent Ave. and San Bernardino Road No.
2928-1, A=1-6000 to C-4 Restricted Commercial. Desire to have Courn it consider
this before it comes to Planning Commission at their meeting of March 22. It was
agreed to hold this over until the adjourned meeting of Wednesday, March 16.
Mr. Pontow, City Engineer, also spoke in regard to commercial developments in
southwest section of Elliott, south of Gairgrove between Sunset Ave. and Puente Ave.
This was held over until the adjourned meeting of Wednesday, March 16.
OPENING OF BIDS a) Street Improvements- Cameron Ave. o Project C-24
Mr. Pontow9 City Engineer, stated that he had been advised by
the Division of Highways that it would be necessary to reject all bids and to re -
advertise after approval of this project had been received. Motion by Councilman
Sperline9 seconded by Councilman Kay, and carried, that all bids be. rejected
until project is given approval by Division of Highways, and that sealed bids
received from the following be returned unopened.

PUBLIC HEARING Mayor Hurst announced that this is the time and place
Zone Variance No. 147 for public hearing on Zone Variance No. 147- R-A to R-29
Church of Jesus Christ Church Use. Location2 525 South Glendora Ave.9 NW side
of Latter Day Saints of Glendora Ave. between Service Avenue and Walnut Creek
APPROVED Wash.. Map was presented and 'City Engineer read Resolution
No. 246 of the Planning Commission approving this Zone
Variance9 and following recommendations*.
1) That the area for widening of Glendora Ave. and proposed extension of Vincent
Ave. be deeded to the City of West Covina.
2) That all street improvements outlined in Section 49 of Ordinance No. 2259 in-
cluding utilities, be installed accordingly and meet approval of City Engineer.
This to include street lights and sidewalks.
3) That Block Study No, 79 Map No. P-499 be revised to accommodate this Variance
application.
4) That a 59 drainage easement be provided along the west line of the subject
property and that drainage letters or easements be provided on properties south
of this subject .area with improvements., subject to approval of City Engineer.
5) That proposed driveways be designated "Entrance"" and "Exit" in accordance with
Plot Plan.
6) That adequate water supply and fire protection be provided.

7) That all bonds., fees, and deposits be posted before building permits be issued.
8) That a 250 setback from proposed Vincent Ave. be provided and that development
of property conform to Plot Plan submitted.
All those wishing to give testimony in this matter were sworn in by City Clerk.
Mr. Clinton of 521 Glendora Avenue whose property is immediately north of this parti-
cular piece of property and who filed the application of Variance for this Church
spoke in favor stating that it would be a definite asset to property owners sur-
rounding the area and will be the same type of building as the 'Church in Covina
with adequate parking area, and requested the Council should grant this Variance.
No further testimony was presented; hearing was declared closed. Motion by Council-
man Van Horn., seconded by -Councilman Sperline, that Zone Variance No. 1.1.7 be approved
.subject to recommendations of Planning Commission and with the addition that there
be one 300 outlet for'both ingress and egress to this property. Passed on roll call
as follows.

Precise Plan No. 45 public hearing on Precise Plan No. 45 and Zone Change No.
and 39; R A to Cal. Locations NE corner of Hollenbeck Street
Zone Change No. 39 and Garvey Blvd. Map was presented and City Engineer
Dean Fesler & Ben Hepner read Resolutions No. 244 and No. 245 approvirg Precise
APPROVED Plan No. 45 and Zone 'Change No. 39 by Planning Commission9
with the following recommendations o
1) That area for widening of Hollenbeck St. be deeded to the City of iciest Covina.
2) That all street improvements outlined in Section 49 of Ordinance No. 2259 in-
cluding utilities., be installed accordingly and meet approval of.City Engineer.
This to include street lights and sidewalks.
. 3) That the 61 high concrete block wall be constructed as indicated.
4) That developer request opening of Lot 63, Tract No. 20181, for alley purposes
and access to Tract No. 20181.
5) That the Precise Plan conform to proposed R.O.W. of Division of Highways.
6) That buildings not exceed one story in height.
7) That adequate water supply and fire protection be provided as required by
Ordinance Noo 237.
8) That all bonds, fees, and deposits for improvements be posted before building
permits are issued.
City Engineer stated that the developers had in mind to have professional buildings
for professional type people in this area. All those wishing to give testimony

in this matter were sworn in by City Clerk, Mr. Hepner spoke in favor stating
that this particular area had been recognized since 1947 as C-1 classification,
and that area is bet -ter suited for the professional building site. That approval
had been voiced by every consulting agency that the plan had been submitted
to,, as well as the property owners.'and there would be no objectionable use,,
particularly service stations,, made of this property. No further testimony was
presented; hearing was declared closed. Motion by Councilman Sperline, seconded
by Councilman Kay, that Precise Plan No. 45 'be approved subject to recommendations
of Planning Commission, and possible variance in location of westerly entrance of
Service Road to a better position and subject to two year building time limit.

PUBLIC HEARING May -or Hurst stated that -this is the time and place for
Annexation District No. 132 public hearing on Annexation District No. 132� located
Berkley Smith on the east side of Walnut Avenue between Francisquito
and Avenue and Merced Avenue - 10 acres. City Engineer
Edith Ellen Pearson sta`5ed that application is in proper form and we have
APPROVED statement from owners that they will accept the City's
bonded indebtedness. All those wishing to give
testimony -in this matter were sworn in by City Clerk. Mr. Fred Pack, representing
Berkley Smith., owner,, who was unable -to attend,, again presented request for annexa-
tion. No further testimony was givens hearing was declared closed. Motion by

be approved and annexed to City under Area District 11,9 R-1 .one. Passed on roll

WEED ABATEMENT for public hearing on Weed Abatement on which Council
APPFOVED Resolution No. 671 set this date for hearing protests.
There was no testimony presented and hearing was de-
clared closed. Mot -ion by Councilman Brown,, seconded by Councilman Kay, that the
report of Street Superintendent, as contained in Resolution No,, 671 be approved and

PUBLIC HEARING Mayon Hurst stated that this is the time and place
Annexation District No. 129 for public hearing on Annexation District No. 129,
Sponseller & Sons located at the NW corner of Azusa Avenue and Francis -
HELD OVER quito Avenue - 18.3 acres. Hearing held last meeting.,
February 28, and continued to March 14 because no
• one was present. Map was presented by City Engineer,, shcwing portion held out not
being part of this subdivision. All those wishing to give testimony in this matter
were sworn in by City Clerk. Mr. J. Rassler of Tuttle Engineering Co. spoke in
favor stating that there was no reason why this annexation should not be approved
at this time as long as it had been approved by the Planning Commission. It was
further stated that an attempt had been made to secure this particular section for
the subdivision alth ,.ugh the details were not known as Mr. Johnson had charge of
this matter and he was no longer with Tuttle Engineering Co. Motion by Councilman
Kay, seconded by Councilman Sperline, and carried, that Annexation District No. 1.29
be held over and that more information be obtained and presented at the adjourned
meeting on Wednesday, March 16.

STREET FAILURE Councilman Brown stated that there was a street failure on Meadow
Road and Azusa Avenue and feels a road test should be made. Held
