02-28-1955 - Regular Meeting - MinutesMINUTES OF THE REGULAR MEETIED OF THE CITY COUNCIL CITY OF WEST COVINA, CALIFORNIA February 28s 1955 Meeting called to order at 8:15 P.M. at the iciest Covina Ci:vy Hall, Fresmt: Mayor Hurst9 Councilmen Spe rline, Van Horn, Browne Kay Absenth None Others: City Clerk, City Administrator, City Treasurers, City Attorney, City Engineer, Assto City Engineer,' MINUTES Minutes of the regular meeting of February 14,9 1955 and minutes APPROVE of adjourned meeting of February 21., 1955 were approved as sub- mitted. .0 ORAL ODMMUNICATIONS None WRITTEN City Administrator presented and read letter from Mro Frank COMMUNICATIONS Bandy which stated that in accordance with instructions that more parking space be obtained for Walkers Market on Glendora Avenue,'a lot-65 x 113, at Dalewood and Bandy Avenues had been obtained. Permission was requested to use this lot for parking facilities and use of Compressor Room in the rear of market. Motion by Councilman KV, seconded by Councilman Sperline and curried, that permission be granted to improve the above named lot for parking,, and thata revised Precise Plan be submitted to the Planning Commission for their approval. PUBLIC HEARING Mayor Hurst announced that this is the time and place for public Precise Plan No.41 hearing on Precise Plan No. 41 and Zone Change Noa 37; :R-A to and C®1 and 3. Location: S.W. corner of Azusa Ave, and Rowland Zone Change No. 37 Ave. baps were prez.sented and Resolutions No. 230 and 231, denying Co H: BEATTIE this Precise Plan and Zone Change by the Planning Commission, HELD OVER and letter of appeal by applicant were read by City Engineer. All those wishing to give testimony on this muter were 'sworn In by the City Clerk. Mr. C.H. Beattie, Jr. of 1750 E. Rowland Ave., spoke in'favor$ stating that it was felt there was a great deal of inconsistency on this matter because of the fact that this zoning was too large while Zone Change No. 34 of Wm- H. and Jean J. Grey was considered too small for commercial use. Mr. Beattie further stated that while still in the planning stage it should be considered in the light of future needs and that having an area to develop properly would be'a benefit to the City. Mr. A. Hug of U19 9. Rowland Avenue spoke in opposition stating that a petition had been filed against commercial zoning in this area, and that commercial zoning is not needed or wanted any nearer than along Garvey Blvd. There has been no sub- stantial evidence that this type of zoning is needed in this area, and that property owners feel there is none needed, and urge that commercial zoning be restricted North of Garvey Blvd. -1- 1-W2e cc 2/28/55 P. Rmiland Avenue stated in this area: and that anything larger than the put eemsereial area direct ly across the street he was against commercial zoning granting of 140 foot square would from $615.000 homes. Mr. Leonard Knihtila of 1826 Pioneer Drive objected to possible commercial zoning on the grounds that this area was very close to a school and would be a great potential danger to children walking to and from that particular school. All those wishing to give testimony in this matter were avorn in by City Clerk. Mr. Frank Smith of 551 North Azusa Aveas spoke in favor and stated that on October 6 and Precise Plan and Zone Variance had been submitted to the Planning Commission and nothing had been found wrong with it. He further stated that some consideration should be given regarding taxes in the light that this zoning would help take some of the tax burden of the property owners Mr. A. Hug of 1829 Be Rouland Avenue wished to go on record against this zoning for reasons previously stated and to the effect that Azusa Avenue being a heavily trafficked street was more of an argument against business than for business* Hre. P. Lipshin of 1839 Be Eckerman Ave.s stated a petition had been filed against commercial zoning on Azusa Avenue. Notion by Councilman Van Horn, seconded by Councilman Sperli.nes and carried, that Precise Plan No. 38 and Zone Variance No. 330 be held over for further study and approval of overall Zoning Map. PUBLIC nUFaNG Mayor Horst announced that this is the time and place for Precise rlan N0*39 public hearing on Precise rlan Noe 39 and Zone Variance and No. 133; R-4 to Cal. Locations SE corner of Azusa Ave. and Zone Variance No.133 Rmland Ave. Maps were presented and Resolutions No. 240 Charles We Varney and No. 241, denying this precise plan and Zone Variance by HELD 0VF,R Planning Cmdasions were read by City Engineer. Letter of appeal from Charles We Varney,, Jr., was read by City Engineer. K11 those wishing to give testimony on this matter were sworn in by City Clerk, Mr. Charles Varney of 1828 E. Rorland Ave. spoke in favor stating that the letter of appeal stated his reasons in favor completely. Mr, Varney further stated that with the present 140 foot square ideas the balance would have to be proposed R-1 and R-1 back-ups which do not make a good type of development, but that this area could be made a vary attractive business section and there are many persons inter- ested in having a business in this areao -2= CC 2-28-35 (PP Nov39 & Z.V.No-133) Page 3 Mr. Cochran of 1902 E. Rowland Ave. also spoke in favo ° atating that this possible zoning of 140 foot square was in the € rea vhen it was firsts subdivided, and it was further stated that this suggested area would not help and might even hind something attractive from being built. He also stated that business would not ruin this area. Mr. A. Hug of 1819 E. Rowland Ave. speaking in opposition stated that this development could actually be considered on Rowland Ave. because access to it will be from Rowland Ave. and not from Azusa Ave., plus the fact that the access will be directly in front of his home. Mr. Fred Dione of 1813 Rowland Ave. owner of home next to service station spoke of, as an example, the inconvenience of the noise and that oven with cleaning efforts the property was not kept entirely free of debris. Mr. Robert Willis of 1809 Pioneer Drive stated that when Commercial zoning was first recommended for area it had been opposed by property owners, then by Planning Commission. No further testimony was presented, hearing declared closed. Motion by Councilman Kay, seconded by Councilman Van Horn and carried, that Precise Plan No'. 39.and Zone Variance No. 133 be held over for further stuff and approval of overall Zoning Flap. PUBLIC HEARING Mayor Hurst announced that this is the time and place for Precise Plan No. 42 public hearing on Precise Plan No. 42 and Zone Change No, 36; and R-A to C-1 and R=3. Location: S.W. corner of Azusa Avve. and Zone Change No. 36 Puente Ave,, Pups were presented, and Resolutions No, 232 Drepdel & Keeling and 233 were read by City Engineer denying this Precise Plan HELD OVER and Zone Change by Planning Commission. Letter of protest of Planning Commission ruling from applicants was read by City Engineer. All those wishing to give testimony on this matter were sworn in by City Clerk. Mrs. Helena Drendel speaking in favor of this plan wished jointly with Mrs. Margaret Keeling that the Council consider the fact that a Pumping Plant and Filter Station was situated across from this property in question and for this reason Mrso Drendel and Mrs. Keeling felt it should be given a C-1 zoning, plus the fact that this may be used for professional use, Mr. Alois Munch of 1611 E. Puente Ave. stated that there is no objection to possible professional use on property west of Puente Ave. and thinks request should be granted, The only objection would be the possibility of establishing a strip zone and indis- criminate use of property for C-1. No further testimony was presented, hearing was declared closed, Motion by Councilman Sperline, seconded by Councilman Brown and 1 carried that Precise Plan No. 42 and Zone Change No. 36 be held over for further study and approval of overall Zoning Map, PUBLIC HEARING Mayor Hurst announced that this is the time and place for PRECISE PLAN NO. 43 public heaving on Precise Phan No. 43 and 'lone Change No. 34; and RP1 to Cml. Location: S.W. comer of Sunset Ave. and Francis - ZONE CHANGE NO. 34 quito Ave. Daps were presented, and Resolutions 237 and 236 Wm.J.& Jean J.Grey denying Precise Plan, :and Zone Change by Plwudng Commission HELD OVER were read by City Engineer. Two letters of appeal favor Mr. Frank B. Bovker, agent., were read; by City Engineer vhich stated that if any recommendation for C®1 zoning is granted in this section of the City this particular property should be allowed the C®1 zoning. All those fishing to give testimony on this matter were svorn in by City Clerk. Mr. M.W. Brown of 1717 Sunset Avenue stated that first four lots were set aside potentially for 0-1 and has no opposition but does not want Service Station. Be Camp of 205 Mockingbird Lane spoke in favor stating that thesproperty was one piece originally 160 x 153 and on overall zoning map potentially R-3e The only reason for showing 60 ft. piece of property was due to the tact that if apartments were built height want to sell one piece instead of three units an the whole 160 fto and was advised to cut this out for R-3 which was the only reason why this was not all H®1 lots. No fuurther testimony was pre® sented9 hearing was declared c3wed. Motion by Councilman Sperling seconded by Councilman Kaye and carried, that since no one was present representing Annotation District,, it should be held over until City Council°s next regular meeting of March 149 1955. TI CC 2/28/55 PUBLIC HEARDIG Mayor Hurst announced that this is the time and place for Precise Plan No. 34 public raring on Precise Flan No. 34 and Zone Change No. 331 and H-A to C-1. Locations NE and NW corner of Azusa Ave. and Zone Change No. 33 Workman Ave. Maps were presented, and Resolutions No. 234 Charles R. Zug and 235, denying this Precise Plan and Zone Change by HELD OVER Planning Commission was read by City Engineer,, City Engineer read letters received from applicant stating that original Precise Plan and Zone Variance had been approved, but Cher, had been advised this should be designated as Zone Change after having originally submitted it as such and been advised to designate as Zone Variance, and which had been disapproved. All those wishing to give testimony on this matter were sworn in by City Clerk, Mr. Charles Zug of 313 N. Azusa Ave. spoke in favors, stating that there had been a lot heard about petitions and protests, yet there are only about 250 homegin this y area, a small amount considering other sections of the City, and therefore feels these have no bearing on this particular corner. No further testimony was presented9 hearing was declared closed. CO*WITY FAIR No action had been taken at meeting of City Council on CHAMBER OF COMMERCE February 14 regarding request from Mro Arthur A. Jett to CITY OF WEST COVINA APPROVED hold Community Fair for the West Covina Chamber of Commerce April 20 m 24 to raise Bands to defray cost of Chamber of Commerce for 1935. Mr. Arthur Jett started that the fair was now in a position to go ahead and that it would be held in area directly. in back of shopping area of West Covina business center. Every available effort would be made to have streets, fire hydrants and water system available before fair takes place. Also had a talk with the water cor w-y and had been advised they were using a larger volume of water which is the cause of the vibrations and evident]y things are satisfactory if this volume is not stepped up.
