Tumor, Chief Deputy Board of Supervisors,, in answer to letter of request from City of West Covina of January 6, 1955 regarding reconstruc- tion of Barranca Street bridge. Structure All be completed.by July 1, 1935. City Clerk read letter from Department of Public works,, Sacramento confirming receipt of letter from City of West Covina of January 78 1955 regarding Resolution Nos. 6559 6578 and 663 asking for changes in Highway interchange design and confirming receipt of resolutions. City Clerk read telegram from Mrs. J. Wood Force, and letter from Mr. and Mrs. J. M. Roberts requesting than one acre lot minimum be retained in Highlands. City Clerk stated appeals had been received from Mr. Frank Smith regarding Zone Var- iance No.130 and Precise Plan No.38, Rowland and Azusa Avenues; Mr.-C. H. Beattie, Jr. regarding Zone Change No.37 and Precise Plan No.41s Rowland and Azusa Avenues; Who H. and Jean J. Grey regarding Zone Change No.34, and Precise Plan No.43, SW section of Sunset Avenue and Francisquito Avenue;, Charles R. Zug regarding Zone Change No.33 and Precise Plan N0.34s Azusa and workman Avenues; Chas. W. Varney regarding Zone Variance No.133 and Precise Plan No.39. Mayor Hurst stated that these appeals lii11 be heard at the next regular meeting of the City Council, February 28, 1955. City Attorney read for the matter of record a communieation from Mike Olquin that the Attorney General had denied permission for opponents of May Co. Annexation District No.115 to sue the City of west Covina and that whether further. action to higher authorities would be taken by opponents was not, as yet, decided. -1- C.C. 2-14-55 POLIC HEARING Mayor Hurst stated that this was the time and place for MODIFICATION OF OVERALL public hearing on Modification of Overall Zoning Map for ZONING MAP FOR CITY OF City of Wept Covina9 Approximately 50 people could not WEST COVINA be accomodated within Council Chambers. Motion by HELD OVER Councilman Van Horn, seconded by Councilman Kay that meeting be adjourned to Sunset School to conduct hearing on four public hearings on Agenda. Meeting was continued and called to order at Sun- set School at 8:40 PM. Mr. Ted Robinson, Planning Consultant, read minutes as pertain- ing to zoning map, regarding recommended changes as stated by the Planning Conmiseion in their adjourned meeting of January 189 1955. Mr. Robinson explained the color legend of the zoning map and pointed out where the various recommended changes occurr- ed. City Clerk swore in all those who wished to testify in this matter. Mr. Charles Varney of 1828 E. Rowland Avenue, West Covina, spoke in regard to the SE corner of Azusa dand Rowland Avenues stating that this should be a shopping area as present business is either in Covina or in county area That limiting corneas to 140 feet square deprives area of development changes sure to come. Nn. Helen Drendel of 1742 E. Puente Avenue, West Covina, speaking also for Mrs. Otis Keeling in regard to SW corner of Azusa and Puente Avenues, stated that land between major and secondary highway unfit for residential because of increasing noise. That professional men and a well known bank were interested in building on Azusa Avenue so locality must have some drawing power for business. That northerly section of City far removed from business center and if business goes into county territory West Covina will lose much revenue. Mr. and Mrs. Frank Smith of 451 N. Azusa Avenue stated that they did not think property could stand backups and that it vould be difficult to develop 5 acres in back. Homes from Garvey and and of city limits from north had about 885 houses with approximately 30 acres -undeveloped. Would stand a commercial development in locality. Mr. Charles Zug of 313 N. Azusa Avenue stated that back-ups on Azusa Avenue had been completely protested but recommendation is still definite as stated by Planning Com- mission. That maps of 1947 and 1948 had every, major intersection on Garr zoned C•-1 and all lots in between these C zones showed RP2 and R-3 zoning from one end of torn to the other. Originally there was a C-3 area of 85 acres and now only 50 acr*s in 0-3 left if map is adopted., Stated need for C-3 north side of Garvey. • Mro C. H. Heattiee Jr. of 1715 E. Rowland Avenue protested corners of Azusa and Rowland Avenues zoned for only 140 feet square, and also vished to substantiate Mr. Zug° s testimony. Mr. Ted Reichard of 803 S. Lark Ellen Avenue, West Covina, stated that Mr. Whitnall had been the only planner consulted on designing this'area and it is usually customary to get two or three persons ideas on a plan of this type. Mr. Reichard stated that it might be wise that the City have some other planners layout of the city and see how their opinion goes along with Mr. Whitnall0s, and believes this would give the people more choice. Mr. E. Lupiani of 1827 E. Rowland Avenue protested commercial zoning of Azusa Avenues, regardless of demand, and stated that he felt it was the City Council.° s job to see that Azusa Avenue did not become commercial in future yearso o2- C.C. 2-14-55 Mr. Joe Ells representing West Covina Builders regarding SW corner of Barran. Sty and Garvey had been a potential C-1 zone when purchased several years ago and was now under the understanding that this C®1 was to be removed and placed in R=3 zona0 Col required precise plan to be presented however State has been interested in this section but have not,, as yet, decided how much they are going to take. Believes this property is only best suited for commercial use and request to have it kept in Cml zone. Mr. A. Hug of 1619 E. Rowland Avenue protested commerdal zoning on Azusa Avenue a*ad desiredit be kept residential area. If necessary in the opinion of the City Counetl to accept recomnencktions of 140 ft. square on each corner of Rowland and Azusa Avenues he is still not in favor but would vigorously protest increasing this area. Mr. Robert Filley of 1711 Laurel Street, So. Pasadena, representing Mr. Jonathan Fleming submitted request for C-1 zoning on Mr. Fleming e e property crest of Barranea Street. Stated that May Co. a s canter should be balanced by light commercial zone on south side. Owners of property to south and east are in favor'of this areao Mr. Howard Ericson representing West Covina molders spoke in regard to property south of Garvey, west of Barranca Street. Property on both sides of Garvey between Citrus Street and Barranea Street zoned commercial.. Property purchased while it was zoned as potential C®1 and wish to develop it and should be allowed to develop as C-1 and C->2. Mr. Gilbert McKean of 1723. E. Grove Street, Covina, vished to state that property owners had won protest against commercial zoning on Azusa Avenue from Badillo Street to Rowland Avenue, in Covina,, Mr. A. Daniels of 818 Daneove Street, West Covina, stated that his property south of Walnut Creek Wash, East of Barranca Street adjoins Mr. Fleminggs property and should be set aside as potential Rm3 Stated that developments should be awaited as far as the May Co. and feels in years to coma it will be good" R-3 property. Mr,, Daniels also requested that the lour lying land in this area be classified as Area District II or IIOA instead of Area District III as is now in effect. Mrs. Eleanor Samuels of 333 N. Citrus Street, Covina, stated that more area should be set aside for City parks and also that even though. the Inter -Community Hospital is putting up an additional building this hospital will not be able to take care of this area and perhaps some thought should be given to an area being set aside for • future hospital in West Covina. Mm.Samuels also stated that area to the south both in and out of City of West Covina that plans should be kept in mind for the possibility of a rea13,Y "high class" garden apartment dwelling and that to use R-3 zoning strictly as a buffer is doing an injustice to people wanting to live in apartments. Mr. A. Jett of 12321 E. Garvey Blvd., West Covina, stated that the big problem is development of business center, as the City has the opportunity of becoming the business center of the San Gabriel Valley.. There has been no provisions for the possibility of new car agencies, warehouses. Mr. Jett recommended that the City keep C-1 Cm2 zoning over to east of Sunset Avenue and C-3 area across from Civic Center which All give completion and orderliness to this area. Mr. Frank Defy of 1040 E. Garvey Blvd.., West Covina, recommended that property surrowding Court and Civic Center should be C-3. Mr. DeLay also stated that there had still been no ahange in highways since original plan of streets and highways was adopted. -3- C.C. 2 14-55 Mr. Earl Eddinswof 104 S. Olive Britt stated that a Precise Plan had been entered regarding SE corner of Mere and Sunset Avenues and waiting for committment. Potential C-1 zone only needed Precise Plan and felt that any person having this area since 1947 should get C-1 area.
