Commission had been postponed.

VERIFIED CLAM AGAINST Jack Wade filed against the City of West Covina for action
CITY OF WEST COVINA occurring November 259 19549 m11'dnK into an embankment.
Police Chief Stanford stated that this action had occurred
at Orange Avenue and Badillo Street, on the east side, which vas in County territory,
and that the Highway Patrol had made the investigation. The County had been doing
work at this point during that time. Motion by Councilman Sperline, seconded .by

the committee appointed by the Planning Commission in regard to this change be given
to the committee appointed by the Council for study.
SERGEANTS PROMOTION Councilman Sperline stated that di.acussion at the last
POLICE DEPARTMENT meeting in regard to having someone in supervisory capacity
• on all shifts of the Polloo. Department had been met by
the recommendations of the Chief of Police and Captain of Police to promote Officers
Phillips and Laughlin to Sergeants. This recommendation was based on the ability of

Administrator, wished to go on record in stating that as policy had beG a astablishad

possible, and that any employee automtically has a chance for advancement on a

who are eligible for the position of Sergeant to determine which men are to be

that there be establishcd,by resolution of the City Council,, a policy of promotion
for the various departments of -the City of best Covina and that a committee composed
of Mr. Flotten, City Administrator, Corandlman Sperlines and. Police Chief Stanford
draw up recommendations for the Police Department to be presented at regular Council

SACRAMENTO It has been suggested on several occasions that a plan be started of
sending one or more of council members to Sacramento in regard to
streets, h#ghways,' schools, etc. City Administrator stated there were five or six
items which should be discussed at Sacraaaentoi Glendom Avenue coming back into
City as State HighW, repair and development of Azusa Avenue north of Garvey, ex-
tension of Azusa Avenue south of highway, a meeting with the State Board of Educa-
tion in Sacramento regarding school improvements uhich local school authorities
commit themselves in order to receive building permits and which are then deleted
by the State Board leaving schools without proper improvements required by the City.
It was suggested that City Administrator contact Mr. Harrison Baker and Commissioners
from Santa Monica and San Bernardino, with the idea of having a meeting of the entire
City Council with these gentlemen to have our own plaster complete and well laid out,
before approaching these matters at the Sacramento level..
It was also suggested that another tabs be held with local school authorities as to
what help they needy n io comform to City recommendations as to imp ovemaents.
There is a possibility of local, school authorities being anxious for schools and
not pushing improvements.
REPORT ON Mr. Pontow, City Engineer, stated that the field work had been
