MINUTES 11PROVED Motion by Councilman Kay, seconded by Councilman Van Horn, and carried, that the minutes of the adjourned regular meeting of January 3.be approved. Bi_LDWIN PxRK City Clark presented John Gibson of Baldwin Park who intro - INCORPORATION duced Elmer Cook, president of the Baldwin Park Chamber of Corr.:erce and chainaan of the Incorporation Committee. Mr. Cook reported on the progress of the incorporating of Baldwin Park and presenters a map showing the proposed boundaries, which follow West Covinats west city limits from the north end south to the Walnut Creek Wash. They plan to file for incorporation about June of this year. Motion by Councilman Van horn, seconded by Councilman Brown, and carried, that Mayor Hurst attend. Motion by Councilman Kay, seconded by Councilman Van Horn, and carried, that City Attorney be instructed to draw up a deed cov- Bring the property (7 acres at $5,000 per acre) and to set up a. resolution stating the facts of the sale of the property to the County. PROPOSED PERSONNEL City Clerk read letter from the West Covina City Employees SYSTEM Association regarding the proposed personnel system and passed out copies of the proposed -Personnel System Ordi- nance for the Council's review. CITY ATTORNEY TO Motion by Councilman Brown, seconded by Councilman Kay, ATTEND ALL and c.:nrried, that the City Attorney be designated to P.C. & CC. MEETINGS attend all. regularly scheduled Planning Co%mlu.ssion and City Council meetings, including adjourned regular meetings. STREET SWEEPER, City Clerk read letter from Farmers IJcrc,:ntile Co; offer - Aft ing the City a used Elgin Street Sweeper for $850,00. Councilman brown will investigate. HIRING OF FIREMEN Councilman Kay read Fire Chief Ralph %rdin's request for AUTHG IZED authorization to hire 2 firemen. One man will replace James Wade who was transferred to the Street Dept, and the other will replace Joe Sein who has been transferred to the Fire Prevention Bureau. Motion by Councilman Kay, seconded by Councilman brown, that the hiring of 2 men for the Fire Dept. to start at $300 per month be authorized, effective February 1. NEW MIEN FOR POLICE Discussion on the need for more men in the Police Dept. DEPT, Councilman Sperli.ne reported that 8 men are needed--5 HELD OVJER patrolmen to handle the new car, 1 detective, 1 relief patrolman, and 1 vacation relief patrolman. By elimina- ting operation of a third oar on the graveyard shift, however, 5 men would be needed at this time. Decision was held over for further consideration.
