Frank DeLay requesting another public hearing on proposed new master plan Zoning hap of the City of TVest Covina and amendment of . Ordanance No.325. The reasons for this request were that the meeting at which this zoning map was presented started late, that meeting proceeded without swear -r- ing in oath of testimony presented, and that it was abruptly ended to take up other business on agenda. City Clerk presented a letter and petition containing sixteen signatures request- ing reclassification of area bounded by Vine Street on the north, city limits on the east and south, and western limits by Lots 243, 256, 257, 270, 271, and 285 from Area District II -A to Area District III.of E.J. Baldwin's 5th Subdivision. City Engineer presented a "point of information" letter from i4ir. W.L. Fahey, District Engineer Division of Highways to advise that bids for Freeway project between Citrus Street and Ganesha Blvd. will be open at 2 P.h. on February 3, 1955. OFEN BIDS ON Bids on purchase of two (2) 1955 Ford Customline 4-door sedans POLIC: CARS were opened and presented by City Clerk from the following HELD OVER dealers: R.W. Davis, 116 W. Notion by Councilman Sperline, seconded by Councilman Brown and carried, that bids on police cars be held over until further clarifica- tion of these bids can be secured. City Engineer pre- sented Planning Commission Resolution No.224 approving Variance. No further testimony given, hearing was declared closed. Lotion by Councilman Kay, second- ed by Councilman Sperline and carried, that Zone Variance No.139 be approved subject to recommendations of City Fire Department. and City Planning Commission as follows: 1) That adequate fire protection be provided as required by Fire Department outline dated December 20, 1954. 2) That the proposed R.O.W. of Los Angeles County Flood Control Right-of-way be excluded from the subject area. 3) That the applicant request temporary access to the south end of Leaf Street and that a dust -proof driveway there to be provided. 4) That a time limit of fivr,e(5) years be placed on the variance or as long as Elaine Clifford is operator, whichever is shortest time. 5) That no new buildings be added. 6) That the play area be confined to the southerly portion of the property and that the easterly 100 feet be excluded from the play area. Fire Department Recommendations: 1) Inside entrance to basement be closed. 2) Heating, plumbing, and wiring to be inspected and approved by qualified per- son. 3) All exit doors to swing in direction of egress, 4) Pro,dde fire extinguishers and hoses in kitchen and other designated areas, 5) Clean and .remove all dry leaves, trines, weeds, bushes, and trees in all des- igna.-t ed areas. 6) Provide Fire Deaprtment entrance at Leaf St. • 7) Provide locked gate at stairway to`second floor. 8) Children are not to be permitted in basement or second floor at any time. 9) Fleet requirements of the State Fire Marshall. City Engineer presented Resolution No.225, Mr. Clifford Thyberg, Superintendent of ln,est Covina School District was sworn in and stated that all was in readiness to go ahead with school plans, and that all recommendations would be met subject to approval by City Council. Disapproved by Planning C(121ISSION Commission Resolution No.222. Mr. Clifford Thyberg, Superintendent of the West Covina School District, and iir. Vern Nottinger were sworn in, and kr. Thyberg stated that they wanted to appeal the decision on the strength of new evidence presented. Lr. Vern kottinger;, President of the school board, stated that area for school was now limited,as the West Covina School District ends at Azusa Avenue and can go no further East in selection of property, and that North and South of the area had no open space available. No further testimony was presented, hearing was declared closed. Backdull felt that all these tracts surrounding these other properties would depreciate the value of homes already there because builder would use on.ly.mini- mi-m tract requirements. Per. Sponseller, subdivider, said that in reference to Tract No.206g2 these homes would be of excellent quality and he ho uldnit even attempt to do anything else because of the excellent area.
