Absent: None Also Present: City Clerk RESOLUTION NO. 643 City Clerk presented and read Resolution No. 643 ACCEPTING BOND "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF. - Tract No. 19453 WEST COVINA, CALIFORNIA, APPROVI�iG BOND TO GUARANTEE ADOPTED TM3 COST OF CERTAIN IMYROVEI-1.. 4TS A" ID THE TIME OF COMPLETION IF TRACT NO. 19453 IN SAID CITY." Motion by Councilman Sperline, seconded by Councilman Brown, that Resolution No. 643 be adopted. Passed on roll call as follows: Ayes: Councilmen Kay, Van Horn, Brown, Sperline, Hurst. Noes: None. Absent: None. FREEWAY ALIGM-MIT Mr. Albert C. Martin, Jr,, representative of Albert Ii9PR0VE:•I",I'•T C. Martin Associates, architects for the May Co, CITRUS AMID GARVEY presented maps reflecting certain changes in highway interchange design and service road treatment rec- ommended by his company to help.solve Ghe expected traffic and parking problems involved in the new development. After study and discussion, motion by Councilman Brown, seconded by Councilman Kay, and unanimously carried, that City Administrator write to I1r. Telford of State Highway recommending that full consideration be given to the suggested changes concurred in by the Council, and , further, that the City Attorney draw up the proper Resolution reflecting the wishes of the Council in this • matter... to be forwarded to Mr. Telford in support of the proposed changes. AUDITING OF BOOKS Matter of possible audit by outsJ'de concern was BY OUTSIDE CONCERN brought up by Mr. Kay who stated that most business houses usually, as a matter of business, employ some outside auditing house to audit the books regularly. It was explained that the City does have an auditor who posts the formal books of account from information furnished him and also furnishes the Council with a complete report at the end of each month. It was decided, however, that the City Administrator investigate the cost of a complete audit by out- side auditing concerns, and that such policy be established. Motion by Councilman Kay, Seconded by Councilman Sperline, carried, and so ordered. City Council 1/3,/55 REBUILDING OF WALNUT City Clerk read a let'�er from Mir. H. J. F. Hanneman, CREEK WASH BRIDGES Chief Valuation Engineer of the Los Angeles Flood Control District, stating the Flood Control planned to construct two bridges across Walnut Creek Wash at California Avenue and also at Sunset Avenue provided t'-.i� City of West Covina would participate in the cost of reconstructing the Barranca Street bridge in the amount of not to exceed t15,000.00; Following discussion, the City Administrator was directed to negotiate with the Flood Control Listrict for the construc- tion of these bridges provided that there would be no assumption of responsi- bility by the City of West Covina for the collapse of the Barranca Street bridge and provided the Flood Control both design and construct all three • bridges.
