Meeting called to order at 8:10 P.M. at the West Covina City Hall, with Rev. Charles
Witthoft of the United Lutheran Church giving the invocation.
Present: Councilmen Hurst, Sperline, Van Horn, Kay, Brown

MINUTES Minutes of November S, 1954 - corrections and additions as
APPROVED follows: Motion by Councilman Sperline, seconded by Councilman
Kay and carried, that motion approving Precise Plan No.36 and
Zone Change No.32 be amended to include a time limit of two years for starting of
construction from the time of the passing of the ordinance.

PROPOSED C-3 City Clerk read letter from Tol.and-Jett Realty Co. which announc-

the ten acres recently purchased by the City of West Covina, as soon as the city has
approved a revised Block Study of this area,
CITY OF HOPE City Clerk read letter from Mr. Howard Erickson, Chairman of the
WEST COVINA DAY West Covina Committee for the City of Hope, requesting City
Council to set December 11 as "iciest Covina Day" at the City of
Hope, Duarte, a hospital for the treatment of Cancer, TB and Heart diseases. Hospital
personnel will conduct tours through the hospital and furnish refreshments and enter-
tainment. Mayor Hurst proclaimed December 11, 1954 to be kept Covina Day at the City
of Hope.
STREET LIGHTING City Clerk read letter f rom the City of Los Angeles, stating
they are attempting to provide adequate street lighting in all
new subdivisions and requested report as to result of our experience in this respect
and also a copy of our Ordinance covering same.

be waived. Councilman Brown questioned whether or not ordinance contained clause

be made in 1955 and received reply which indicates that
total cost will be approximately $3600.00.
AUTHORIZED MMUTION OF Motion by Councilman Van Horn, seconded by Councilman
QUIT CLAIM DEED FOR 12 LOTS Brown, that Mayor Hurst and City Clerk be authorized
Arthur Daniels to execute Quit Claim Deed for westerly portion of 18
lot No.33 'tract No.18707. Said Lot to be returned to

• TAXICAB OPERATORIS LICENSE City Clerk announced that two applications for Operatores
GRANTED Licenses for Taxicabs has been received, one from Dewey
Lacett, the other, Andrew A, Fracho, who will operate
under name of West Covina Yellow Cab Co., 153 Glendora Ave. They are insured by the
Republic Indemnity Co., and own two Plymouths, which Chief Stanford says he has checked
and found in good condition. He reported he has also requested criminal check on the
applicants but has not yet received reply. Motion by Councilman Sperline, seconded by
Councilman Brown, and carried$, that permits be granted subject to the reply to the
criminal check.
L.A. COUNTY ROAD DEFT. It was decided to hold over for study meeting the request of

BRUMMETT BUILDING It was reported by a lack in the audience who lives near.
where the Brunmett house stands,, that teen age children `
had been going in and out of the houses and that the windows in the top story have
been covered with blankets and rugs. City council referred information to Chief
Stanford for police action.
SIGN City Administrator announced that the 7e sign had been
STARKIS RESTAURANT installed as planned, and after. it was up, the sign is
APPROVED too small and cannot be properly seen; words not legible;
Mr. Stark: has requested permission -to enlarge his sign to-
14 ft. and wants to add the word "Restaurant" in white letters. Motion by Council-
man Sperling seconded by Councilman Kays and carried, that permission be grunted
to Mr. Stark to enlarge his sign.
RESIGNATION OF PLANNING Mayor Hurst read a letter from Mr. Lloyd C. Berryman
IX*;ISSION MEMBER announcing his resignation from the Planning Commission
Lloyd C. Berryman and also from the Parks and Recreation Commission. Motion
by Councilman Kays seconded by Councilman Spe cline that
Mr, Berrymanes resignation be accepted and that Mr. Berryman°s resignation be accepted
and that Resolution of appreciation for his work be drafted and sent to him. Passed
on roll call as follows:
