PAVING MATERIALS Motion by Councilman Kay, seconded by Councilman Sperline, EXECUTION OF CONTRACP and carried, that the Mayor and city Clerk be authorized AUTHORIZED to execute contract with buarren-Southwest Company in connection with bid awarded to Warren -Southwest for paving materials. PUBLIC HEARING PRECISE PLAN NOo36 and CZONE CHANGE NO o 32 alley Vaqueros & Uverholtze Ai -PROVED respectively. in favor of th John Hiatt, e Mayor Hurst announced this is the time and place for public hearing on Precise Plan No,36 and on 'Lone Change No.32 of Valley Vaqueros & Overholtzer, requesting R A to C-1 on property located at the SE corner of Citrus Street r and Garvey Blvd. City Engineer presented and read Planning Commission Resolutions No.211 and No,212, recommend- ing approval of the Precise Plan and the Zone Change wishing to testify were sworn in by the City Clem. Speaking proposal were Mr. Whitcomb Overholtzer, 18856 E. Cortez, Covina and Mr. 100 N. Citrus Ave., Govina. Those persons Speaking in opposition was Mr. Earl Wadehulls 1839 Rowland Ave,, chairman of the West Covina Home Owners Association, who stated that association is on record as opposing commercial zoning in the outlying residential areas for the primary reason that our present commercial areas are not fully developed and additional zoning of areas will create an additional tax burden. Mro Vvadehull felt that greater efforts should be made to develop our existing commercial areas. Also speaking in opposition was Mr. Arthur Kessinger, 2532 Walnut Creek Parkway, who stated that the results of his canvaisA of approximately 30 homes in the Citrus Manor Project located at the southwest corner of Citrus and Garvey indicated that most of the residents of that tract were opposed to ®lo J0C0 114-54 . the proposal. Zug HELD OVER Engineer read a letter from the Council; and the minutes covering the hearing on this City Clerk. Speaking in favor 1443 Idahome St. shopping center. City Clerk read a letter dated November 3, 1954 from Arthur J. and Helen A. Stinton stating that the applicant wished to withdraw Precise Plan No.33 and application for Zone. Variance No.119 on property located at the NE corner of Azusa Ave. and Puente Ave.; and further stating that the map would be refiled at a later date for a change of zone. Mayor Hurst announced this is the time and place for public hearing on Precise Plan No-34 and Zone Variance No.121 of of Charles R,,Zug requesting R-A to C-1 on property located at the NW and HE corners of Workman and,'Azusa Avenues. Decision on this proposal had been held over by the Planning Commission pending revision of the over-gll zoning map and applicant appealed to the City Council for a hearing. City the applicant dated October 21, 1954, requesting hearing before ..of the meeting of the Planning Commission of September 78 1954 proposal. Those persons wishing to testify were sworn in by of the plan were Mr. Charles R. Zug, 313 N. Azusa Aire. e. and Mr. Carl Vogel,, Mr. 'Zug explained that his intention was to develop a small neighborhood Speaking in opposition was Mr. Earl hadehull., 1839 Rowland Ave.,, representing the hest Covina Home Owners Association, who stated that "this p tition is just one of several which have been filed which would create a business street out of Azusa Avenue. .............0 The properties adjacent to this area are all residences. The residents of this vicinity are not in favor as a whole of this proposed development.' Mro hadehull also stated that 0petition has been submitted to the Planning Commission cart,-ing signatures of over 200 -lersons protesting commercial development on Azusa Avenue, and pointed out the other shop- ping centers within li miles, and the proximity of schools. Also speaking in opposition to the plan were Mr. Neal Stewart, Mrs. Philip Lipshom, Mrso Joseph Mayer,, 1842 kioneer Drive and Mr. Richard F'edderson, 1512 E.Portner St. There being no further testimony,, hearing was declared closed.
