ASSEMBEY INTE 4 COMMITTEE, City Clerk read a release from the Assembly Interim Committee
HEARING ON ANNEXATIONS on Municipal and County Government, announcing that hearing
would be held on Thursday, October 21, 1954 at 10:00 A.M. in
the Los Angeles State Building, for testimony regarding annexation problems. A represents-
tive of the City will attend this hearing.

S SCHOOL DISTRICT REQUEST City Clerk read a letter dated September 16, 1954 from Clifford
PUBLIC BUILDING Thyberg, superintendent of the West Covina School District,
requesting that the City consider the possibility of erecting a
public building such as a community center to be leased by the
school for additional rooms; aryl letter of September 24 from City Administrator advising
Mr. Thyberg that no funds for tliis purpose were reflected in the current budget but that
consideration would be given to this suggestion in the plans for next year's budget.
Mr. Erickson was Present, renresenting the West Covina School Board.
PETITION FOR REMOVAL OF City Clerk presented a petition carting signatures of 54 home

PUBLIC HEARING Mayor Hurst announced this is the time and place for public
ZONE VARIANCE NO. 126 hearing on Zone Variance No. 126 of the West Covina School
West Covina School District District, requesting variance from R-A to R-2 School Use on
APPROVED property located on the north side of Merced Ave. 400 ft.
east of Lark Ellen Ave. A representative of the school
district was present. Mr. Pete Tennyson, 1112 S. Lark Ellen Avenue, requested clarifica-
tion of the street pattern in the area. There being no testimony in opposition, hearing
was declared closed. Motion by Councilman Sperline, seconded by Councilman Brown, and
carried, that Zone Variance No. 126 be approved subject to the following recommendations
of the Planning Commission:
1) That the widening of Merced Avenue be deeded to the City of West Covina.
2) That all street improvements outlined in Section 49 of Ordinance No. 225, including
utilities, be installed accordingly and meet the approval of.the City Engineer. This
to include street lights and sidewalks.
3) That a drainage easement be provided and improved in order to.carry surface drainage
from the area to Lark Ellen Avenue.
4) That adequate water supply and fire protection be provided as required'by Ordinance
No. 237.
5) That plot plan for the area be furnished.
6) That the area be fenced.
7) That the Block Study No;_ 25 be amended to accommodate the school site.

City Engineer read minutes of the Planning Comvission.recommending approval of this
annexation„ Mr. J. H. McIntyre, representing Wm. H. Fair, Jr., 3211 Beverly Blvd.,'
Los Angeles,purchasers of the property., was present. There being no testimony in.
opposition, hearing was declared closed. Motion by Councilman Sperline, seconded by.
Councilman Brown, and carried, that Annexation District No.'122 be approved under Area
District II -A requirements.
PUBLIC HEARING Mayor Hurst announced this is the time and place for public
ANNEXATION DISTRICT NO. 123 hearing on Annexation District No. 123 of E. S."Galster,
E. S. Galster covering 28.5 acres located southwest of Hollenbeck St. and
APPROVED Merced Ave. City Engineer read minutes of the Planning
Commission recommending approval of the annexation. There
being no testimony for or against, hearing was declared closed. Motion by Councilman
Kay, seconded by Councilman Brown, that this annexation be held over for subdivision map
covering the property. This motion and second were withdrawn, and there was a motion by
Councilman Brown, seconded by Councilman Kay, and carried, that Annexation District No.
123 be approved under Area District II -A requirements.

INSTRUCTIONS TO Motion by Councilman Kay, seconded by Councilman Spe cline, and
PLANNING COMMISSION carried, that the Planning Commission review zoning throughout
the city and immediately surrounding County territory for a
distance of 1/2 mile beyond the city borders and present recommendations for potential
zoning of property that could be annexed and recommendations on present zoning.

ZONE VARIANCE NO. 120 Hearing was previously held on Zone Variance No. 120 of
Irven J. & Martha J. Leppla Irvin J. and Martha J. Leppla, requesting R-A to C-1
APPROVED (professional occupancy of existing residence) on property
located on the southeast side of Glendora Ave. between
Dalewood St. and Walnut Creek Parkway, and clarification of recommendations had been
requested from the Planning Commission. This was presented by the City Engineer. Motion
by Councilman Brown, seconded by Councilman Sperline, and carried, that Zone Variance
No. 120 be approved subject to the following recommendations:
1) That all street improvements outlined in Section 49 of Ordinance No. 225, including
utilities, be installed accordingly and meet the approval of the City Engineer. This
to include street lights and sidewalks.
2) That the area required for the widening of Glendora Avenue and the access way be
deeded to the City of West Covina.
3) That adequate water supply and fire protection be provided as required by Ordinance
No. 237.
4) That the ultimate development conform to the adopted precise plan for this area with
modifications approved by the City Council in regard to the access way in lieu of the
future street.

6) That the Planning Commission Resolution No. 197 be amended to include these
conditions.

year to year basis.
PRECISE PLAN NO. 32 Hearing on Precise Plan No. 32 and Zone Variance No. 116
and of Olive M. Britt, requesting C-1 use of property located
ZONE VARIANCE NO. 116 at the south corner of Sunset Ave. and Merced Ave., had

City Engineer read minutes of the Planning Commission of
October 4, 1954 recommending elimination of potential C-1 zone from Sunset Ave. between
Francisquito and Merced Ave; Planning Commission has initiated a study to determine a
proper location for C zoning in this area, Motion by Councilman Brown, seconded by
Councilman Kay, and carriedi that decision on this proposal be held over for a full
Council. ,
SECOND READING Motion by Councilman Sperline, seconded by Councilman Kay,
ORDINANCE NO. 341 and carried, that second and final reading be given to
Garrett W. Batelaan Ordinance No. 341 "AN ORDINANCE OF THE CITY COUNCIL OF THE
ADOPTED CITY OF WEST COVIN4;, CALIFORNIA, ADOPTING A PRECISE PEAN_CITY
FOR THE DEVELOPMENT OF CERTAIN PROPERTIES IN SAID/PURSUANT
TO SECTION 14 of ORDINANCE NO. 147 OF THE CITY OF WEST COVINA, AND AMENDING SAID ORDIN-.

REQUEST OF ASSISTi.NCE City Administrator reviewed correspondence with C. E.
STREET IMPROVEMENTS Sencerbox regarding street improvements at Merced and
Merced & Willow Willow Avenues. Mr. Sencerbox was present and protested
C. E. Sencerbox the amount he was being charged for street improvements
along his property. No decision was reached: After
careful consideration and approval of cost of improvements, submitted by City Engineer,
Mayor Hurst appointed Mr. Kay and Mr+ Brown to field check the condition•
PURCHASE OF PROPERTY Motion by Councilman Sperline, seconded by Councilman
AUTHORIZED Brown, that City Administrator be authorized to acquire
approximately 9 acres adjoining the City Hall property
to the south for municipal purposes at $5,000.00 per acre, details of payments to
be worked out by City Administrator, City Attorney and City Treasurer. Passed on

purchase scatter gun and holder, roll -a -tape and
tear gas equipment at a total cost of $433.40, as recommended by Chief of Police.

APPROVED 1954, and requested approval to employ Ray Livermore
Neville for a probationary period bf three months at a
starting salary of $300.00 per month to fill this vacancy. Motion by Councilman
Sperline, seconded by Councilman Kay, that Mr. Neville be employed by the Police
Department as outlined above. Passed on roll call as follows:

REPORTS FILED Motion by Councilman Sperline, seconded by Councilman Kay, and
carried, that the Treasurer's Report and the report of the
Police Department, of September 1954, and the budget report up to and including August 31,
1954 be accepted and filed.
RESIGNATION FROM City Administrator read a letter from Mr. Ed Alford, vice chairman
PARK & RECREATION COMM. of..the Park and Recreation Commission, requesting acceptance of
his resignation effective October 1, 1954 as he is moving to Long
Beach. Motion by Councilman Sperline, seconded by Councilman Kay, and carried, that Mr.
Alford's resignation be accepted with regret, and that an official letter from the City be
sent to Mr. Alford thanking him for his work on the Park and Recreation Commission.
•APPOINTMENT TO PLANNING With the approval of the Council, Mayor Hurst appointed E. Newton
COMMISSION Green to a full term on the Planning Commission.
AGREEMENT FOR IMPROVEMENTS City Administrator read letter from City Engineer regarding cost
Irwindale Park Site of improvements on the park property on North Irwindale. Motion by
AUTHORIZED Councilman Brown, seconded by Councilman Kay, that City Administra-
tor be authorized to enter into an agreement for these street
improvements at a cost of $44696'78, subject to approval of City Attorney.
SAFETY COMMITTEE REPORT City Administrator reported as follows on a meeting of the Safety
Committee:
1. Suburban Water Co. have agreed to pay excavation charges and will study the hydrant
charge. City Administrator to obtain copy of contract used for the purpose by Los
Angeles County.
2. It has been discovered a duplex is being built in an R-1 zone at Foxdale and Puente.
Steps have been taken to eliminate this.
3. City Administrator presented a sketch of a proposed larger sign approved by Safety
Committee requested by Stark's Restaurant on Garvey Blvd. at Hollenbeck. Motion by
Councilman Brown, seconded by Councilman Sperline, that request for larger sign be
denied. Passed on roll call as follows:
