Meeting opened at 7:10 P.M.
Present: Councilmen Hurst, Van Horn, Sperline, Brown, Kay
Others: City Attorney, City Administrator, City Engineer, Asst. Engineer
Absent: None
Also present: Officials of West Covina School District, Cliff Thyberg,
John Eastman, John Parker, Vern Mottinger, Howard Erickson;
Covina School District, Don Drummond, Willis Manson, Robert

ORDINANCE Mr. Flotten opened the meeting by axplaining violations on the
VIOLATIONS OF part of school districts of conditions as set up in Variance
SCHOOL DISTRICTS applications and explained that the difficulties that did not
conform to the ordinance or variance had arisen after the
building had been startedo Example: Ordinance No. 289.
HOL'LENBECK SCHOOL: Property belonging to Mrs. Mowd.er could not be improved by the
school using public funds as it was not their property. Condi-
tion of Variance and also Ordinance specifically stated that
water should drain down Cortez to the intersection of Hollenbecko
DRUNIMOND State Allocation Board would not allow the expenditure of money
from the Genera. Fund to improve streets not belonging to school.
As far as the improvements on the west boundary along Cortez,
arrangements are being made to take care of watero
VINEY State Allocation Board meeting in June brought up that the state
was paying for improvements that should not be done to property
where they are financing the building program. State loans used
for that purpose should be investigated. Viney reported they
had found that they haven't been turned down before, but in the
future they might whittle back on the school district.
MAXSON The Finance Dept, did approve the property improvements, but the
Education Dept. took it out. Situation right now is we have no
Pray of paying for a street that doesn't belong to us.
FLOTTEN Did.they agree at the time the variance was passed?
DRUKKOND We agreed, but those over us took it outo
MAYOR Is there aror way the city can go to the State Board of Finance to
iron out this problem?
DRW4MOND With us, speed is one of the very important things. It might be
an idea, possibly, for both of us to go before the Finance Board
before the Ordinance is passed.
MAYOR These are our requirements and just on a general basis, we should
present our problems.

VAN HORN I thought school board was going to buy improved property to
eliminate this problem.
KAY Couldn°t school buy property subject to improvements?
THYBERG We are trying to buy property with improvemmts already in.
VAN HORN That mould eliminate future problems but we merit settle the
present problem.
• KAY Has Bovina School District tried to buy reproved property?
DRUMMOND Not yet, but gill look into it and be interested in West Covina
School District initiating it.
MAXSON Our only problem has been Mrs. Mawder's property because she
wouldn't sell it to us and we didn't want to go in and condemn it.
FLOTTEN One of the things missing on Cameron school applicationis:
Improvements on Dawley and Moback, supposedly to be done
when money is avaiUble.
When will this move® be available?
THYBERG ArW loose or extra money the state takes for future schools.
FLATTEN Does the county take intoconsideration you still have these
streets to improve?
THYBERG The State Allocation Board is only one to go to.
MAYOR HURST Does it appear in your budget?
THYBEBG We might put it in the general, budget, but tax is pretty high now.
MAXSON 20% is allowed in capital outlay and general reserve or approx
imate3y 6250,000. If we sun over 20% they bill us and take it out of
our general Hind. State has us tied up good.
FLATTEN Regarding Treweek School — is Rowland Ave. to be improved
according to city specifications?
D=4MOND We have another approach which has been approved by the state
for this and we certainly hope construction will be on its way
within a couple of months including Phillips Avenue.
FLATTEN Is the 1 ft. at the end of Eekerman to be deeded to the city to
protect the extension of street?
DRUMMOND That was included in the application.

FIXTEN Regarding Del Norte School Need improvements on Nora Sto
and Irwindale widening.
PONTOW Irwindale widening wasn't in variance but I see no reason why
we shouldn't get it. We have no deeds for property in front of
the school as yet. (east and west street) Also school district
should request city council to open some 1' lots. The North end
of Nora St. we won't need as we have a 300' strip in a city park.
MAYOR HURST It would be well to give each school district a list of these
problems.
ERICKSON
I don't think It would be improbably for the city to put in what
the schools can't. Benefit all of the city and the city could
properly do it.
• MAYOR HURST
Some compromise will have to be made. Contact state to find out
just how we sit. If they approve one improved land, they will
others.
FLOTTEN
The matter of building permits or some sort of control should be
required. We need some sort of clarification.
SPERLINE
They do have to have a permit, but we don't charge them for it.
BROWN
It is a requirement of school board to obtain a permit.
FLOTTEN
How can an Inspector make an inspection when no permit is taken
out; if none of this is done, what can he do?

It was brought up at a discussion with the contractor, and permit
was to be taken out by contractor.
CORNYN
Required to have building permit without .charge with city building
inspector doing the inspection in conjunction with state.inspector.
EASTMAN
The County of Los Angeles has followed that procedure for years
but lately have ceased doing that. Duplication of duties because
requirements of State Division of Architecture and County are same
and duplicate inspections not necessary.
LAY
This was brought up because part of a school ground improvement
was to be built on a part of a highway. That is why we need an
inspector to protect our streets.
FLOTTEN
These are the requirements the city asks of the school districts
as set up in Ordinance No. 320, regarding Variance #980, Workman
east of Azusa Ave.
1. That a plot plan showing the proposed layout be provided and
approved by the Planning Commission before building permit is
issued.
2. That all street improvements outlined in Section 49 of Ordinm
ante No. 225, including utilities, be installed accordingly and
meet the approval of the City Engineer, this to include street
lights and sidewalks.

3. That a building permit ffom the City of West Covina be
secured.
4. That all bonds,, fees and deposits for the improvements
be pasted before building pewits are issued.
5. That the area for proposed streets be deeded to the City
of West Covina.
b. That the plan conform,to block study adopted for this area.
7. That adequate drainage be provided for the property north
or the school site and that a suitable masonry wall be constructed

and maintained at the rear property line., all to the satisfaction
of the City Engineer.
VINEY
We are going to run into snags on some of those things,, such as
street lights,, as the State would refuse them.
KAY
On the Workman Avenue School a compromise was reached by the
substitution of a drainage ditch rather than a street.
DHUMWND
We should take list into State Dept. of Finance and do some
talking.
MAYOR HURST
Some representative of the alty should go along.
VANON
We have provided extra parking space and they went ahead with it
as long as it has OK by the city.
FIDTTEN .
We felt this had gone along long enough and we needed some
answers.
MAYOR HURST
Is it feasible that you can purethase improved sites from now on?

Sites have already been selected. I suggest someone should start
the ball rolling; we are inst@?rested in seeing how lest Covina

comes out on their procedure.

What happens on schools built in Covina and county territoryO

We have none in Covina yet,, bua couple getting started.
County doesn't have too marW regulations.
MAJOR HURST
County didn't require street improvements until July 1. since
then,, curb and &ttesr improvements are required.
FLOTTEN
Would you gentlemen like a copy of our problems? All assented.
MAYOR HURST
Suppose Bob sent a list to each school district for each to do all
they can to reach a comp misa.
KAY
I would suggest a reply being submitted telling us what you can
and cannot do.

MILLER The only problem we ha.venat solved is the Hollenbeek problem
and perhaps we can get together.and.come to come solution.

BUILDING DEPT. City Administrator presented Building Department Report.for
REPORT September in the amount of $2,240,000. Motion by Councilman
Sperline, seconded by Councilman Brovn, and carried$ that
Building Report be accepted.
SIDEWALKS City Administrator presented letter from American Sales Mfg, Coo
Mml ZONE signed by Pat McCown, asking permission to appear before the
City Council to protest sidewalk requirement in M-1 Zone.
R RARY QUARTERS City Administrator read letter from H. W. Schmitt, Pastor of
FOR IMMANUAL.. Immanual Lutheran Church, requesting permission to use a home
LUTHERAN CHURCH at 247 So. Glendora Ave." for temporary headquarters for their
Sunday School and Bible Class because of the crowded conditions
at their present quarters in Means Mortuary for a time limit
of six months at which time church will be built at Service and Valinda. Par'Asing
space ha$,been..provided at stores on south Glendora. Request granted for a sit
month time Limit,

acknowledging receipt of Annual Street Report for fiscal year
ended dune 30, 1954,,
PONY LEAGUE.- City Administrator presented letter f rom Jack Smith requesting
BASEBALL DIAMOND permission from the City ,Council to use city property tor,.'a
Pony League Baseball diamond adjacent to the existing Little
League diamond on City Hall property. Council asked this be
brought up next Monday s s meeting, October 11.
UNIFORK SALES .TAX City Administrator ,presented letter from League of California
Cities that he desired to read to Council on the subject,. of
Uniform Sales Tax before the League of California CitiesQ
conference starts in Los Angeles October 17.
BUILDING & SAFETY Councilman Kay announced an important meeting next Thursday at
CCIJH. MEETING 3:00 P.M. with Camille Gamier of Suburban Water Co'. and the
Building and Safety Committee and asked all councilmen to attend
if .possible.
