Motion by Councilman Van Horn, second- ed by Councilman Kay, and carried, that contract be renewed for another year and that Mayor and City Clerk be authorized to execute the agreement in behalf of the City. NOTICE OF HEARING Deputy City Clerk read a !notice of psblic hearing before SAN JOSE HILLS WATER COMPANY the Public Utilities Comnission, to be held on Tuesday, RATE INCREASE June 1, covering petition of dan, Jose Hills Water Co. to increase rates. City is protesting any increase. PRELIMINARY REPORT Deputy City Clerk presented preliminary report fMm the SPECIAL CENSUS. Department of Commerde covering special census taken as of May 60 1954, indicating total population of 219097. Cost of the census was $2,761.33. REGIONAL PLANNING COMM. Deputy City Clerk read a notice from the Los Angeles HEARING® ZONING CASE #1353 Regional Planning Commission announcing hearing to be Alwood and Valinda held on Thursday, May 27, on Zoning Case No,, 1353 request- ing exception from ik 39500 zoning to operate a church and Sunday School at Valinda and Al -mod Streets. City Adninistrator was requested to • investigate to see how such a change would affect the City of West Covina, and if necessary, a representative of the City will attend the hearing. Hoes: None Absent: None ® PUBLIC HEARING Mayor Hurst announced this is the time and place for MODIFICATION OF ZONING ORD. public hearing on modification of Zoning Ordinance No,, AREA DISTRICT I -A 147 to provide for Area District I -A, covering the area REFERRED BACK TO PLANNING COIF. bounded by Glendora Avenue, southwesterly city limits, Walnut Creek Gash and the wtensi.on northwesterly of Cameron Avenue, end calling for Area District I lot sizes and Area District II house sizes. Hearing was held on the appeal of applicants from reco=endation of the Planning Commission that petition be disapproved. City Engineer read Resolution No. 163 of the Planning Com- mission recommending disapproval. Staff report was also read;;'by City Engineer. Mr. M. Finlqr, engineer of Temple City, spoke for the petitioners, and presented a map outlining revised zoning set-up, andm1ling for minimum depth lots of 105 feet, minimum width lots of 68 feet, and minimum house size of 1100 square feet, and covering an area 1 lot depth northwesterly of Glendora, one lot depth northerly of Merced to a line midway between Sunset and Califomi.a, and north to the south line of Area District I. Mr. Ben Hepner, Chairman of the Planning Commission, stated that at an informal meeting of the Planning Commission on May 17, members agreed that if the petition had been sub- mitted on the basis of 701 minimums lot width .and 1080 minimum depth, with minimum lot size of 7500 sq. ft. covering the revised area outlined by Hr. Finley, the Commission could have been in favor of it. Councilman Kay stated his conversations with members of the Planning Commission indicated some discrepancy in Mr. Hepner°s statement, and suggested that official rather than unofficial action be presented to the Council.. Also speaking in favor of the plan was Mrs Mayor Weisel of Los Angeles., who owns property on Sunset. ® Speakfsng in opposition to th a plan were: Hr. C. A. Plummer, 906 California Avenue; Mr. Harold Olmley, 1514 3, California Ave.; biro R. L. Jackson, 1739 Thackery Ave.; Mr. Comfort of California Ave.; and Mr. Don Welton, Vanderhoof Drive. On request, City Engineer read petition presented to the Planning Commission protesting this change, carrying 91 signatures. City Engineer also read letter dated May 22, 1954 addressed to the City Council, requesting modification of the original petition to pro- vide minimum lot depths of 105 feet, minimum widths of 68 feet and 11.00 sq. ft. house size, signed by Messrs. F. Attrill� R. Jordan, S. Babson, H. Attrill, J. Berger, J. F. Bodger, H. Kujon, D. Blua. There being no further testimony, hearing wigs declared closed. Mr. Peterson, owner of property to the south, advised of the plan.
