Meeting called to order at 8:00 P.M. at the West Covina City Hall by Vice -mayor
Speirline.

MINUTES There being no additions or corrections, the minutes of the
APPROVED regular meeting of April 26, 1954 were approved as submitted.

ADVERTISING outlining regulations covering political advertiong in connec-
tion vith the pending June primary election ands er elections.
Reference was made to restrictions of Streets and Highways Code uhiah prohibits this
practice.

carried, that permission be granted subject to approval of Police and Fire Departments,
and on condition the.locations do not conflict with authorisation previously granted
for other fireworks stands.

Resolution No. 162 approving Zone Variance and preaented the Planning Commissions
approved block study of the area. Spwldmg in opposition to the plan and block study
were Aar. Q. E. Bashore, Mr. and Pam. J. N. Cochran, and Mr. Charles Zug. There being
no further testimony, hearing was declared closed. Motion by Councilm m Van Born,
seconded by Councilman Kays and carried, that this proposal be hold over for further
study. Committee was appointed,, consisting of Councilman stay and Brown, to study and
report on this variance.
PUBLIC HEARING Vice-Myor Sperline announced this is the time and place for
ZONE VARIANCE NO, 103 public hearing on appeal of John D. Mears fY�om ruling of the
John D. Myers Planning Commission on Zone Variance No. 103. Variance rem
HELD OVER quests change from R-+A to Medical. and Dental office use on
property located at the southeast corner of Irwindale Avenue
and Rowland Avenue. City Engineer read letter from Or. Myers, appealing to the City
Council from decision of the Planning Commission and requesting a hem. City
Engineer also read Resolution No. 155 of the Planning Commission recommending disapprrov&
of the zone Variance. Mr. Myers seas present and spoke. City Engineer read petition
submitted by the applicant to the Planning.Commissions signed by 34 persons, indica-
ting approval of the variance, and staff report, There being no further testimonyt
hearing was declared closed. Motion by Councilman Van Horn, seconded by Councilmen
Brown, and carried,, that this proposal be held over for further study.

Woolery, Zoelle, Nichols at the northwest corner of Garvey Blvd. and Pacific Avenue.

recommending approval of the precise plan,, and Resolution

Speaking in opposition to the plan were$ Mr. Gene Wisenberg, 212 Morris, uto presented
a petition signed by 25 people surrounding subject proparty, protesting the granting
of the variance; Mr. Russell Alston, 1904 Pacific Lana, Pia°. Bob Miles, 213 Morris.
Speaking in favor of the plan were: Mr. Jim Maul, engineer for the developers, and
Mr. Zoelle. Mr. Maul called upon Mr. Burroughs of the State Highway Departmont, who
presented information regarding traffic count made by the Division of High-mye in
connection with their freeway plans, indicating that traffic would be heavy on Pacific
Lane regardless of any development at this location. There being no further teatim

Resolution No. 161, with the additional condition that buildings be limited to one-

ROWLAND AVENUE ON&WAY STREET Road Commissioner attading resolution of the County

one-way street on both the north and south roadways9
and requesting similar action by the City of West Covina for that portion of Rowland
lying within the City. County also recommended establishing boulevard stop signs on
streets crossing Rowland from north and south. Motion by Councilman Browns seconded
by Councilman Van Horn, and carried, that the County recommendation be accepteds
establishing one way eastbound movement of traffic on the south roadway of Rowland
Avenue from Lark Ellen easterly to city limits, and one-way traffic westbound on tho
north roadway of Rowland Avenue from the Easterly City Limits to Lark Ellen Avenue,
City Attorney was requested to prepare appropriate amendment to traffic ordinance.

West of Irwindale Avenue is attempting to acquire a portion of the property
HELD OVER being purchased by the City for than Irwindale Park.
Mr. Northrop, subdividers engineer was present. Pro-
posal was referred to Park and Recreation Commission for study and reco®mendation.

0. D . HA RBERT Mr. 0. D o Harbert and Mr. Burroughs of the Division of
Lang and Garvey Aves. Highways, presented to the Council a problem caused by
the purchase of right-of-way by the Hi&way Departmnt.
Division of Highways originally purchased a portion of Mr. Harbert°s.property at
Garvey and Fang on which Mr. Harbert has a small real estate office. The State is
deeding back to Mr. Harbert a portion of the property originally acquired but it will
take a considerable time for this transaction to be completed, and permission is re-
quested by Mr. Harbert to move his building back on to v&cut will, eventually be his
property again. Motion by Councilman Brown, seconded by Councilman Katy,, and carried,
that pemission be granted providing that within thirty curs after the City receives
notice from the State that the property is deeded to Mr. Harbert,, or one year, which -
over is the shorter period, Mr. Harbert will present a precise plan on this property
for consideration.
EMPLOYMENT OF ADDITIONAL Councilman KW, as Five Commissioner, preaented recom

' Cortex Park. Recommendations included five men for
Cortez Station and three for the City Hall station. Motion by Councilman Kay, seconded
by Cound]man Van Horn, that Fire Chief and City Administrator be authorized to employ
the eight roan requested,,. as follows; three men imnediate3,v for the City Hall and the
five for Cortez on such a time schedule that the men will be wady fbr duty at the
