led by Rev. Frank Ho Freed of the Bethany Baptist Church.

MUTUAL AID PLAN City Administrator presented a report from the City
DISASTER AND FIRE Attorney., outlining procedure to be followed in securing
mutual aid fin the County on dieaster and fire. Motion
by Councilman DeLay., seconded by Councilman Mossberg, and carried., that City Adminis-
trator be directed to forward the necessary information to the County so that an appro-
priate agreement mqy be prepared.
MUTUAL AID PLAN City Administrator was directed to write letters to the
NEARBY CITIES several, surrounding cities to determine whether they am
agreeable to forming a mutual aid plan between these cities.
GRAND JURY RECOMMENDATION City Administrator read a letter from the Los Angeles Cwanty
JAIL FACILI'PIES Grand Jury., dated March 8., 1954., recommending that the City
• of West Covina make provisions for construction of its own
jail.
CALIF.HIGHhIAY PATROL ACADEMY City Administrator read a letter from Chief of Police
MEETING IN SACRAMENTO Stanford, requesting that Lt. William Ryan be permitted
to attend Conference of Check Investigators Association at
Sacramento on April 8th and 9th. Councilman Van Horn recommended approval of this re-
quest, and motion by Councilman DeLay., seconded by Councilman ;3perline., that expenses
up to $75.00 be authorized for Lt. Ryan to attend this meeting. Passed on moll call as
follows:

SALE OF FIREIVlORKS City Administrator informed the Council of a request to
sell fireworks in a store at west Covina Center and was
directed to inform the applicant that his request was denied. City Attorney was re-
quested to prepare an appropriate ordinance covering sale of fireworks.
14BED FOR FIRE HYDRANTS City Administrator presented recommendations of Fire Chief
Hardin that 41' x 24" fire hydrants on 6" risers be in-
stalled at the following locations:
• 1) On the east side of Orange Pomnue across the street from the medical center.
2) At the corner of Glandpra and. nine.
3) Two hydrants on Ramona and one on Azusa Canyon Road in the industrial area, with
6" risers bushed dour to ex ,3ting 4" mains. The same 6t1 risers can then be used
when size of mains are increased.
Motion by Councilman DeLsy., seconded by Councilman 6perline., that the three hydrants
in the manufacturing district be installed immediately and the other two as soon as
money is deposited.

COORDINATOR FOR CIVIL DEFENSE City Administrator presented recommendations of Civil
EXECUTION OF AGREWMT Defense Director Col. Wetherby, regarding agreement
AUTHORIZED setting up an area coordimator for civil defense. Colo
Wetherby was present and further explained the plan.
Motion by Councilman DeLay9 seconded by Councilman Mossberg, and carried., that agree-
ment be authorized to be executed, commencing July 1. on the basis of West Covinaos
participation in expenses not to exceed $762.12 as stated in the agreement.
ANNUAL -PARADE _ M014ROVIA City Administrator read a letter from the City of Monro-
Referred to Chamber of via., inviting West Covina9s participation in their annual,
Commerce parade to be held on May 22. Letter was referred to the
Chamber of Commerce.
• BUILDING CDDE AND FIRE ZONES City Administrator read a letter from the City Attorney
COMMITTEE TO STUDY recommending changes in the building code with respect
to fire zones. A committee was appointed., consisting
of Councilmen Moseberg, Sperline and Van Home to study this matter with the City
Attorney, Building Inspector,, Fire Chief and City Administrator.
FAIRCHILD AERIAL WRVEYS City Administrator presented a proposal dated March 18,
1954, fmm. Fairchild Aerial. Surveys, outlining costs
for making aerial surveys of the City of West Covina. A meeting is to be arranged on
Monday, March 29, 1954 at 7:30 P.M. with the Fairchild representative to further discuss
the City a s needs for an aerial survey.
