Meeting called to order at 8:08 P.M. at the West, Covina City Hall. Motion by
Councilman Mossberg, seconded by Councilman Sperline., ard carried, that in the
absence of Mayor Hurst, Councilman DeLay be appointed Acting Chairman, Invoca-
tion was led by Rev. Charles Witthoft of the -United Lutheran Church.

MINUTES Minutes of the adjourned regular meeting of February 24., 1954 were

ed by the Planning Commission be modified to conform to the original precise plan as

PUBLIC HEARING Chairman announced this is the time and place for public
ANNEXATION DIST. NO. 117 hearing on Annexation District No. 117, located between
APPFdDVED the Southern Pacific R.R.. and .pan Bernardino Road, east
of the city limits and consisting of 10.9 acres. City
Engineer advised the owners of the property have indicated a willingness to provide
a letter agreeing to accept the bonded indebtedness of the city. Thera being no oral
or written testimony, hearing was declared closed. Motion by Councilman Sperline,
. seconded by Councilman Mossberg, that anno:ation be approved subject to receipt of a
letter from the owners accepting their proportionate share of the bonded indebtedness

ZONE VARIANCE APPLICATION covering property located at the southwest .corner of Garvey
NO. 90 ® John P. Vaughn Blvd, and Azusa Avenue, and that hearing uould be held con -

change from RA to , C 1. City Engineer read Planning Commission
Resolution No. 140 recommending approval of the Precise clan, and Resolution No. 141
recommending approval of the Zone Variance subject to the following recommendations:
1) That all street improvements outlined in Section 49 of Ordinance No,, 225, includ-
ing utilities, not proposed for installation by the State Division of Highways,,
be installed accordingly and meet the approval of the City Engineer. This to in-
clude street lights and sidewalks.
2) That the area, for which the variance is applied, oonfoxm to the proposed right-
of-way of the Division of Highways.
3) That a 59 masonry wall be constructed along the south and wrest sides of the
• sub j ect property.
4) That the area north of the proposed real estate office between Service Road and
property line be landscaped or used for parking.
5) That adequate water supply and fire protection be provided as required by
Ordinarn a No. 237.
6) That all bonds, fees and deposits for the improvements be posted before the
building permits are issued.
Speaking in favor of the plan was Mr. Harold Johnson, engineer for the applicant.
Those speaking in opposition were Mr. A. Do Shiak, 148 So Homerest, spokesman for a
number of protesting residents; Mr. Branlon, 128 Homerest; Mr. Trt. H. Johnson, 118
Cherrywood; Mr. Ray Marshall., 203 So Azusa; and Mr. Virgil Werdman. There being no

PRECISE PLAN NO. 18 AND City Engineer reed a letter from Mr. WiLliam C. Kiang ad -
ZONE CHAbrxE NO. 22 vising he. wished to prevent a revised precise plan covering
William C. King his property on the west side of Ir drd.al.e Ave. at Puente
Avenue. This precise plan and zone change application had
been disapproved - by the Planning Corani.ssion in their Resolutions No. 146 and 147. Mr.
King was present and stated he wished to suhnit a revised plan in accordance with the
