Meeting was called to order at 5:07 P.M. at the West Covina City Ball, with invocation
led by Rev. Donald Douris of the Covina Presbyterian Church.

MINUTES Mayor Hurst announced the .minutes of the regular meet®

of Arthur E. Freeman, change of street name is from Charming to Sawyer Avenue.
AUDITOR, S REPORT City Clerk presented the report of Glenn Kuhn,, auditor,
ACCEPTED AND FILED advising that bank balances are in order as of the end
of December, 1953. Report was accepted aid filed.
SPECIAL CENSUS City Clerk read a letter from the Department Of. Com
mex-ce acknowledging the City 's d eposit in connection
with; the taking of a special census, and advising of the procedure to be followed.
ENGINEERING SERVICES City Clerk read a letter from Pomeroy & Associates,
SEWAGE SYSTEM civil and chemical engineers, offering their services
in connection with the proposed savage system. better

and Fred W. Schilling, applying for f ranchis a to oper-
ate a taxi cab service in the City of West Covina. City Clerk also read a letter
from Mr. L. M. Gober, applying for permit for taxi. cab sex -vice at 1212 E. Garvey Blvd.,
West Covina. City Attorney was requested to bring in a suggested form of ordinance
• regulating taxi cabs in the City.
PROGRESS REPORT City Clerk reported on the complaint of residents of
WATER PROBLEM m MORRIS AVE. Morris Avenue regarding water and read a Tatter from
City Engineer to the County Road Commissioner suggest-
ing remedies and also City Engineer's letter to Mr. Eberle of Morris Avenue who had
presented the complaint,
EXTENSION OF TIME FOR FILING City Engineer read a request from Wilrose.Corporation,
TRACT NO. 16127 requesting six months' extension of time for filing
Wilrose Corp. final map on Tract No. 163.27. Motion by Councilman
APPROVED Mossberg, seconded by Councilman Sperline, and carried,
that six months' extension be granted.

PUBLIC HEARING Ylayor Hurst announced this is the time and place for
ANNEXATION DISTRICT NO. 3.1.3 public hearing on Annexation District No. 113 of C & M
C & M Homes Homes, covering property located north of Puente Avenue
APPROVED between Vincent and Lark Ellen Avenues. City Engineer
read letter from C & M Homes accepting the bonded
indebtedness of the City. Where being no oral or written testimony, hearing was
declared closed. Motion by Councilman DeLay, seconded by Councilman Sperline, and
carried, that Annexation District No. 113 be approved and that City Attorney be auth-
orized to draw proper ordinance.
PUBLIC HEARING Mayor Hurst announced this is the time and place for
MODIFICATION OF PRECISE PLAN public hearing on modification of Precise Plan for the
C-3 BUSINESS AREA C-3 Central Business Area bounded by 'arvey Blvd.,
APPROVED WITH REVISIONS Glendora Avenue, Walnut Creek leash and Vincent Avenue
extended southerly. City Engineer read Planning
Commission Resolution No. 139 recommending approval of the Modified Precise Plan. Mr.
Lawrence Beilenson, 1946 N. Gramercy Place, Los Angeles, spoke in favor of the'moda-
ification of a portion of the plan presented to the rlanning Commission by Mr. Ransom
Henshaw. Mr. Frank Bandy, speaking for Mrs. Rasmussen, owner of the corner of Garvq
and Glendora, expressed approval of that portion of the plan. Speaking in opposition
to the plan were Mr. Weldon Hunter, 17915 E. Cypress, and Kro Burton, 221 School
Street, Covina, who objected to building limitations at 90' deep. There being no
further testimony, hearing was declared closed. It was brought out that the modified
portion presented by Messrs. Beilenson and Henshaw did not provide for a service
road, and the developers expressed their willingness to put in such a road.
Motion by Councilman Van Horn, seconded by Councilman Sperline, that the precise
plan recommended by the Planning Commission be modified to conform to the original
precise.plan as far as service roads and parkinly area are concerned, with a modifi-
cation of the southwest corner of Garrey and Glendora to comply with the new precise
plan; that the substitute proposal (of Henshaw) be.accepted into the original precise
plan with the service road shown on Glendora Avenue; and that the future street ad-
jacent to .the Walnut Creek Wash be eliminated. Passed on roll call as follows:

LITTLE LEAGUE MUIREIEUTS City Administrator advised the Council of improvements
requested by the Little League on the site set aside
for them on the City Hall property, consisting of a 48 board fence, etc. Council
directed City Administrator to inform LittleLeagueproponents that all installations
must have approval before installation is started.
