Henry Kent of the Community Presbyterian Church. Present: Councilmen Hurst, DeLay, Van Horn, Mossberg, Sperline, Absent: None Others: City Attorney, City Clerk., City Engineer MINUTES There being no additions or corrections, Mayor Hurst announced • APrRUVED the minutes of the regular meeting of January 2% 1954 stand approved as submitted. EXTENSION OF TIME City Enginedr read a letter from Mr, Charles R, Zug, requesting Charles R, Zug ninety days' extension for filing final map on his subdivision APPROVED near Workman and Azusa Avenues. Since this time limit did not seem adequate, motion by Councilman Sperl.ine, seconded by Council- man DeLay, and carried, that six months' extension be granted, BUSINESS ZONING City Clerk read a letter signed by Mrs, William S. Baldwin, and OF A'ZUSA AVENUE Arthur J. and Helen M. Stinton., requesting that consideration be given to zoning Azusa Avenue north of Garvey to the city limits for business. Motion by Councilman DeLay, seconded by Councilman Van Horn, and carried, that letter be filed pending citywide zoning study. LIQUOR LICEVISE City Clerk announced receipt of notice of an application by the SOUTH HILLS -COUNTRY South Hills Country Club for an on -sale liquor license. On recommendation of Councilman Van Horn, motion by Councilman DeLay, seconded by Councilman Sperline, that bid be awarded to Ken Boggy Ford, Puente, for purchase of two new police cars at a cost of 81,675.00 for both units. Passed on roll call as follows: Ayes: Councilmen DeLay, Van Horn, Mossberg, Sperline, Hurst. Noes: None Absent: None PUBLIC HEARING Mayor Hurst announced this is the time and place -for ZONE VARIANCE APPLICATION public hearing on Zone Variance Application No. 89 of N0. 89 the West Covina Methodist Church, requesting variance West Covina Methodist Church from RA to RF-2 Church Use on property located on the P PROVED east side of Azusa Avenue 300 feet north of Cameron Avenue. City Engineer read Planning Commission Resolu� tion No. 138 recommending approval of the variance. City Engineer also read a letter from Mr. Irwin Siegel, 560 S. Fenimore Avenue, Covina owner of property adjoining the subject property, opposing the granting of this variance. Speaking in favor of the plan was Rev. Vickrey Doughterty, pastor of the Covina Methodist Church. There being no further testimony, hearing was declared closed. Motion by Councilman DeLay, • seconded by Councilman Van Horn, and carried, that Zone Variance Application No. 89 be approved subject to the following recommendations: 1) That the necessary widening of Azusa Avenue be deeded to the City of West Covina, 2) That all street improvements outlined in Section 49 of Ordinance No. 225, in - eluding utilities, be installed accordingly and meet the approval of the City Engineer. This to include street lights and sidewalks. 3) That no building permits be granted until a plot plan has been submitted and approved by the Planning Commission. (cont'd) -2- CC 24-54 ZONE VAR. APPL. 89 ®3c (contId) 4) That the plot plan be revised to show the following: a) A 101 side yard along the south edge of the property, b) A fence around the property with suitable screening along the south and east sides, 5) That all bonds fees and deposits for improvements be posted before building permits are issued. 6) That an 81 drainage easement be provided through Parcel 2 for Parcels 5 and 6, as indicated. PRECISE PLAN NO. • Batchelder,, Jobe, and Gauldin Workman & Citrus FAILED TO CARftY 17 Decision on Precise Plan No. 17 of Batchelder, Jobe, Scofield Scofield and Gauldi.n, covering property located in the vicinity of Citrus Street and Workman Avenue, was presented for reconsideration from the previous meeting. Motion by Councilman Sperli.ne, seconded by Councilman Van Horn, that Precise PlAn No, 17 be approved subject to annexation of the property to the City of West Covina and subject to the recommenda- tions of the Planning Commission. Motion failed to carry on the following roll call vote: Ayes: Councilmen Van Horn, Sperline. Noes: Councilmen DeLay, Hurst.' Absent: None Not Voting: Councilman Mossberg, deeming himself disqualified by reason of his absence from the public hearings on this subject, stated he would not vote on the motion. SOUTHERN CALIFORNIA City Administrator presented a letter from the Southern PLANNING CONGRESS California Planning Congress, announcing the next regUJAr monthly meeting to be held in Gardena on Thursday, February 11, 1954 at 6:30 P.M. • WEST COVINA LITTLE City Administrator read a letter from Mr. Ray Homer, press® LEAGUE BALL PARK dent of the West Covina Little League, advising the Little League hopes to be able to start using the ball park site on the City Hall, property within the next ten days. REPORTS FILED Motion by Councilman DeLay, seconded by Councilman Mossberg, and carried, that the reports of the Police Department, Building Department., and the Treasurer's report for January be accepted and filed. OOMPENSATION FOR Motion by Councilman DeLay, seconded by Councilman Mossberg, COUNCILMEN and carried, that there be placed on the ballot at the coming TO BE PLACED ON BALLOT election, a proposition that each Councilman shall receive $25.00 per meeting attended, and that the Mayor shall receive $37.50 per meeting attended, Ath maximum of two meetings per month. It was pointed out that part of these repairs can be accomplished on a matching fund basis through Civil Defense, provided the buildings are used to train C. D. personnel, and City Administrator was instructed to make application for such participation.
