A. County A®1 and City of West Covim RA to C-2, City Engineer read Planning Commission Resolutions No, 137, approving the precise plan, and No, 136 recommending appro- City Engineer also read staff report covering both the precise and a subsequent report from Mr, Gordon. 'v+hitnall, Planning the first public hearing before the Planning Commission, The following written co mnusications were read by the City Engineer: a petition carrying 27 signatures of West Covina merchants., opposing the proposed commercial zoning; a letter from Mr, J. A. Mellen, Planning Director of the City of Glendale, furnishing information which had been requested of that city by the South Hills Realty Company in connection with the proposed commercial development; a letter from Regina Friedman, approving the proposed development; a letter from Mr, and Mrs, Leslie Walters, 140 N. Citrus Avenue, Precise Plan No. 17 and Zone Variance Anpl. No. 88 (cont gd) CC -2- 1-25-54 approving the plan; and letters from L. R. Gieselman., 1822-5 E. Vorkznan, Harry Seden- burg, and Mr. Willis Maxson, Assistant Superintendent and. Business Manager of the Covina City School District, all approving the proposed development. . City- Engineer also mentioned a resolution of the City of Covina, which had been read at a previous meeting, protesting this development. City Administrator read a letter fmm Mr. Jack Caldwell., President of the Covina- - Chamber of Commerce, protesting the proposed development; and a letter-f-rom Grant Chapman, attorney, approving the proposed zoning. City Engineer read a report from the Regional Planning Comuission presenting suggestions regarding the precise plan. Speaking in favor of the proposition were: Mrs. Samuels, representing the property • owners; Mr. Ward Hellman, architect for the applicants; Mro Fisher., owner of adjoin- ing property on the west; Mrs. I. J. Kelly, 916 E. Alwood, west Covina; Alma Marks, Workman Avenue; Jess Swanson, Vanderhoof_ Drive; Mr. Rd Walters, Cameron and Citrus; R. L. Jackson, 1739 Thackery; Mrs. Mary Van Dame; Eileen Coopersmith, Cherrywood Street; Mr. Bryant, 328 N. Foxdale; and Mr. Clyde Batchelder., 18654 & Workman Avenue, who read a letter from Mr. Lester B,. Millard, Pasadena. Speaking in.opposition to the plan were: Mr. 0. D. Harbert; fir. R. T. Gardner; Mr. Lee Mohnike, 1307 Herring; Mr. Ken Sargatz, 207 Maplewood, representing Mr. J. L. Murray who represents Mr. J. L. Clayton; Mr. Irvin Strong, 202 Leaf; Mr. ll wton, property owner on Glendora Avenue. Also gpeaaking was Mr. W. S. Baldwin, 711 N. Azusa, who felt a more appropriate location would be on North Azusa avenue. There being no further testimony, hearing uao declared closed. Absent: Councilman Mossberg. -2- cc 1 25-34 -3- Zone Variance Application No. 88; Motion by Councilman Sperline, seconded by Council- man Van Horn, that Zone Variance Application No. 88 be approved subject to the following recormendations of the Planning Commission and subject to annexation: 1) That the area for street widening to 100' right-of-t-Tay along Citrus Street adjacent to the applicants' property be deeded to the City of truest Covina. 2) That aU street improvements outlined in Section 4.9 of Ordinance 22% including utilities, be installed accordingly and meet the approval of the City Engineer. This to include sidewalks and all improvements along the service road on Garvey Blvd. that are not proposed for installation by the State Division of Highways, the improvements to be installed as the frontage is developed. 3) That the area wider consideration for this variance conform to the proposed State Division of Highways right-of-way. • 4) That the development of this area conform to the precis: plan adopted for this area. 5) That a 6' masonry wall be constructed along the residential developed area. 6) That adequate water supply and fire protection be provided as required by ordinance. 7) That all bonds, fees and deposits for improvements be posted before building permits are is sued. 8) That Charter Oak Creek be maintained by the owners and developers vith the under- standing that the City of West Covina will not be required to participate in any future improvements within the said creek area. 9) That the applicant submit this plan to the County Flood Control and conform to their requirements regarding Charter Oak Creek. 10) That approval be made subject to annexation of the additional area to City of to est Covina.
