Meeting called to order at 8:10 PdK. at the West Covina City Hall,
Present: Courcailmen Hurst, DeLay, Van Horn, Sperline

MINUTES Minutes of the regular meeting of January 11, 1954 were approved

SUGGESTION FOR City Clerk read a letter .from Mr, E. S. Christopherson, Mcvor"of
OPENING WMINGS WITH the City cf Turlock, referring to his letter of April 14, 19539
INVOCATION regarding having invocation at the opening of all council meet-
ings, and requesting information as to whether the City of West
Covina has gone along with this trend, City Administrutor was .requested to contact the
Ministers' Association with the thought that various local ministers might take turns at
opening the meetings with an invocation,

Roy W. Cole of Roy W. Cole, covering property located west of Willow
APPROVED Avenue, north of Walnut Creek Wash, consisting of 2.6
acres. There was no oral or written testimony and hearing
was declared closed. Motion by Councilman DeLay, seconded by Councilmen Sperline, and
carried, that Annexation District No, 116 be approved.

L. A. County A®1 and City of West Covim RA to C-2, City
Engineer read Planning Commission Resolutions No, 137,
approving the precise plan, and No, 136 recommending appro-
City Engineer also read staff report covering both the precise
and a subsequent report from Mr, Gordon. 'v+hitnall, Planning
the first public hearing before the Planning Commission,
The following written co mnusications were read by the City Engineer: a petition carrying
27 signatures of West Covina merchants., opposing the proposed commercial zoning; a letter
from Mr, J. A. Mellen, Planning Director of the City of Glendale, furnishing information
which had been requested of that city by the South Hills Realty Company in connection
with the proposed commercial development; a letter from Regina Friedman, approving the
proposed development; a letter from Mr, and Mrs, Leslie Walters, 140 N. Citrus Avenue,

approving the plan; and letters from L. R. Gieselman., 1822-5 E. Vorkznan, Harry Seden-
burg, and Mr. Willis Maxson, Assistant Superintendent and. Business Manager of the
Covina City School District, all approving the proposed development. . City- Engineer
also mentioned a resolution of the City of Covina, which had been read at a previous
meeting, protesting this development.
City Administrator read a letter fmm Mr. Jack Caldwell., President of the Covina- -
Chamber of Commerce, protesting the proposed development; and a letter-f-rom Grant
Chapman, attorney, approving the proposed zoning.
City Engineer read a report from the Regional Planning Comuission presenting suggestions
regarding the precise plan.
Speaking in favor of the proposition were: Mrs. Samuels, representing the property
• owners; Mr. Ward Hellman, architect for the applicants; Mro Fisher., owner of adjoin-
ing property on the west; Mrs. I. J. Kelly, 916 E. Alwood, west Covina; Alma Marks,
Workman Avenue; Jess Swanson, Vanderhoof_ Drive; Mr. Rd Walters, Cameron and Citrus;
R. L. Jackson, 1739 Thackery; Mrs. Mary Van Dame; Eileen Coopersmith, Cherrywood
Street; Mr. Bryant, 328 N. Foxdale; and Mr. Clyde Batchelder., 18654 & Workman Avenue,
who read a letter from Mr. Lester B,. Millard, Pasadena.
Speaking in.opposition to the plan were: Mr. 0. D. Harbert; fir. R. T. Gardner; Mr.
Lee Mohnike, 1307 Herring; Mr. Ken Sargatz, 207 Maplewood, representing Mr. J. L.
Murray who represents Mr. J. L. Clayton; Mr. Irvin Strong, 202 Leaf; Mr. ll wton,
property owner on Glendora Avenue. Also gpeaaking was Mr. W. S. Baldwin, 711 N. Azusa,
who felt a more appropriate location would be on North Azusa avenue. There being no
further testimony, hearing uao declared closed.

Motion by Councilman Sperline, seconded by Councilman Van Horn, that Precise Plan No.

1) That all the proposed building sites, walks, drivaF ays, etc. be dimensiorned,
2) That the driveway openings to dedicated streets be lunited to a maxi.mam of ' 0 feet,
3) That the service road along Garvey Blvd. be constru.ct,ed Frith pavement 401 wide,.
4) That screen planting or a masonry- gall be used along 1:Toikm n Av eaue.
5) That the main entnince on the east side of Citrus Street be moved approAmately
100 feet north to line up with the entrance on the west.
6) That the access on the west side of Citrus Street at the freeway intersection be
eliminated.
7) That a 909 set-I')ack be observed north of Workman Avenue on west side of Citrus
Street, filling station site excepted.

Zone Variance Application No. 88; Motion by Councilman Sperline, seconded by Council-
man Van Horn, that Zone Variance Application No. 88
be approved subject to the following recormendations of the Planning Commission and
subject to annexation:
1) That the area for street widening to 100' right-of-t-Tay along Citrus Street adjacent
to the applicants' property be deeded to the City of truest Covina.
2) That aU street improvements outlined in Section 4.9 of Ordinance 22% including
utilities, be installed accordingly and meet the approval of the City Engineer.
This to include sidewalks and all improvements along the service road on Garvey
Blvd. that are not proposed for installation by the State Division of Highways,
the improvements to be installed as the frontage is developed.
3) That the area wider consideration for this variance conform to the proposed State
Division of Highways right-of-way.
• 4) That the development of this area conform to the precis: plan adopted for this area.
5) That a 6' masonry wall be constructed along the residential developed area.
6) That adequate water supply and fire protection be provided as required by ordinance.
7) That all bonds, fees and deposits for improvements be posted before building permits
are is sued.
8) That Charter Oak Creek be maintained by the owners and developers vith the under-
standing that the City of West Covina will not be required to participate in any
future improvements within the said creek area.
9) That the applicant submit this plan to the County Flood Control and conform to
their requirements regarding Charter Oak Creek.
10) That approval be made subject to annexation of the additional area to City of to est
Covina.

considered immediately for business zoning as he felt the booster station was a business
in itself. Mrs..Stinton voiced the same opinion as Mr, Baldwin, Motion by Councilman
Sperline, seconded by Councilman Van Horn, and carried, that variance be approved as
recommended in Planning Commission Resolution No, 1288 subject to the following recom-
mendations:
1) That the southerly end and east side of Lot 1, be fenced with a 61 masonry wall
except front yard on east aide,
• 2) That since the vehicular access to this lot from Azt.sa has been taken away on the
recordation of the map, the access to the property be made from Puente Avenue.
3) That the front of the lot be landscaped in conformance with the surrounding
property,,
4) That the covenants -for the tract indicate this lot is set aside for and indicated
for use as a pumping plant,
5) That the building housing the pump be, insulated.
6) That the building housing the pump be vented through the roof,

that City Administrator be authorized to make an offer on the above properties, based
ow.a 90-day escrow vith a nominal down paymnt. 0500.00 down oneach of the two larger
properties and $250.00 down on the McMahon property), the balance payable at close of
escrow. Purchase of these pant sites is to be placed on the iaall.ot..at the regular
election this spring as bond issues.
TENTATIVE MAP Map had been reviewed at the previous meeting and head
TRACT NO. 19677 over on proposed subdivision of 20 acres (72 lots) in
R. M. Philleo Area District II-A,.located at the southeast corner of
APPROVED Azusa Avenue and Cameron Avenue. Motion by Councilman
Sperline, seconded by Councilman Van Horn, and carried,
that map be approved subject to the following recommendations of the Planning Commis-
sion and subject to adjustments being made to the map as pointed out by the City
Engineer in order to meet the requirements:
1) That all lots confom to the Area District II -A requirements.
2) That all street and alley improvements outlined in Section 49 of Ordinance No.
225, including utilities, be installed accordingly and meet the approval of the
City Engineer.
3) That vehicular access rights along Azusa and Cameron Avenues to lots along Azusa
and Cameron Avenues be dedicated to the City of West Covina.
4) That the map conform to the block study adopted for this area.
5) That a is strip lot at the south end of the alley be deeded to the City of Wiest
Covina in fee simple.
6) That the cul-de-sac streets be made 521 wide with 501 radius to conform with
Ordinance No. 225.

be held over for further oonsideration.

FINAL MAP Final map was presented covering subdivision of 3.3 acres
TRACT NO. 19657 (15 lots) in Area District II --A, lox,:ated at the southeast
I. Siegel corner of Azusa Avenue and Cortez Street. Motion by
APPROVED Councilman DeLay, seconded by Councilman Vacs Horn, and
• carried, that final map be approved as submitted.
TRACT NO. 14889 At the request of subdivider, motion by Councilman
Williams Construction Co. Sperline, seconded by Councilman Van Horn, and carried,
EXTENSION GRANTED that 6 months' extension of time for filirg final map
