MINUTES There being no additions or corrections to the minutes of the

minutes stared approved as submitted..
ANNEXATION DISTRICT NO. 115 City Attorney read a letter dated January 4, 1954, signed
ORDINANCE NO. 291 by Mr. and Mrs. Jobe, Mr. and Mrs. Scofield., and Mr. and
SECOND READING WITHHELD'; Mrs. Batchelder, requesting that. the second reading of
Ordinance No. 291 covering Annexation District No. 115 be
withheld until further notice, pending decision on the C-2 zoning applied for.
PETITION FOR ANNEXATION City Engineer announced he had received a petition for
annexation to the city of property located east of exist-
ing M 1 Zone, north of San Bernardino Road. No action was taken since w1p, must be
submitted to the County Boundaries Commission.
VETERANS OF FOREIGN WARS City Clerk read a letter of invitation to the City Council
INSTALLATION OF OFFICERS to attend the installation of officers of the Veterans of
Foreign Wars, West Covina Post No.8620, to be held Satur-
day, January 16, 1954, at 8:00 P.M. at 250 E. First Street, Azusa.
BUILDING REPORT City Clerk called the attention of the Council to the Building
YEAR 1953 Report for the year 1953, showing 2411 dwellirigs, at, a total
valuation of $22,735,000 with average saaare feet per house of
1207.

Luette, requesting a study be jade of proposed
zoning on Azusa Avenue and that a Resolution of Intention under Section 16 of Ordim
name No. 147 be started to correct a needed plan of.commercial development on Azusa
Avenue, Petition was referred to the Planning Commission.
PUBLIC HEARING Chairman announced this is the time and place for

Commission,, recommending approval of the variance subject to the following recommenda-
tions:
1) That the southerly end of Lot 1 be fenced with a 69 masonry wa11.
2) That since the vehicular access to this lot from Azusa has been taken away on
the recordation of the map, the access to the property be made fmm Puente Avenue.
3) That the front of the lot be landecaped in conformance with the surrounding
property,
4) That the covenants for the tract indicate this lot is set aside for and indi-
cated for use as a pumping placit.
5) That the building housing the puTap be insulated.
6) That the building be vented through the roof.
Speaking in opposition to the plan were Mr. and Mrs. 1. S. Baldwin, 711. N. Azusa
Avenue, who felt this was a business establishment going into a residential section,
and that if the area was 'going to be opened up to.busines32 all four corners should
be opened to business, as gall as the full length of Azusa Avenue. There being no
further testimony, hearing; was declared closed. Following considerable discussion,
motion by Councilman Van Horn, seconded by Councilman Sperline, and carried, that
decision be held over for further study.
OPENING OF BID Mayor Hurst announced this is the time and place

TENTATIVE MAP Map was presented covering proposed subdivision of 20 acres
TRACT NO. 19677 (72 lots) in Area District II -A, located at the southeast
R. M. Philleo comer of Azusa Avenue and vameron Avenue. City Engineer
HELD OVER presented block study approved for this area, and the follow-
ing recommendations on the map:
1) That all lots conform to the Area District II -A requirements.
2) That all street and alley improvements outlined in Section 49 of Ordinance No.
225, including utilities, be installed accordingly and meet the approval of
the City Engineers
3) That vehicular access rights along Azusa and Cameron Avenues to lots along
Azusa and Cameron Avenues be dedicated to the City of West Covina.
4) That the map confom to the block study adopted fGr this area.
5) That a 1' strip lot at the south end of the alley be deeded to the City of
West Covina in fee simple.
6) That the cul-de-sac streets be made 52' wide with 50' radius to conform with

Mr. Harold Johnson, subdivider's engineer, was present, and following considerable
discussion, with Mr. Johnson's consent, map was held over for further study.
TENTATIVE ASAP Map was presented covering; proposed subdivision of 5.6 acres
TRACT NO. 19866 (28 lots) in Area !district I. located on the northeast side.
Julius S. Zimits of Service Avenue, southeast of California Avenue. Motion by
APPROVED Councilman DeLay, seconded by Councilman Sperline, and carried,
that map be approved subject to the following recommendations
of the Planning Commission:
1) That all lots conform to Area District I requirements.
2) That all street improvements outlined in Section 49 of Ordinance Mo. 225, in-
cluding utilities, be installed accordingly and meet the approval of the City
Engineer.
• 3) That the tract conform to Block Study No. 7 adopted and revised for this area.
4) That the subdivider request the opening of 1' Lot 23 in Tract No. 19318.
FINAL MAP Final map was presented covering division of O.8 acre

PETITION FOR STREET City Engineer presented a petition carrying 45 signa-

PRUGRESS REPORT City Administrator advised he had contacted the State

PARTIAL REFUND OF BUILDING City Administrator presented a report of the Building
PERMIT a Mrs. Bielman Department unit<I respect to a $1,000 bond covering
• AUTHORIZED temporary occupracy permit issued to Mrs. Bielman at
1603 W. Garvey Blvd. and a building permit issued to
her, Mrs. Bielman has now moved and requests release of bond and refund of building
permit. On recommendation of the Building Inspector, motion by Councilman DeLay,,
seconded by Councilman Sperline, and carried, that bond be raleased and 80% of the
building permit cost be refunded. Mrs. Bielman way, denied a building loan because
the State Highway Departments purchase for right-of-way had deprived her of ingress
and egress rights. The situation could not be cleared within t:he time limit allowed
for building permit use.
REPORTS FILED Reports of the Building Department and the Pc►lice
Department for December, 1953 were accepted and filed,
on motion of Councilman Van Horn, seconded by Councilman DeLay, ,-id carried.

PURCIIASE OF USED EQUIPMENT City Administrator presented a letter from. Fire Chief
FIRE DEPARTMENT Hardin recommending additional fire equipment neces-
AUTHORIZED sary for the proposed fire station to be located at
Cortez Parka which included a piece of used equipment
from the Mack Motor Truck Company at a cost of $964.25 and a new unit at a cost of
$22,168.48, on which the used unit could be turned in at purchase price if new unit
were ordered within six months. After considerable discussion., motion by Councilman
Delay, seconded by Councilman Van Horn, that the City purchase the used piece of
fire equipment at a cost of $964.25. Passed on roll call as follows:

Further consideration will be given to the purchase of a new fire unit. Councilman
Delay suggested this new equipment could�be placed on a bond issue at the coming
election. A committee composed of Fire Chief Hardin, Councilman Delay, and City
Administrator will study what is needed at the Cortez Park site for fire station
purposes.
EMPLOYEES° SALARY BRACKIETIS City Administrator reported on various methods of

HEi.D OVER Following considerable discussion, matter was held
over for further study.
NEW PARK SITES Park and Recreation Commissioner Sperline introduced
Mr. Jett, who presented two locations available for
new park sites, as follows:
1) Approximately 6 acres adjacent to the Lark Ellen School.
2) Approximately 72 acres adjacent.tD the Irwindale'School.
After review of the rough maps presented, Mr. Jett was requested to bring in firm
offers on these two pieces of property at the next regular meeting. In addition.,
the map adjacent to the Irwindale School is to be submitted to the Planning Consul-
tant with the request that he review the block study for this area to see how it
would be affected by the proposed park site.

PROPOSED ANNEXATION Councilman Delay presented for discussion a map which had
Vincent -San Bernardino Rd. been subnitted to him, indicating proposed annexation for
M-1, C®2 and C 3 coning of approximately 47 acres in the
vicinity of Vincent and San Bernardino .Road. Property owners will be advised to
submit the map to the Planning Commission if they decide to proceed ulith the plan.
