Noes: None Absent; None PUBLIC [WA.RING Mayor Hurst announced this is the time and place for ANNEXATION DISTRICT NO.115 public hearing on Annexation District No. 115 covering Workman -Citrus the Batchelderg Jobe, Scofield, and Gauldin properties APPROVED located in the vicinity of Worlawn Avenue and Citrus Streeto City Attorney read a letter from the City of Covina ad- vising that city had passed Resolution No. 460 disapproving the proposed annexation and the anticipated zoning of the property® Cit-,,Enigincer read Resolution Noo 460 of the City of Covina disapproving; of the proposed amnexation and objecting to the pro- posed C-2 zoning. Resolution further stated the City would approve the annexation if the residential character of the property eras maintained. Resolution also objected to the. annexation of the northwest corner of `{Y'ork-man and Citrus since the City of Covina feels that property more properly belongs in that City. City Engineer read a letter from Carl F. Tuttle Engineering Company advising that that firm is preparing and will immediately file a precise plan for the northwest corner of Citrus and Garvey, a proposed C-1 area. • Mrs. Samuels was present and spoke for the property owners involved in the application, stating that each property owner within the subject area had signed the application for annexation. There was no one present speaking in opposition, and hearing was de- clared closed* . 'there followed considerable discussion as to the advisability of discussing boundary lines with the City of Covina, toward the end of establishing a more or less straight line where the cities meet. It was the consensus of the Council this could be a good step but that it would not be necessary to hold over action on the annexation. Motion by Councilman Sperline, seconded by Councilman Van Horn, that Annexation District No. 115 be approved. Lessee requests a three-year renewals Premises are presently being leased at a rental of $100.00 per month. Mayor Hurst appointed a committee consisting'of Councilmen Sperline and DeLay and City Administrator to review the present lease and make recommendations. This involves lowering the pavement to meet the proposed improvements. City Engineer recommended the wont be done in conjunction with Mr. Hotchkiss' improvements. M-ters APPROVED TELEPHONE SERVICE WEST COVINA CENTER RLFORT OF ADMINISTRATOR This has now been remedied stalled by the end of this Final map ryas submitted, covering subdivision of 12 acres (.50 lots) in Area District I. located .at the south side of Puente, east of Irwindale Avenue. Motion by Councilman Delay, seconded by Councilman Sperline, and carried, that final map be approved as submitted. City Administrator reported on his investigation with the General Telephone Company as to the delay, in pro- viding telephone serviee in West Covina Center. DeLay was caused by lack of rights -of -way over two properties. and the telphone company promises to have telephone in® month. USE OF CITY HALL, PROPERTY City Administrator read a letter from Valencia Heights FOR RECREATION Water Company in answer to a request from the City re® APPROVED garding lease of a 7-acre parcel east of Citrus Avenue near the Cortez park site for use as a baseball field. Inquiry originated with a request for a baseball field for Little League games. The Valencia Heights Water Company letter set forth terms on tvhich they would lease the property to the city for ball field use, After considerable discussion it was recom- mended by Councilman Delay that the City Council tuxn over to the Nark and Recreation Commission available property on the City Hall site for recreational facilities, with the request they designate one corner for a ball diamond, since a petition has been received by a group who is willing to put in such a diamond itself. ® REQUEST OF City Administrator read a letter from an attorney re- ARTHUR M. DANIELS presenting Arthur M, Daniels, requesting information as to the conditions that the City will deed back to Mr. Daniels the southerly 11 strip of Toot 33, Tract No, 18707, City Administrator was instructed to request Mr. Daniels to bring in for inspection his agreement with the adjoining property owner regarding this property before any decision could be made. REPORTS Reports of the Treasurer, the wilding Department and ACCEPTED AND FILED the Police Department were accepted and filed. FIRE DEPAMIENT City Administrator reported the following in connection REPORT with the Fire Department: .1 CC m9W 1,2m14-53 1) That the Pacific Fire Rating Bureau has been requested to change the status of new subdivisions west of Azusa Avenue to Class I. 2) That about 90% of the new equilnent authorized for the Fire Department has now been purchased. 3) Recommended that a deposit of $30.00 be required from subdividers who wish to use the City fire hydrants to cover inspection and repair. ADDITIONAL HELP Councilman DeLay reported on investigation of need for FIRE DT3'APTX?T additional, volunteer help in the Fire Department, and recommended that volunteers from the Police Department be given fire training and paid on the following schedule: $3.00 for fire drills; °'4.00 for daytime fires; $5.00 for night fires. • SALARY BRACKETS City Administrator advised that the ordinance setting EMPLOYEE PROGRESSION up salary brackets for city employees did not provide any automatic progression from the bottom to,the top of the bracket. City Administrator was requested to present a report showing past performance in this connection. PRECISE PLAN Councilman Delay recommended that the Flanning Commission C-3 BUSINESS AREA and the City Council be furnished copies of the precise plan covering the C-3 business area and copies of the revised precise plan now under consideration by Planning Commission, in order that they may be studied together. DFSjM\T,ATION OF FUNDS Mayor Hurst requested City Administrator to prepare a list of all funds available to the City with which work can be done on streets and highways and show where the money can be used. It was the consensus of the Council that West Covina would go along with this idea but no action was taken pending further discussion with the cities involved. Meeting adjourned at 11:00 P.M.
