Meeting called to order at 8:05 PM. at the West Covina City Hallo Motion by
Councilman Van Horn,, seconded by Councilmen DeLay, and carried, that Mrs. .
Jeanette Faunce serve as Deputy City Clerk Pro Tem in the absence of City Clerk.

MINUTES City Engineer advised that one item had been omitted from the
APPROVED dittoed copy of the minutes of the regular meeting of November 9,
as follows:
Tract No. 14781 Motion by Councilman Sperline, seconded by Councilman
Improvements Accepted Mossberg, and carried, that street improvements be accepted
Deposit Released and cash deposit be released, retaining $180.00 for in -
APPROVED stallation of street trees in Tact No. 14781 of H & A
Realty Company.
This item should be shown as the third item on Page 4 of the November 9 minutes.
Motion by Councilman DeLay, seconded by Councilman Van Horn, and carried, that the
minutes of the regular meeting of November 9, 1953 and of the adjourned meeting of
November 16, 1953 be approved with the above addition.
ENGINEER®S REPORT City Engineer reported on.his investigation of the
IMPROVU-TENTS-TRACT NO.13723 grade on Bromley and Leland at Pacific to the effect
(Willow,Bromley,Leland) that correction of the situation would be taken care
of by the City°s maintenance crew. City Engineer also
reported that plans are in process of being completed and it is hoped to advertise
for bids within the next week.
PETITION OF PROTEST Mr. Robert Larson, 1446 W. Workman Avenues presented
IRWTINDALE AS TRUCK ROUTE a petition signed by 100 property owners, objecting
to the suggestion that Irwindale Avenue may be desig-
nated as a truck route. Mayor Hurst stated that this is still in the suggestion
stage and no decision is pending at the moment and that residents will have ample
time to consider it. Petition was accepted and filed.
REQUEST FOR LOCATION City Engineer read a letter from Mr. Ken Sargatz on
VINCi NT AVENUE EXTENSION behalf of Clayton Foundation for Researche owners of
property in .the C-2 - Ce3 business area, requesting
that the exact location of proposed Vincent Avenue south of Garvey Blvdo be deter-
mined in order that they may proceed with plans for developing their property*

SANITATION FACILITIES City Clerk read a letter from the Building Inspector
• NEW TRACTS requesting that an ordinance be passed requiring installa-
tion of chemical toilets in tracts under construction.
Motion by Councilman Mossberg, seconded by Councilman Van Hom, and carried, that City
Attorney be requested to prepare appropriate ordinance.
PETITION PROTESTING DIVER- City Clerk read a petition signed by 29 home owners
SION OF WATER TO MORRIS protesting the diversion of ,Prater to Morris Avenue from
AVE.-REFERRED TO CITY ENGo Orange Avenue, signed by Gene L. Eberley, 306 N. Morris
Avenue. Petition was referred to City Engineer to study
and report.
PETITION FOR City Clerk presented a petition by merchants in West
,TELEPHONE SERVICE Covina Center, requesting the City°s assistance in obtain -
West Covina Center ing telephone service. City Administrator was requested
to contact the telephone company in an effort to get a.
definite date for installation of telephones, and if this is unsuccessful, to contact
the Public Utilities Commission. If no satisfactory answer is obtained, the'Council
will pass a resolution if necessary.
NOTICE OF HEARING City Clerk read a letter from the Azusa Valley Water
AZUSA VALLEY WATER CO. Company announcing a hearing 'to be held on December 15,
1953 before the Public Utilities Commission of the State
of California, regarding the reasonableness of water main extension rules. City Engi-
neer and City Administrator were requested to attend this hearingo

ANNEXATION DISTRICT NO. 112 Public hearing had been held at a previous meeting
• SW Corner Virginia & Oregon on Annexation District No. 112, covering property
APPROVED located at the southwest corner of Virginia Avenue
and Oregon Avenue. Mr. Jones, Mrs. Force, and Dr.
Mershon of the Covina Highlands were present and spoke; also Mro Robert H. Dunlap
representing the subdivider. Dr. Mershon requested the Council withhold action on
the annexation until the Highlands Association could present a better plan. It was
the consensus of the Council that action should be taken at this time, and a motion
made by Councilman Van Horn, seconded by Councilman Mossberg, that Annexation Dis-
trict No, 112 be approved: Passed on roll call as follows:

It was pointed out by Mayor Hurst that there would be adequate time before the
annexation ordinance became effective for alternate plans to be -considered by the
subdivider.
PRECISE PLAN NO. 14 Precise Plan No,, 14 of Joseph Sein, covering pro -
Joseph Sein perty at the northwest corner of Garvey Blvd. and
Irwindale Avenue, and Precise Plan No. 15 of John
and Shkofach covering property located on the north side
of Garvey Blvd., 3500 west of Irwindale Avenue were
PRECISE PLAN NO. 15 considered concurrently. Messrs. Sein and Shkofach
John Shkofach were present, and after considerable discussion, and
REFERRED BACK TO with the applicants permission, the two plans were
PLANNING COMMISSION referred back to -the Planning Cormi.ssion for study
by the applicants and a third owner in the area with
the City Engineer and the Planning Consultant in an effort to develop a more satis-
factory plan to all concerned e on motion by Councilman Mossberg, seconded by Coun-
cilman -Van Horn, and carried.
ZONE VARIANCE APPLICATION Consideration of Zone Variance Application No. 84

ZONE VARIANCE APPLICATION NO. 81 Public hearing had been held previously and de -
Covina School. District cision held over on Zone Variance Application No.
APPROVED 81 of the Covina School District, requesting change
from RA to i-2 School Use of property located at
the northeast Comer of Hollenbeck and Cortez Streets. Mr. Don Drummond, superinten-
dent of the Covina School District, was present and there was considerable discussion.
Motlan by Councilman Mossberg, seconded by Councilman Van Horn, that variame be
gr+ented subject to the following recommendations of the Planning Commission, and also
with the provision that adequate screening is provided along Cortez Street:
1) That the necessary widening of Hollenbeck Street be deeded to the City of
West Covina; this to include the 1921 x 2181 parcel at the southwest corner
Of Lot 150
2) That the area for a 609 street (proposed Rio Verde Drive) be deeded to the
• City of West Covina.
3) That all street improvements outlined in Section 49 of Ordinance No. 225, in-
cluding utilities and sidewalks, be installed accordingly and meet the approval
of the City Engineer; this to include the 1921 x 2180 parcel at the southwest
corner of Lot 45, the improvements along Rio Verde Drive to be installed when
the remaining property is developed.
4) That vehicular access rights along HoUenbeck Street be deeded to the City of
West Covina and that access to the parking lot be confined to Rio Verde Drive..
5) That a 501 set -back be provided on Honenbeck Streeto

PUBLIC HEARING Chairman announced this is the time and place for
ZONE VARIANCE APPLICATION NO. 85 public hearing on Zone Varian a Application No. 85
West Covina School District of the West Covina School District, requesting
APPROVED variance from RA to R 2 School Use on property lo-
cated at the southeast corner of Vine and Walnut
Avenues. City Engineer presented and read Resolution No. 130 of the Planning Commis-
sion recommending the granting of the variance. Mr. Cliff Thyberg, Superintendent of
the West Covina School District, was present. There being no oral or written testi-
mony, hearing was declared closed. Motion by Councilman DeLay, seconded by Councilman
Mossberg, that Zone Variance Application No. 85 be approved, subject to the following
recommendations of the Planning Commission:
1) That all street improvements outlined in Section 49 of ordinance No. 225, includ-
ing utilities, be installed accordingly and meet the approval of the City Engineer.
This to include sidewalks.
2) That the area for the variance conform to the deed (6851 frontage along Vine
. Avenge and 5801 along .Walnut Ave.).

OF THE CITY OF UTST COVINA, REQUIRING FIRE PROTECTION
FOR COW ERCIAL CONSTRUCTION IN SAID CITY AND PROVIDING PENALTIES FOR THE VIOLATIONS
THERE." Reason for this emergency ordinance is that there are a number of building
permits pending and development of the industrial section is not being permitted in

west of Azusa Avenue now in Class 2 but which should be in Class 1, Mr, Hardin
recommended this procedure be followed every three months,

through 9/30/53 were accepted and filed on motion of
Councilman Van Horn, seconded by Councilman DeLay, and carried,
STREET IMPROVEMENTS Consideration of the need to lower a portion of Vine

SPACE FOR CIVIL DEFENSE Cole Wetherby, Director of Civil Defense, reminded
the Council that the space presently being occupied
for Civil Defense will have to be vacated within the next 30 to 60 days, and re-
quested immediate action on securing new space,
SAN GABRIEL VALLEY Councilman Delay reported on a meeting held at the
INDUSTRIAL ASSOCIATION request of Supervisor Legg idth representatives of
industry throughout the San Gabriel Valley to take
steps to form a San Gabriel Valley Industrial Association for the purpose of agree-
ing on a master plan for the entire area of proposed' industrial zoning, type of
industry, location, etc,

ed to prepare appropriate resolution requesting a
post office be installed in West Covina wgth the West Covina postmark.
COUNCIL REPRESENTATION AT It was the consensus that a representative from the
PLANNING COMMISSION MEETINGS City Council should attend each Planning Commission
meeting, and the following schedule was set up for
attendance: December, Mayor Hurst; January, Councilman DeLay; February, Council-
man Van Horn; and March, Councilman Mossberg.
