Meeting called to order at 7210 P.M. at the West Covina City Hall. Motion
by Councilman Mossber°gg seconded by Councilman Sperline, and carrif4p that
Mrs. Jeanette Faunce nerve as Deputy City Clerk Pro Tom in the absence of
City Clerk and Deputy City Clerk*

MINUTES AMENDED Attention was called to the request of the Planning Commission
OCTOBER 269 1953 for clarification of the minute; of the City Council meeting
of October 26, 1953, under the item_ "Minutes Approved," wherein
a time limit of January 1, 1954 was inserted for preparation and adoption of a
precise plan covering the G-3 area in connection with Zone Variance Application
No* 83* Planning Commission questioned whether the tUie 1:bdt covered the prepara-
tion or adoption of a precise plan since adoption of such a plan would be impossible
in the time remaining before January 1, 1954. Motion by Councilman Van Horn, second-
ed by Councilman Sperline, and carried, that the above item in the October 26, 1953
minutes be corrected to read as follows:
Zone Variance Application No. 83 (Page 3, Sept. 28, 1953 Minutes): "... until
such time as anew precise plan for the area is prepared and submitted, not
later than January 1, 1954."
Councilman Mossberg was not voting.
REQUEST FOR TURKEY SHOOT City Engineer presented a request by the Optimist Club
OPTIMIST CLUB of Baldiviin Park for permission to hold. a "turkey shoot"
APPROVED at the southeast corner of Hol.lenbeck and Garvey. Motion
by Councilmen Sperline, seconded by Councilman Mossberg,
• and carried, that permission.be granted subject to the approval of and under the
supervision of the Chief of Police.
RESOLUTION N0, 471 City Attorney presented and read Resolution No. 471

PLACE WTIERE IT WILL E!IR PROTESTS (NO.115) . This
resolution set December 14s, 1953 as date for hearing on Annexations District No. 115.
Motion by Councilmen Mossberg.9 seconded by Councilman Sperline, that Resolution No.
471 be adopted. Passed on roll call as follows:

NOTICE OF APPLICATION Motion by Councilman Sperline, seconded by Councilmen
FOR LIQUOR LICENSE Van Horn, and carried, that notice of application for,
346. S. Glendora Ave* liquor license at 146 S. Glendora Avenue be received
FILED and filed, with no action taken.
RE( TEST FOR TtEFM OF Mayor Hurst read a letter from the Pardee Construction
BUILDING PERMIT FEES -Company requesting a refund of building permit fees on
Pardee Conetruction Co. property which had not been developed. City Engineer pre -
DENIED sented a report from the Building Inspector noting the re-
quirements of the building code, and advising that the
building permits in question had been issued in February, 1952. Motion by Council-
man Mossberg, seconded by Councilman Sperline, and carried, that the request of the
• Pardee Construction Company for refund on account of unused building permits and
inspection fees be denied, due to the fact that the period permitted by the code for
refunds has expired.
REQUEST TO SELL CHRISTMAS TREES City Engineer read a letter from Mr. Richard So
Richard S. Olson Olson, 101 I3u•ttterfield Road, 'pest Covina, to
APPROVED sell Christmas trees in the loser west end of
Covina Center on Mrs. Rasmussen°s property. Motion
by Councilman Mossberg, seconded by Councilman Van Horn., and carried, that request
be granted subject to the approval of and under the supervision of the Chief of
Police and the Fire Chief, providing adequate offstreet parking is provided within
the Rasmussen property and subject to applicant obtaining the necessary business
license. Councilman Sperline registered a "No" vote.
SPRINKLING SYSTEM The matter of awarding contract for installation of 'a
LARK ELLEN PARK sprinkling system in Lark Ellen Park eras 'held over for
HELD OVER further study by the Park and Recreation Commission.
