Present: Councilmen Hurst, Mossberg, Van Flom, Sperline, DeLay Absent: None Others: City Attorney, City Engineer, Deputy City Clerk MINUTES The minutes of the regular meeting of September 28, 1953 APPROVED had been approved previously with the exception of the item covering Zone Variance Application No. 83 of the West • Covina Development Corporation. Motion by Councilman Sperline, seconded by Council- man Van Horn, and carried, that the minutes of the regular meeting of September 28, 1953 be approved with the following addition: Zone Variance Application No. 83 (Page 3): ". until such time as a new precise plan for the area is prepared and adopted, not later than January 1, 1954." Councilmen DeLay and Mossberg were not voting. Motion by Councilman Van Horn, seconded by Councilman DeLapr, and carried, that the minutes of the regular meeting of October 13, 1953 be approved with the following correction: Last item on Page 11, one-half yearas business license fee should read $12,00 instead of $12.50. WEST COVINA SCHOOL DISTRICT Deputy City Cleric read a letter from Mr. Cliff Thyberg, STOP SIGNS - SUNSET DIPS Superintendent of the West Covina School District, thanking the City Council for its prompt action in placing stop signs at the dip on Sunset Avenue. L.A. RMIONAL PLANNING Deputy City Clerk read a notice from. the Las Angeles COMMISSION -PUBLIC HEARING County regional Planning Commission announcing a . ZONE CHANG& Vine-Hollen- public hearing on October 28, 1953 on a request for beck Area change of zone from A-1 (40$000 square feet) to RA- 10,000 residential -agricultural on property located . south of Vine and easterly of Hollenbeck Street. Engineer was requested to send a map to the Regional Planning Commission shoeing the City's zoning adjoining this area and advising that the City of West Covina would not approve any change re- sulting in lower requirements than presently prevail in this area. DIVISION OF HIGHWAYS Engineer read a letter from the Division of Highways, TRAFFIC INVESTIGATION dated October 9, 1953,9 regarding the Cityo s request for traffic investigation of several intersections on Garvey Avenue. Report advised that financing of interim improvements at these intersections would not be justified because freeway construction is intended to be advertised in June, 1954. Service Avenue, dated October 26, 1953D REFERRED TO CITY ENMNEER requesting street improvements in front of his . property on the north side of Service Avenue between Avington and Lark Ellen, and stating he was willing to pay his share of the cost. Letter was referred to City Engineer for study and recommendation. AMERICAN LEGION Latter was read from the Vest Covina American Legion SALE OF CHRISTMAS TREES Post #790, requesting permission to sell Christmas APPROVED trees during December at two locations in the City at Fred's Food Center and the West Covina Shopping Centers Motion by Councilman Sperline, seconded by Councilman DeLay, and carried,, that permission be granted for this purpose. L.A.REGIONAL PLANNING COMMISSION Notice was read from the L.A.County Regional Planning PUBLIC HEARING - AMENDMENTS Commission outlining proposed amendments to the TO MASTER PLAN OF HIGHWAYS Master Plan of Highways, and a ta11cing a public REFERRED TO PLANNING COMMISSION hearing to be held on November 15�.195. . This was referred to the Planning Commission for study, /✓ PUBLIC HEARING Mayor Hurst announced this is the time and place ANNEXATION DISTFaCT NO. 112 for public hearing on proposed Annexation District SW corner Virginia & Oregon No. 112, covering property located at the southwest HELD OVER corner of Virginia Avenue and Oregon Avenue. City AttornW read a letter from the Covina Highlands Civic Association, signed by Harm F. Mershon, protesting the change of zoning which would occur if this property were taken into the City of West Covina, stating that the County minimum of 40,000 square feet should remain. Those present speaking in . opposition to -this proposal were: Mrs.Monhoff, property owner at Oregon and Cortez; Mrs. Force, E. Cortez Street, Chairman of a committee appointed by the Covina High- lands Association to protest the plan; and Mr. Frank Jones of Laurencita. Mr. Kaye of Vanderhoof Drive also spoke, stating that the high standards already set should not be lowered. Messrs. Brummett and Demblon, subdividers of the property, were present and spoke in favor of the annexation. There being no further testimony, hearing was declared closed. Motion by Councilman DeLay, seconded by Councilman Sperline, and carried, that this proposal be held over for further study. • o PUBLIC HEARING Mayor' Hurst announced this is the time and place ZONE CHANGE NO. 19 for public hearing on Zone Change Application No. West Covina American 19 of the West Covina Awrican Legion Post #790, Legion Post #790 requesting change from RA to C-1 on Lots 10 and 11, APPROVED Tract No. 11798, 250' west of Sunkist Avenue on the north side of Garvey Blvd. City Engineer read Resolution No. 129 of the Planning Commission, recommending the zone change. Mr. Jay Brown, Commander of the post, and Mr. Bill Richard were present. Mrs. Morgan, owner of Lots 12 and 13 adjoining the subject property, inquired as to what effect such a change would have on her property. There being no testimony in opposition to the plan, hearing was declared closed. Motion by Councilman DeLay, seconded by Councilman Mossberg, and carried, that Zone Change Noo 19 be approved, subject to the following recommendations of the Planning Commission: -2- CC 1026-53 —3a 1) That all the street and alley improvements as outlined in Section 49 of Ordinance No. 225, including utilities, be installed accordingly and meet the approval of the City Engineer; this to include all improvements not proposed for installation by the State Division of Highways. 2) That the subject property confom to the Division of Highways proposed right-of-wsy*. 3). That adequate offstreet parking facilities be provided in the ratio of one space per five seats, or one space for each 100 square feet of assembly area if there is no permanent seating, and that a plot -plan be furnished to the Building Department showing this parking arrangement. 4) That adequate water supply and fire protection as required by Ordinance . No. 237 be provided. 5) That all bonds, fees and deposits for street improvements be pasted before the building permit is issued. REQUEST FOR STREET LIGHTS Mrs. Martin of the Park -wood Covina Tract, inquired PARKWOOD COVINA regarding the procedure involved in having street lights installed in the tract. Mrs. Martin was advised that the residents would have to form an improvement district. STREET IMPROVEMENTS Mr. Carson of Pacific Avenue, inquired regarding Pacific Avenue curbs and gutters along Pacific Avenue, as to when the work would be done and when the Cily must have the deposit money for such work. Mro Carson was advised the deposits should be in wdthin the next three weekso PUBLIC HEARING . Mayor Hurst announced public hearings vDuld be held PRECISE PLAN NO. 14 and concurrently on Precise Plan No. 14 and Zone Variance ZONE VARIANCE APPLICATION NO.84 Application No. 84 of Joseph Seim requesting change Joseph Sein HELD OVER from RA to C®1 and R-3 on property located at the northwest corner of Garvey Blvd. and Irwindale Avenue City Engineer read Planning Commission Resolution No. 128 recommending approval of the • Precise Plan and the zone variance. Mr. Harold Johnson, engineer for the applicant, presented suggested changes to the P1.mning Commission recommendations. There being no other testimony, hearing was declared closed. Following are the Planning Commis- sion recomendations covering the precise plan and the zone rariance.- Precise Plan Noo 1) That all the proposed streets be 520 wide except the street paralleling Irwindale Avenue, to be show_ as 441 wdde. 2) That it 201 alley be shown axuund the proposed Rm3 zone. 3) That the ratio of the building area to the parking area be maintained at 1:1 south of the proposed si;reet leading to Yaleton Avenue, 4) That the proposed R-3 building area be extended to the proposed alley. 03® CC 10°-53 m4 5) That walkways and the loading zone be dimensioned. 6) That a 69 masonry wall be shown in lieu of a 59 planting strip shown as buffer. 7) That this precise plan oDaform to the blodc study adopted for the area, Zone_ Variance A,pglication No, §A 1) That the development conform to the precise plan adopted for this area. 2) That all areas for streets and alleys be deeded to the City of West Covina. 3) That all street improvements outlined in Section 49 of Ordinance No. 225, in- cluding sidewalks, electroliers and utilities,, be installed accordingly and meet the approval of the City Engineer, This to include the alley improvements. 4) That adequate water supply and fire protection required by Ordinance No, 237 be provided, 5) That the area conform to proposed Division of Highvys right-of-way requirements. 6) That all bonds, fees and deposits for improvements be posted as the frontage is developed before building permits are issued. Motion by Councilman Sperline, seconded by Councilman Mossberg, and carried, that this proposal be held over for further study, PUffiIC HEARING Mayor Hurst announced this is the time and place ZONE VARIANCE APPLICATION NO. 81 for public hearing on Zone Variance Application Covina School District No. 81 of the Covina School District, requesting HELD OVER change from RA to R 2 School Use of property lo- cated at the northeast corner of Hollernbeck Street and Cortez Street. City Engineer read Planning Commission Resolution No, 127 recom- mending approval of the variance. Speaking in opposition to the plan were Mrs. Alex- ander of Shasta St., Mr. C. P. Hoaglund, 601 Fircroft. Speaking in favor of the plan were Mr. Don Drummond, Superintendent of the Covina School District, and Mrs. Mowder. Mrs. Alexander requested a report on why the school site was moved from its original location on Cortez Street. There being no further testimony, heaving was declared closed. Motion by Councilman Van Horn, seconded by Councilman DeLay, and carried*, • that this proposal be held over for further study. Councilman Mossberg reported for committee appointed COMMITTEE REPORT to stag Resolution Noo 5 of the Park and Recreation Commission recommending a bond issue to install a swimming pool at Lark Ellen Park,. Councilman. Mossberg reported it was the committee's recommendation that a special election be called for the purpose of voting on a bond issue for installation of a swimmiM pool,, with the idea that if the propos2.tion passsedD it might be possible to have the pool completed by next smiler.
