05-25-1953 - Regular Meeting - MinutesMINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL CITY OF WEST COVINA, CALIFCKNIA May 25, 1953 Meeting called to order at 8:15 P.M. at the West Covina City Hallo Present: Councilmen Hurst, Van Horn, Mossberg, Sperline Absent: Councilman Delay Others: City Attorney, City Clerk, City Engineer, City Treasurer MINUTES Motion by Councilman Van Horn, seconded by Councilman Sperline, APPROVED and carried, that the minutes of the regular meeting of May ll, • 1953 be approved with the following correction: Page 4, under Resolution No. 410, line 5, should read "Property involved..." 4 RESIDENCES OF In response to a question by Mrs. Mary Van Dame of Garvey Avenue, COUNCILMEN speaking on behalf of new residents in the area as to whether all members of the City Council lived in the City of West Covina, each Councilman stated his home address is in West Covina. The question had arisen from the fact that the city is served by three different post offices. FINAL REPORT City Clerk presented a report from the Department of Commerce BUREAU OF CENSUS reporting the total number of residents in the City of West Covina as of April 30, 1953 at 13,088. REQUEST FOR HOME City Clerk read a Netter dated May 19, 1953 from Dr. Dwight CHIROPRACTIC PRACTICE C. Davis, D. C., requesting permission to operate a chiro- practic practice in his home at 302 N. Irwindale Avenue, which is in an R-1 Zone. City Attorney stated this is not permitted under the ordinance. City Clerk vas requested to notify Dr..Davis of possible courses to be followed. • PUBLIC UTILITIES HEARING City Clerk read a notice of hearing before the Public AZUSA MOTOR BUS =41-ANY Utilities Commission regarding the application of the • CITY ATTOMEY TO HAiDLE Azusa Motor bus Company to amend existing routes. Hearing is set for June 9, 1953, and City Attorney will attend. PETITION FOR CHANGE City Clerk presented and read a petition signed by 47 OF STREET NAME persons residing in Tract No. 15985 protesting Ordinance HOMEREST TO CHERRIJ00D No. 243 which changed the name of Cherryiood Avenue to CO*1ITTF,E TO STUDY Homerest Avenue. Mr. Gerald Charnes and Mirs. Thea Charnes, 209 Cherrywood, Mr. Howard Cooper9mith, 219 Cherrywood, and the owner of 121 Cherrywood, spoke in opposition to the change from Cherrywood to Homeresto Chairman appointed a committee consisting of Commissioner Mossberg and City Engineer Pontow to investigate and report at the next meeting. CC 5-25-53 -2- PROGRESS REPORT Commissioner Sperline reported on investigation to date INVESTIGATION OF WATER of the ~dater pumping plant located in the vicinity of PLPV&ING PLANT Leaf Avenue and Cherrywood Street., to the effect that the water company is working on the problem and will either replace the pump or correct the condition. Mr. Ripley, Mr. Howard Graham and Dr. Snyder, all residents of Leaf Avenue, spoke protesting the operation of the pump. Mr. Ripley requested that the City secure a written statement frnm an authorized official of the San Jose Hills Water Company to the effect that the unpleasant condition will be corrected at an early date. Council agreed to take the necessary steps to have the condition corrected. RESOLUTION N0.417 In response to a petition signed by 627 residents PEDESTRIAN CROSSWALK OR SIGNALS of the area at Willow and Garvey Avenues, requesting WILLOW AND GARVEY that stop signals or a pedestrian zone be installed ' ADOPTED at this intersection, City Attorney presented and read Resolution No. 417 "A RESOLUTION OF THE CITY COUNCIL OF VEST COVINA, CALIFORNIA, REQUESTING THE YERiISSION OF THE CALIFURNIA STATE HIGHWAY CUMMISSION TO ESTABLISH A PEDESTRIAN CROS&WALK ACROSS GARVEY AVENUE AT THE EAST SIDE OF WILLOtiri AVENUE IN SAID CITY."
