MINUTES Thera being no additions or corrections, chairman announced the
AFFRCVED minutes of the reguL%r meeting of January 28, 1953 stand approved as
submitted. With regard to the adjourned mi-eeting of February 4a 19538
Councilman DeLay suggested that on page 2, under Tentative Eap, Tract No. 1IA56, recom-
mendations No; 8 ani No. 10 be deleted and on Page I under Tentative Tract No 16256,
items 4 and 5 be deleted, as the alloy requirements were waived on these tracts. Chair-
man announced the minutes of the adjourned mooting of February 4, 1953 stand approved
• as corrected.
LEAGUE, OF CALIFORNIA City Clerk announced that the regular monthly meeting of the
CITIES HI;ETING League of California Cities would be held in El Monte on
Thursday, Febnmry 1 , 1953 at 7:00 P.M.
BOARD OF FIRE UNDIWIRITERS City Clerk read a. letter from the Board of Fire Under-
writers ackno4s;ledging request of the City for a joint
meeting to review the survey recently made of the City, and advising that the report
is not yet ready for release but a meeting All be arranged as soon as possible.
AUDITOR'S REPORT City Clerk presented report of the City Auditor with regard to re-
conciliation of Hank balances, stating that everything is in order.
PUBLIC HEARING Chairman announced this is the time and place for public
MODIFICATION OF Cd3 AREA hearing on the proposed modification of the C-3 business
CENTRAL BUSINESS DISTRICT area covering parking requirementy,, building setbacks and
DECISIO14 HELD OVER street widths. City Rigineer reviewed the plan, pointing
out proposed modifications. Fir. D. D. Cates, 1042 Lewis
Street, Pomona,, a property otmer in the area, requested clarification of Building set-
back requirements along Glendora. Air. Linetto of West Cal-n na requested clarification
. of set -back requirements on the northerly street running through the property. Mr. J.
W. Rasmussen inquired as to trho pays for the property requited for street widening.
There being no other testimony,, hearing, was declared closed. Lotion by Councilman Van
Horn, seconded by Councilman Sperline,, and carried', that doe-ision on this matter be
held over for further consideration.

meet area requirements. (The depth of Lots 34 to 40 is constricted by existing
street pattern in Tract 17865 and the proposed frecarrvy. )

PROPOSED CONTRACT Councilman Sperline led a discussion of the proposed con. -

at the previous meeting. Mr. Alpord,•Chairman of the Park
and Recreation Commission was present, as was Mr. Clifford Thyberg, Superintendent of
the West Covina School District. Air. Thyberg presented a letter from the County
Council approving the contract as to form and suggesting a few minor changes. Principal
change suggested was with regard to the cancellation clause, recommending that either
party reserve the right to cancel on reasonable notice of six months or a year. City
Attorney rend the entire contract and each point in question was discussed. Motion by
Counei man'DeLsy, seconded by Councilman Sperline, and carried,, that the City Adminis-
trator be authorized to advertise for bids for equipment, flood lights, back stop,,
fence and bleachers and report at the next meeting, in order that a cost estimate might
be obtained.
METES & BOUNDS City Engineer read a letter from Mr. J, B. Blue, requesting
N0. 135-32 that proceedings be initiated to have the intersection of
J. B. Blue Lark Ellen.Avenue and Larkwood Street improved. City Engi-
INPBOVE4EENTS REQUESTED neer pointed out that plans needed to be revised. Council
instructed Engineer to set curbs on pavement side of palm
trees. City Engineer and City Attorney were requested to make a demand on the bonding
company for performance (American Surety Co. of N. Yo; bonding company for Hummer &
Bennetto) (Metes & Bounds Subdivision No. 135-32) on motion by Councilman DeLaye second-
ed by Councilman Sperline and carried,
APPOINTMENT OF With the approval of the Council,,, Mayor Hurst appointed Mr.

RECCHMDATION REGARWIG Councilman DeW suggested that the City Administrator be

FIRE ORDINANCE City Attorney was requested to review the present fire ordinance,,
or to draw up a fire ordinance, outlining the duties of the Firms
Department. City Attorney advised this is being revietred with the kYre Chief.
POST OFFICE Councilman Way reported a discussion with Representative Pat
RESOLUTION REQUESTED Hillings regarding a post office for lest Covina. City Attorney
was requested to prepare a resolution requesting a classified
branch post of five for West Covina.
REPORT ON Mayor Hurst gave a progress report on the foxbation of a Sani-

PUENTE AVE{il[JE City Engineer presented the request of a subdivider for a deci-

secondary higin ay from Azusa Avenue easterly to City Limits.
Letter was read frwa Mr. George Stoops of the Covina Planning Commission requesting
that Puente Avenue remain a local street. City Ibigineer was requested to advise the
subdivider to go along with a 669 right-of-mq and the master plan will be given fur-
ther study regarding this street.
