Van Dame presented. several recommendations and MRS. MARY A. VAN DAME comments, as follows: 1) Recommended that the triangle, island,, or division placed at Orange and Garvey Avenues on the Mouth side of the intersection be .1ightec?,, 2) Inquired regarding the possibility of sidewalks in new subdivisions, and stated there was a need for street lights in new subdivisions. Also fe1.t lot sizes in new subdivisions were small, 3) Inquired regarding the route of the Freeway between Lark Ellen and Azusa and suggested that a wall be constructed at the rear of lots backing up to Garvey. 4) Objected to a public park being located so near a school. Councilman Sperline explained reasons for this procedure,, and Mrs. Van Fame was invited to attend meetings of the Park and Recreation Connission. Mrs. Van Dame was advised that most of the problems she had mentioned were at present being considered by the City. • TENTATIVE AGREMENT City Engineer read a letter from Mr. and airs. Leslie H. A precise plan for the area ;,ia.s submitted con- currently with the variance application,, City Engineer read the recommendations of the Planning Commission, as follows; That the zone variance and the precise plan be approved subject to the following conditions: 1) That the necessary widening., of Holl=beck Street be needed to the City of West Covina in order to conform to the master plaza of highways. 2) That all street improvements, except street trees,, as outlined in Section 49 of Ordinance No..225a including utilities and sidewalks, be installed accordingly • and meet the approval of the City Engineer, 3) That the improvements donform to the precise plan adopted for this area. 4) That a legal description be furnished for the areao' Those speaking in opposition to this proposal, were lax'. George Coon, who represented himself and other property owners, who felt that a residentia1 area was not the proper place for an installation of this kind, that it should be in a business areas; and Mrs. Mary Van Dame, who objected to the cocktail lounge. Speaking in favor of the proposal were Mrs. Samuels, Mr. and Mrs. Stortz and Mr. and .Mrs. William Wnch, all of whom felt there was a definite weed for a high-class restaurant in West Covina. Hearing was de- clared closed. Motion by Councilwn Sperla.nn, seconded by Councilman Mossberg, and un- animously carried, that the precise plan for the improvement of the area at the south- -2- J—�dd-5J cc m3- east corner of Hollenbeck Street and Garvey Boulevard be approved and that the report and recommendation of the Planning Coirruission baaed thereon for the granting of a variance so as to change the zoning from R.A to C-1 be approved., subject to the four conditions listed above. TENTATIVE MAP Planning Commission recommendations were read, approving TRACT NO. 17717 Mr., Lawrence A. Odlin0s request to delete Lots la 2 and 3 Laurence A. Lester Jones of Jones & Gloege and Mr. H. Na Berger protesting the alley requirements on Tracts No,, 1.6256 and 14456; aletter was also read from Mr. Berger regarding eiis Tract No. 14456a requesting that the north and south streets be permitted to be 529 in width, The three subdividers and their engineers were present and there was considerable discussion regarding the alley requirements Mr. C. F. Braun$ a resident and builder in nest Covina, also spoke regarding the alley requirements. Mr. D. W. Stewart, an adjoining property owner, objected to a proposed street running through his property. The subdividers will vork with Mr. Steward on this problem. With the consent of the several subdividers, consideration of these three maps was postponed to the adjourned.meeting of the City Council to be held on February 4, 1953. • TENTATIVE MAP Map was presented covering proposed subdivision of 5 acres TRACT NO, 15462 (18 lots) in Zone I$ located on the south side of Rowland Avenue, Arthur Freeman 6000 west of Vincent Avenue. REPORT OF COMMITTEE Councilman DeLay reported that four proposals had been GARBAGE AND REFUSE COLLECTION received for furnishing garbage and refuse collection CONTRACT AWARDED service in the City, and based on the committeeQs corms sideration of the best qualified, best equipped firma with the best price for the franchise, recommended that contract be awarded to the Thorsen Brothers. Motion by Councilman Van Born, seconded by Councilman Mossberg, that the City Clerk be requested to give written notice to the present contractors for garbage and rubbish collection of the cancellation of their contracts, effective in ninety days as provided in the contracts, and that a new contract for these services be given to Paul Thorsen and Ralph Thorsen on the basis of their written proposal of January 22, 1953, effective at the expiration of the ninety day period, or on May 1, 1953. PAIM TREES Mr. Verne Jobe spoke, requesting definite action by the city in saving the palm trees along Lark Ellen Avenue. Mr. Jobe was ad- vised that policy regarding palm trees would probably be decided at the adjourned meeting on Wednesday, February 4th and was invited to attend that meeting. CIVIL DEFENSE City Administrator presented a request from Colo Wetherby re - EXPENSE AUTHORIZED questing approval to incur an expense of approximately $45.00 to have printed forms made up to Civil Defense records. LEAGUE OF CALIF. CITD,'S Notion by Councilman Sperline, seconded by Councilman CITY MANAGERS° CONFERENCE DeLay, and carried, that City Administrator be authorized FEBRUARY 23-25 to attend the League of California Cities City Managers' Conference to be held in Monterey February 23 to 25th at the expense of the City. FIRE UNDMMITERS Fire Commissioner DeLay requested the City Administrator to SURVEY write a letter to the Fire Underwriters, requesting a meeting between that body and the City Council to discuss the results of the receni(survey of the City. TRAFFIC ACCIDENT Police Commissioner Van Horn presented to the Council for REPORT study a copy of the Traffic Accident Report for the City of West Covina. HIGHWAY REPAIRS City Administrator reported that the City can getstate help on repair of state highways vdthin the City, and that repair wont has been started on Azusa Avenue.
