MINUTES Motion by Councilman Sperline, seconded by Councilman Van Hom,
APPROVED and carried, that the minutes of the adjourned regular meeting
of December 29, 1952, be approved as submitted,,
01-ENING OF BIDS Chairman announced this is the time and place for opening
NEW POLICE CAR of bids for a new* Ford V-8 Customline four -door sedan for
PURCHASE AUTHORIZED the Police Department. The following bids were submitted
covering trade-in of present police car:

trator be authorized to purchase from the .lowest bidder after checking the Erskine Co,
regarding sales tax and the difference in heaters. Passed on roll call as follows:

CIVIL DEFENSE DEPARTMENP Letter, dated January 98 1953, was read from Colo
DEPUTY DIRECTOR APPOINTED Wetherby, Civil Defense Director, recommending the
EXPENSE ACCOUNT AUTHORIZED appointment of Mro Hubert R� West, 238 S. Glendora
Avenue, as Deputy Director, Civil Defense. In another
letter dated January 99 1953# Colo Wetherby requested the appointment of personnel
for the Civil Defense and Disaster Council. City Attorney was requested to prepare
a resolution covering these appointments.
Potion by Councilman.DeLay, seconded by Councilman Van Horn, that an expense account
in the amount of $50.00 per month, effective January 1, 1953, be authorized for Col.

3/A TON GMC TRUCK A list of equipment needed for the new GMC 3/4 ton truck
PURCHASE OF MUIPMINT was submitted. Equipment is necessary for its use by the
AUTHORIZED Fire Department and for Civil Defense and half of the ex-
pense .involved is to be reimbursed by the Office of Civil

equipment recommended be purclhased and that Col, Wetherby follow through with the

PUBLIC HEARING Mayor Hurst announced this is the tiro and place for public
MASTER FLAN OF STREETS hearing on the master plan of streets and highways. City
AND HIGHVTAYS Engineer presented the recommendations of the Plam-Ling Com-
mission and pointed out, the, differences between the County
Regional Master Plan and the recomiendwtions of the Plan-ing Commission. Mrs,,
Winifred Young, Mr. C., M. Heninger, giro tr:alter. Anslinger and Mr. C. F. Bran asked
questions for clarification but presented no opposition. City Clerk presented and
read a petition dated January 13, 19539 protesting the rerouting of Merced Avenue
through Lots 263 and 264 of E. J. Baldwin's Subd.ila-ision. Petition was signed by
Mr. and Mrs. John E. Skelton, Mr. and Mrs. M. G. Lowe, Mr. and Mrs. S. H. Hofman,
Mrs, Glenn Edwards, Mr. Lewis M. Gillette., Mr. and Mrs. H. A. Conklin and Mr, and
Mrs. G. A. Redtfeldt. Mr. Holman was present and requested a relocation of the
Merced extension, recommending an alterwte route. There being no other testimony,
Mayor Hurst declared the hearing closed. No action was taken at this time.
SECOND AND FINAL READING Motion by Counclliran Mossberg, seconded by Councilman

APPR0M seconded by Councilman Sperline, and carried, that map be ap-
proved subject to the follovdag recounaendations of the Planning
Coum�asion:
1) That all lots conform to Zone I requirements,
2) That all street improvements outlined in Section 49 of Ordinance No, 225, in-
olading utilities, be installed accordingly and meet the approval of the City
Engineer.
3) That the area within the cul de sac be agreed upon by the City Engineer and
the subdivider°s engineer. e
4) That vehienlar access rights to lots along Puente Avenue be dedicated to the
• City of West Covina.
5) That a 59 drainage easement be provided along the easterly line of Lot 5, which
My be removed in case the property to the north and crest develops before Tract
No. 15326.
*The Planning Commission had recommended the area of the caul de sac be reduced to a
500 radius. The council felt that the subdivider should be allowed a larger area in
the cul de sac because it would result in wider frontage of lots,
STREET IMPROVEMENTS A petition was presented by property owners along Leland
AUTHORIZED Avenue between Pacific Avenue and Willow Street, requesting
Leland Avenue street improvements consisting of curbs and gutters and con-
necting pavement. City Engineer submitted a report outlining
the cost of such improvements. Motion by Councilmen DeLay, seconded by Counci.ls►an
Van Horn, that work be authorized. on Lots S, 9, 10, ll, 12, 13, 14, 60, 59, 58 and
the westerly half of Lot 57, when each property owner has deposited a sum equal to
$1.35 per front foot of property with the city. Passed on roll call as follows:

• REPORT OIL TRAFFIC SURVEY The Chief of Police reported on an inspection made on
dARVEY BOULEVARD January 13 of Garvey Boulevard through the City of West
Covina by Mr. Z. Holzman, Senior Design Engineer, Divi-
sion of Highways, City Engineer and the Chief of Police, Particular attention was
given to the Barranca Street crossing, Azusa Avenue, and the business center and City
Hall approaches. It was stated that 9arranea Street crossing could be corrected bV
the installation of additional lights. Solutions to the remaining problems %Ill
depend on studies to be made by the Highway Department in the near future. Some re-
lief can be expected by the establishment of new speed restrictions through the city.
REPORT OF CONKITTES City Administrator advised a new proposal had just
GARBAGE & REFUSE COLLECTION been received and will be investigated before a report
is submitted.

SALARY E ACKEPS City Administrator reported that a study of salary
POLICE & FIRE DEPAIM41UTS brackets in the Police end Fire Departments had indi-
cated that salaries .are comparable. Fire Commissioner
DeLay recom- ended that no action be taken at this time,
SALARY INCREASES City Administrator recommended salary increases for Mrs. Lela
Lela Preston Preston and Mrs, Mabel. Hoffland. The office is at present oh
Mabel Hoffland a 7j hour day, but it is proposed to change to an &-hour day,
APPROVED Motion by Councilman Sperline, seconded by Councilman Mossberg.,
that salaries of Mrso Preston and Mrs. Hoffland be increased
$25.00 per month each, based on an 8ghou.r working day, effective January 1, 1953o

PARK & RECREATION Mr. Ed Alford, chairman of the Park and Recreation Commission,
COMKISSION displayed a proposed layout for the Cameron®L,azic Ellen park
site, and recoended that arrangements be made to install
curbs and.gutters on the Cameron and Lark Ellen frontage, He also requested approval
of an expenditure of approximately $850 for pullilng, 80 trees on the park site, and
approval of an expenditure of appro,,dmat ely j219 for° planting of turf in the picnic
area of the panic. Mr. Alford also stated that the West Covina Beautiful Association
had offered to provide some trees for the park, in connection with the birthday
celebration next month.
During the discussion of -the layout of the park, Mayor Hurst recomended that consi-
deration be given to providing addiftonal parking to that shown on the map.
Motion by Councilman Mossberg, seconded by Councilman Van Horn, that approximately
9850.00 be authorized for removal of trees on the park site, Passed on roll call as
follows:

No action was taken on the other recommendations at this time.
Motion by Councilman Delray, seconded by Councilman Van Hom, and carried, that pre-
paration of necessary plans and specifications for improvements along Cameron Avenue
and in the park area be authorized.

FILED Department and the Budget report were accepted and filed, on
motion of Councilman DeLay, seconded by Councilman Van Horns
and carried.

REQUEST FOR BALL DIAMOND A letter was read from the West Covina Starlets,
WEST COVINA ' STARLETS inquiring about a ball diamond in best Covina. Mayor
Hurst said plans are being made for a ball diamond
in West Covina, that it is hoped to have one in 1953, but he could give no defin-
• its date for completion.
REQUEST FOR BUS FRANCHISE Mr. Roy Van der Griff requested a franchise from the
City for operating a bus service. Mr. Van der Griff
was requested to discuss this matter with the City Administrator to find out what
can be done.
