Meeting called to order at 8:05 P.Pi, at the Nest Covina City Hall, with Chairman
pro tempore DeLay presiding.

Project C-11-City Hall opening of bids for Project C-11 covering the improve -

the Planning Commission:
1) That all lots conform to Zone I requirements.
2) That all street improvements outlined in Section 49 of Ordinance No. 225, in-
cluding utilities, be installed accordingly and meet the approval of the City
Engineer.
3) That the tract conform with the proposed Los Angeles County Flood Control
right -of imy.
4) That the tract conforn with the proposed Division of Highways right-of-way.
5) That the north end of Dalton Avenue conform with the proposed alignment of
the on and off ramps of the proposed froeway, for safety purposes.
6) That vehicular access rights to lots along Azusa Avenue and Hollenbeck Street,
and proposed Lot 217 and Lots 257, 1,, 10 and 11 along Garvey Blvd. be dedi-
cated to the City of West Covina,
7) That drainage easements be provided either in the vicinity of Lots 228 and 2291,
or Lot 242, for drainage purposes to the area marked "Not a part of this sub-
division."
8) That a solid fence or wall be constructed at the north end of Lots 10 and 11.
9) That 1W openings at the ends of cul de sac streets be improved with a concrete
walk for the full width of the dedication.
10) That the name "Virginia Avenue" be changed'tol%lalnut Creek Parkway",
11) That the widening of Hollenbeck Street be extended southerly to the existing
property line of the owner.

The City Engineer pointed out that a stow drain at least h.811 in diameter would have
to be provided for by the City of Wect. Covina along the wort side of Hollenbeck
Street, which will probably cost $15,O00.O0 to construct, before the street improve-
ments can be installed along hollenbeek Street.

CITIZENS COMMITTEE City Clerk read a letter -from the Board of Supervisors
AIR POLLUTION stating a resolution had been aftAed concerning the estab-
lishment of a citizens conmittes to assist in solving the
air pollution problem and requesting in.fonnati.on as to the City's appointee to
this committee. Mayor Hurst announced he xrould represent the City on this committee.

SURVEY OF PARKING Survey of parking requirements in C3 zone, prepared by Maul
REQUIREMENTS & Bissell, was reviewed. An est:bma.t•,e of cost to prepare such
Maul & Bissell a surrey had been requested from Mau.1 & Bissell but the
Council was advised the survey was :submitted at no charge.
Survey was accepted and held for further study.
STREET LIGHT REQUIREYL1,14TS City Clerk read a letter from City Engineer Pontow
WAIVED UNTIL JAIL 1, 1953 recommending that inasmuch as the $25.00 per lot fee
outlined in Section 65-->C of the new Subdivision Ordi-
nance No. 225, on tentative maps filed prior to October 10 had been waived, that
improvement requirements outlined in Section 49mh, j and k involving street lights,
also be waived until January 1, 1953. Motion by Councilman Sperline, seconded by
Councilman Van Horn, and carried, that requirements be waived as specified in Mr.
Pontow6s letter of November 12, 1952.
INQUIRY REGARDINd City Clerk read a letter from Mr. Oscar Schultz of the Alhambra
BOWLING CENTER Bowling Center, requesting information as to the appropriate
zone in which a bowling center might be constructed, and de-
signated as a possible location the property at 247 S. Glendora Avenue in Zone C-3o
