Meeting called to order at 8:25 P.M. at the West Covina Cnr..ty Hall.
Present-, Councilmen Hurst, DeLay, Van Horn, Mossberg, Sperline.

MINUTES Motion by Councilmmn Sperline, seconded by Councilman Mossberg,
APPROVED and carried, that minutes of the regular meeting of October 8,
19529 be appm-sed as submitted, with the following con-ection-,.

ADVERTISING FOR BIDS City Administrator stated bids tiuers being advertised fov
UTILITY TRUCK a 3/4 ton utility track to be used by all depar,,4nents
of the City. Truck to be of a type that could ev entn-
ally accommodate pumping facilities for use by the Figs Department.
IMPROWN114TS ACCEPTED Motion by Councilman Mossberg, seconded by Councilman
A. H. Daniels Sparline, and carried, that improvements be accented on
that portion of Dancove Street Lying in Record of Sux-;�ey
64-20 (1701) of A. M. Daniels, as well as that part in. Tract No. 17737.

POLICY ADOPTED Van Horn, and carried, that on ale. tentative maps filed

STREET LIGHTS Motion by Councilman DeLay, seconded by Councilman Van

conforming with those presently existing in the business

CONTRACT City Attorney was requested to prepare contract between
MAUL & BISSELL ' the City of West Covina and Maul & B i.ssel.l covering
their study of redesigning the business area located on
the south side of Garvey Blvd.,, extending from Sunset Avenue on the West to
Vincent Avenue on the east, and to Walnut Creek Wash on the south, in accordance
vdth the tee of their proposal..
CARKA-PACK REQUEST City Engineer presented and read letter of October 21,
TO OPEN LOTS 1952 from Carman -Pack Engineers, requesting the operdm
of 10 strip lots No. 6% 66 and 67, Tract Noo 16738,
for public use,, and to give access to Tract No. 17865. Motion by Councilman Van

REPORTS OF Fixes Co::missioner DeLsy recommended that all streets in
COWESSION .FRS never subdivisions be entered as soon as possible on a.
master street map in order that the Fire Department can
keep posted. City Administrator stated a procedure is being established to
keep the Police and Fire Departments informed of all now street locations.
Fire Corpnissioner DeLay also recommanded that necessary repairs to the Fire
Station be made promptly. City Administrator vas requested to handle.
Road Commissioner Mossberg recommended repairs be made to the Orange Avenue
dip. City Administrator was requested to check with the County for recommen-
dations on this matter.
DRAINAGE PROBLI711 City Administrator outlined drainage problems consisting
Leland Avenue of standing water on Leland Avenue and at Willow and
Willow & Pacific ' Pacifico City Engineer recommended installation of Wind
catch basins at a cost of 4220.00 each, It was decided
to hold this over for further investigation.
VWT COVINA Par. Lae Elliott,, manager of the new girls' softball te&%
STARLETS the Vest Covina StarletsD expressed pleasure at the inter -
eat and cooperation of the citizens and merchants of West
Covina in the softball team., and requested the help of the Council in finding
a place to play ball. Park and Recreation Commssioner Sparline announced that

VIOLATION OF VARIANCE City Administrator announced that a warning had
Li19 Chick Malt Shop been issued to the Lill Chick Malt Shop on Oaigey
Blvd, that their on -sale beer license was in
violation of the variance cowering the property. Since over 30 days had
elapsed and the situation was not corrected., City Attorney was requested to
proceed to take action.
