Covina Development Corp. read,, recomending approval of Variance Application Zone Variance No. 48 of the West Covina Development Corporation,, ADOPTED requesting Cm3 zoning on a parcel 200 feet in length and 100 feet in depth at 1I10 E. Garvey Avenue. Motion by Councilman Green, seconded by Councilmen Hurst, that resolution be adopted. Passed on roll call as follow Ayes: Councilmen DeLay, Hurst, Van Horan and Green. Noes. Mr. Floyd Gelvin,, a fire insurance broker,, spoke requesting that the city apply for a new surer by the Board of Fl Undernritera, The Mayor requested Fixe Commissioner Van Horn and Councl 3ma a Hurst to study the two reports frcm the Fire Chief and make a reccunendation to the City Council. .NOTICE OF APPLICATION The Mayor read a notice from the State Board of FOR ON -SALE BEER LICENSE Equalization that Francis Ho Ackenkamp has applied for an on -sale beer 31conse at 2009 W. APPOINTMENT OF DIRECTOR The City Attorney was requested to prepare a CIVIL DEFENSE resolution appointing Thomas Spangler,, 845 E. F'rancisquito Avenue,, as Director of Civil Defense for the City of West Covina. BIDS The City Engineer reported on bida received for FIRE HYDRANT INSTALLATION installation of 14 fire hydrants. Bids ranged fra m $140 to $235 per hunt,, or a total, for 14 hydras at@ of $2,,800920o Motion by Councilman Hurst,, seconded by Councilman Van Horn., and carried,, that bids be referred to City Engineer for recommendation. ®4- A- FLOOD CONTROL Mr. Laster 111. Lark Ellen Avenue,, DISCUSSION requested report on action taken by the city in regard to his petition to the City Council regard- ing flood conditions in the lark Ellen,, Por ner,® Pima and Wire Avenues vicinity. The Mayor announced no specific action has been taken, but that a resolution had been adapted requesting the Board of Supervisors of the County of Los Angeles to provide for the immediate flnaming of certain necessary storm drains within the City of east Covina.
