10-24-1951 - Regular Meeting - MinutesWEST COVINA, CALIFORNIA October 24, 1951 The regular meeting of the City Council was held in the Council Chambers at 8:20 P.M, on the above date, with Mayor DeLay presiding. Present: Councilmen DeLsy, Flotten, Hurst, Mossberg and Van Horn. Absent: None Also Present: City Attorney, City Clerk, and City Treasurer. Motion by Councilman Mossberg, seconded by Councilman Van Horn, and unanimously carried, that the reading of the minutes be waived and that they be approved as submitted. Mr. Eugene E. Pierce read a letter addressed to him to the City Council regarding the appointment of a City Park and Recreation Commission. Motion by Councilman Hurst, seconded by Councilman Flotten, that the bid for the improvement of Vine Avenue between Pima and Leaf Avenues be awarded to the American Asphalt Paving Company, Monrovia, in the amount of $5,418.40. Passed on roll call as follows: Ayes: Councilmen DeLay, Flotten, Hurst, Mossberg and Van Horn. noes: None Absent: None TENTATIVE TRACT NO. 16376 (Thoro4Built Homes, subdivider) was pre- sented,, and on motion by Councilman Mossberg, seconded by Councilman Hurst, and unanimously carried, map was approved subject to the recommendations of the Planning Commission. TENTATIVE TRACTS NO. 17404 and 17415 (Ajax Lakewood Company, subdivider) were presented, and on motion by Councilman Hurst, seconded by Councilman Van Horn, and carried, maps were approved as revised, subject to the recommendations of the Planning Commission. . METES & BOUNDS SUBDIVISION #13549 (John Vinoent, owner) was pre- sented, and on motion by Councilman Mossberg, seconded by Councilman Van Horn, and carried, map vas approved subject to the recommendations of the Planning Commission. FINAL TRACT MAP NO. 16281 (Dee Williams, owners was presented, and on motion by Councilman Van Horn, seconded by Councilman Flotten, and carried, final map was approved. Motion by Councilman Flotten, seconded by Councilman Mossberg, and carried, to authorize the cancellation of the contract with the County of Los Angeles for Supplemental fira. protection. Matter was referred to the City Attorney to notify the Coun�f;y of this section. Motion by Councilman Hurst, seconded by Councilman Flotten, and carried, that the City Clem be authorized to advertise for bids to supply approximately 350 gallons of traffic paint and 2,000 pounds of glass beads for street painting. Bids to be returnable November 14, 1951. Motion by Councilman Moseberg, seconded by Councilman Hurst, that the City appropriate the sum of $50.00 toward the cost of preparation of city maps in conjunction with the program of the Chamber of Commerce. Passed on roll call as follows: Ayes: Councilmen DeLay, Flotten, Hurst, Mosaberg and Van Horn. Noes: None Absent: None ® The Mayor announced that with the approval of the Council, Councilman Van Horn is appointed as Fide Commissioner, in addition to his duties as Police Commissioner. Motion by Councilman Mossberg, and seconded by Councilman Flotten, that the position of Assistant Chief of the Fire Department be abolished, and that there be created two positions of Captains in the Fire Department in addition to the positions.of two Engineers and Chief of the Fire Department, or a total of five paid men, that one additional Fireman be employed, so that the total complement of the Fire Department willl include two Captains at $285.00 each per month, two Engineers at $270.00 each per month, and that the salary of the Fire Chief be changed to $75.00 per month, effective November 1, 1951. Passed on roll call as follows: Ayes: Councilmen Delay, Flotten, Hurst, Mossberg and Van Horan. Noes: None Absent: None Motion by Councilman Flotten, seconded by Councilman Mowsberg, and carried, that the City Clerk be authorized to quote a price of $500.00 per month to the County as rent for the use of the Council chamber and three rooms on the west wing, including an entrance on Garvey and parking area to the west of the building, the parking area to be paved by the City. This rental figure includes all utilities and janitor service. 0 The Mayor announced that with the approval of the Council, Council- man Flotten is appointed as Parke and Recreation Commissioner. Notion by Councilman Flottenn, seconded by Councilman Mossberg, that the Chief of Police be authorized to purchase 12 jackets, the cost not to ex- ceed $9.00 each, for the use of the auxiliary policemen.
