April 25, 1951
The regular meeting of the West Covina City Council was called to order at
8:°00 o'clock P.M. at the West Covina City Hall.
Present: Mayor DeLay, Councilmen Flotten: Hurst, Mossberg and Van Horn.
Absent: None.
Also Present: R. E. Graham, J.C. Nichols, Mrs. Merry and S. R. Zimmerman.
The Minutes of the meetings of April 11 and April 18 were read and approved.
Resolution No. 62 of the Planning Commission was presented, and on motion
by.Counciiman Flotten, seconded by Councilman Mossberg and carried, the
recommendations of the Planning Commission were approved.
It was moved by Councilman Flotten, seconded by Councilman Hurst and carried,
that the Chief of rolice be instructed to investigate the possible violation
• of the Zoning Ordinance and in the eve:t of clear violations, that citations
be issued to the violators of the Ordinance.
Resolution No. 63 of the Planning Commission mas .received and ordered filed.
Final Map of Tract No. 15591 was presented and the City Engineer stated that
all improvements had been installed or a bond posted for their installation.
• Resolution No. 280, a resolution of the City of West Covina accepting a final
map of a subdivision within the City of West Covina. On motion by Councilman
Mossberg, seconded by Councilman Van Rom., said .resolution was adopted. The City

Resolution No. 281, a resolution of the City of Vest Covina accepting the
final map of Tract Igo. 15527. On motion by Councilman Mossberg, seconded
by Councilman Van Horn, said resolfion was adopted@ The City Engineer stated
that all improvements had.been installed or a bond posted •for their installation.
Resolution No. 282, a resolution of the City ofWest Covina.aeeepting the
final map of Tract No. 16509. On motion by Councilman Mossberg, seconded
by Councilman Hurst and carried, said resolution was adopted..
Resolution No."283, a resolution of the City of West Covina accepting a
deed for road purposes from Gerardo R. Caporaso and Eleanor Caporaso. On
motion by Councilman Flotten, seconded by Councilman Van Horn, said resolution
was adopted.
The fire plug agreement with the Azusa Irrigating Go. was turned over to
the City Attorney for further study.
The Council polled the ballots of the election to determine the desire of
the city employees (Governmental Function Coverage Group) to be subject
to the provisions of the Federal Social Security Act and find as follows:

Resolution No. 284, a resolution of the City Council of the City of West
Covina regarding coverage of employees under the Federal Social 3paurity
Act. On motion,by Councilman Hurst, seconded by Councilman Van Isom and
carried, said resolution was adopted.
It was moved by Councilman Van Horn, seconded by Councilman Hurst and
carried, authorizing the City Engineer to purchase a Motorola Two -Way
Radio for the new fire equipment, Purchase price not to exceed $625.00
and to be charged against the Munidpal Bond Acct. 1951 and allotted to
fire equipment.
It was moved by Councilman Flotten, seconded by Councilman XPssberg and
carried, authorizing the City Treasurer to pay to Meriwether Investment
Co. $400.49 in payment of Bond No. 6, Assessment District No, 1.
