WEST COVINA CITY COU14CIL MEETING
February 14, 1951
The regular meeting of the West Covina City Council was called to order
at 8:00 o°clock P.M. at the West Covina City Hallo
Present: for Derr, Councilmen Flotten, Mossberg, Van Horn and Hurst.
Absent: Normo
Also Pres : Kra. Savers Merry., Jo C. Nichols, R. E. Graham, and S.- R. .
iZimmerman.
The Minutes of the meeting of January 24, 1951, were read and approved.
It was moved by Councilman Van Hom, seconded by Councilman Mossberg and s
carried, that this building a rent o Truata ohnson Investment Co. for
a monthly rental of $100.00 per month beginning about Aprils 1, 1951, for a
three year term, lease to be approved by the City Attorney.
• Ages: Councilmen Defy, Mossberg and Van Hoyt.
Noes: Councilman Flotten.
Absent: Coilman Hurst.
Fetes & Bounds Subdivision klap No. 135 32 was presented. On Motion by
Councilman Van Horn,, seconded by Councilman Hurst and carried, said map
was approved subject to the specifications of the City of West Covina.
Metes do Boupos Subdivision Map No. 13533 pa�esented. On motion by
Councilman seconded by Councilman , said map was approved
subject to the specifications of the City of West Covina.
Metes & Bounds Subdivision Map No. 13534 was presentedo On motion by.
Councilman Flatten, seconded by Councilman Van Hoge and carriedp said map
was approved subject'to the recommendations of the Planning Commissionb
• Tentative Asap of Tract No. 16738 was resubmitted. On motion by Cou.nci
Hurst, seconded by Councilman Flotten and carried, said map was approvedo
Tentative Map of Tract No. 15276 was presented. On motion by Councilman Van
Hoge, seconded by Councilman Mossberg and carried, said map was approved
subject to the recommendations of the Planning Commission.
It was moved.by Councilman Mossberg, seconded by Councilman Hurst and
carried, that application for change of. zone #6 be granted and that the awe
be classified ,in the R='.Zone; The City Attorney is directed to draw an
ordinance in in

It was moved by Councilman Flotten,, seconded by Councilman Moseberg and
carried, that the bills be paid as audited.

Ordinance No. 209 - an ordinance of the City of West Covina amending
Ordinance No. 136 - title of which was read and upon motion by Councilman
Van Horn, seconded by Councilman Flotten and unanimously_ carried,, further

It was moved by Councilman �� seconded by Councilman Hurst and
carried, that the bids for the purchase of a new police car'be rejected
and that that the Police Commissioner and Chief of Police be authorized
to purchase a new car,, expenditure not to exceed $370.00 including heater,
This is the time and place set for the hearing of protests in the West
Covina Annexation No. 105; The Clerk states that he has received'no
protests in writing and there being no one here to protest,, it was moved
by Councilman Flatten, seconded by Councilman Van Horn and carried, that
said annexation be approved, and the City Attoyney is
directed to dmw an ordinance i .p
It was moved by Councilman Hurst, seconded by Councilman=Flotennd
carried, that the City Treasurer be authorized to open the"West Covina
19 Municipal Bond1l. account and d posit therein the sum of $1.10,907.01.
It was moved by Councilman Hurst, seconded by Councilman Mossberg and
carried, that the City Treasurer be authorized to place in escrow pursuant
to the escrow agreement the sum of $65,275.00 to over the purchase price
of the property at 1444 West Garvey Avenue together, with the necessary part
of the escrow costs upon the condition that the $3000.00 heretofore placed
in escrow be returned to the City of West Covina.
It was moved by Councilman Mossberg, seconded by Councilman Hurst and
carried, that MavQr-DeLay and the City Clerk be authorized to sign the

Resolution -No. 266,- a resolution of the City Council of the City of West
Covina accepting a deed for the property purchases at 1444. West Garvey
Avenue. Said resolution was adopted by the folio ng vote:
Ayes: Councilmen Delay, Hurst, Flotten, Mossberg and Van Horn.
Noes: None.
Absent: None.
Ordinance No. 210 - An ordinance of the City of West Covina relating to
Civil Defense and Disasters, title of which was read and on motion by Van
Horn, seconded by Flatten and unanimously carried, further reading was
waived,
It was moved by Councilman Van Horn, seconded by Councilman Mossberg and
carried, that the reports of the Police, Auditor and Building Inspector be
accepted and filod.
