January 24, 1951
The regular meeting of the West Covina City Council was called to order
at 8:00 o'clock P.M. at the Nest Covina City Hall,
Present: Mayor DeLay, Councilmen Flotten, Hurst, Mossberg and van Hoar.
Absent: None.
Also Present: J. C. Nichols, R. E. Graham, Firs. Sayers, and S. R. Zimmenmw.
`— The minutes of the meeting of January 10, 1951, were read rand approved.
Mr. John Shkofach appeared before the Council and objected to chickens being
raised on property adjoining his.
Resolution No. 265 m a resolution of the City Council accepting the final map
on Tract No. 17040. The City Engineer states that the map complies with all
requirements and conditions of acceptance as imposed on tentative map of
tract, and the Cleric is authorized to sign same. On motion by Councilman
• Flotten, seconded by Councilman Van Horn, said resolution was adopted.
Resolution No. 266 - a resolution of the City Council accepting a deed from
Ells, Inc. to.that certain Xot situated in the City of West Covina, Counter
of Los Angeles, State of California, and more particularly described in said
deed. On motion by Councilman Hossberg, seconded by Councilman Flotten, said
resolution was adopted.
Resolution No. 264 - a reslution of the City Council of West Covina establishing
a system of major city streets. On motion by Councilman Mossberg, seconded
by Councilman Hurst, said resolution was adopted.
Resolution No. 263 0 a resolution of the City Council of West Covina setting
a Protest Hearing on the arinexation of uninhabited territory to the City of
West Covina. On motion by Councilman Hurst, seconded by Councilman Mossberg,
said resolution was adopted.,
• Ordinance No. 209 ® an ordinance of the City of West Covina amending Ordinance
No. 136, title of which was read and upon motion by Councilman Flotten,
seconded by Councilman Hurst and unanimously carried, further reading was waivedo
Mayor DeLay appointed J. C. Nichols Deputy Director of Civilian Defense, and
the appointment was approved by the Council.
It was moved by Councilman Flotten, seconded by Councilman Mossberg and carried,
that the Building Inspector be paid an additional $50.00 per month and that
.the City Engineer also be paid an additional 350.00 per month.
To promote and encourage the beautification of the City of West Covina, the
Honorable Mayor Frank DeLay does hereby proclaim the West Covina Annual Arbor
Day and designates February 5, 1951, as h day for the planting of trees
-within the City
