12-27-1950 - Regular Meeting - MinutesWEST COVINA CITY COUNCIL MEETING December 27, 1950 Meeting called to order at 8:00 P.M. at the West Covina City Hallo. Present: Mayor DeLay, Councilmen Flotten, Mossberg, Van Hom and Hurst. Absents None. Also Present: , City Engineer Graham,, City Attorney Zimmerman and Fern Sayers, City Treasurer, _ Minutes of the meeting of December I3, 1950, read and approved as corrected. Letter in addition to ones already received regarding Rental Proposal on City Hall property read and filed. Ordinance No. 205, the title of which was read and upon motion by Councilman Hurst, seconded by Councilman Van Horn and unanimously carried, further reading was waived and said ordinance was adopted. Ordinance No. 206, the title of which was read and upon motion by Councilman • Van Horn, seconded by Councilman Flotten and unanimously carried, further reading was waived, and said ordinance was adopted. Ordinance No. 207, an ordinance of the City of West Covina providing for the issuance of bonds of said city in the amount of $110,000.00. Said ordinance was given the second reading, was read in full, and was adopted by the following vote: • AYES: Mayor DeLay, Councilmen Mossberg, Flotten, Hurst and Van Horn. NOES: None. .ABSENT: None. Ordinance No. 208, an ordinance of the City of West Covina, was introduced, the title of which was read and upon motion by Councilman Flotten, seconded by Councilman Mossberg and unanimously carried, further reading was waived. Moved.by Councilman Flotten, seconded by Councilman Mossberg, to accept the � bid.of Mack International Rotor Truck Corporation, date of December.13, 1950, of $26,.950.00, it being the lov,est and best bid and complying with all specifi- cations of the City of West Covina for Fire Apparatus and Equipment. Passed by unanimous vote. Resolution No. 258 - a resolution of the City of West Covina - Amendment No. 1 to Agreement for Maintenance of State Highway. Moved by Councilman Mossberg, seconded by Councilman Flotten, to adopt this resolution. Passed by unanimous .vote. Metes & Bounds Subdivision #135-30. City Engineer Grp presented map and recommendations of West Covina Planning Commission. Moved by Councilmm Flott(�a, seconded by Councilman Mossberg, to accept Planning Commission recommendations. Passed by unanimous vote. Metes & Bounds Subdivision #135-31. Frank Bandy, applicant, present. City Engineer Graham presented reap and recommendations of the West Covina Planning Counissiono Moved by Councilman Flotten, seconded by Councilman Van Horns to accept recommendations of the Planning Commissions and further that the applicant shall deposit with the City a deposit equal. to $2.00 per front foot to provide for installation of curb and gutter and paving as Parcel@ A., B, and C shall, be sold or building permits small be issued., and further that applicant dedicate a 20 foot strip along Glendora Avenue as parcels are sold or permits issued. Applicant to enters' into a contract with the City of West Covina providing for such deposit pursuant to approval of the City Attorney. Passed by unanimous vote. • Resolution No. 259 o a resolution of the City of West Covina authorizing the Mayor and City Clerk to execute on behalf of the City that certain agreement between the City of West Covina and Baldwin Park County Water District. Moved by Councilman Mossberg, seconded by Councilman Flotten and unanimously carried., to adopt this resolution. Moved by Councilman Flotten, seconded by Councilman Mossberg, to pay to Metropolitan Transportation Engineering Board the sum of 6100o00 for the promotion of the Ramona Freeway in the City of West Covina.
