October 11, 1950
The regular meeting of the West Covina City Council was called -to
order at 8:00 o'clock P.M. at the %rest Covina City Hall.
Present::. Mayor De Lay, Councilmen Van Horn, Mossberg and-Flotten.
Absent: Councilman Hurst.
Also Present:: Mrs. Fern Sayers, Engineer R.E. Graham and J.C. Nichols
• Moved by Mossberg, seconded by Van Horn, to award the Compensation.
Insurance to Truman Johnson Investment Co.
Passed by unanimous vote.
Resolution No. 243 a resolution of the City Council of the City
of West Covina.,, California, designating certain streets in Assessment
District No. 1 as Van Horn Avenue,, Elder Street, and Sherway Street.
On motion by Ivlossberg, seconded by Flotten and carried, said re-
solution was adopted:
• Ordinance No• 202 - an ordinance amending Ordinance No. 126 to extend
the franchise area of the Sunkist Water Company, title of which was
read and on motion by IvIossberg, seconded by Flotten and unanimously
carried, further reading was waived.
Ordinance No. 203 - an ordinance amending Ordinance No. 36 to extend
the franchise area of the Azusa Irrigating Company, title of which
• was read and on ;notion by Flotten, seconded by Van Horn and unani-
mously, carried, further reading was waived.
It was moved by Van Horn, seconded by Mc ssbe rg and carried, that
the bills be paid as audited:
General Fund $7411.54
Street Fund 3505..34
Traffic Safety Fund 6000.00
It was moved by Flotten, seconded by Van Horn and carried, that the
reports of the Police Dept., Building Dept., Treasurer and .Budget
be accepted and filed.
Resolution No.. 244 a. resolution of the City of West Covina,
California, striking from the records Resolution No.- 241. On motion
by Flotten, seconded by Mossberg and carried, said resolution
was adopted.
Resolution No. 245 - a resolution of the City of West Covina,
California, determining that the Public interest and necessity
demand the acquisition and construction of certain municipal
improvements, and making findings relating thereto. On motion.

which was read in full was adopted by the following vote:
AYES:: Mayor De Lay, Councilmen Van Horn, Mossberg and Flotten.
NOES:: None .
ABSENT:: Councilman Hurst,
Ordinance No. 204 - an ordinance of the City Council of the City
of "Vest Covina, California,. ordering, calling, providing for, and
giving notice of a special election to be held in the City of Test
Covina on the 21st day of November, 1950, for the purpose of sub-
mitting to the qualified voters of said city trio propositions to
incur bonded indebtedness by said city for certain municipal
improvements-. Said ordinance was read in .full and on motion by
Flotten, seconded by Mossberg and unanimously carried, said ordinance
was introduced.
Resolution No. 246 - a resolution of the City of West Covina,
California, providing for a protest hearing in regard to Annex-
ation No. 103.. On motion by Mossberg, seconded by Van Horn, said
• resolution was unanimously adopted.
