Present: Mayor Van morn, Councilmen DeLay, Hurst, Flotten and
Moseberg,
Absent: None.
Also Present: R. F.. Graham, S. R. Zimmerman and Mrs. Savers.
The Minutes of the meeting of November 9, 19491, were read and. aDnroved.
It was moved by DeLay, seconded by Yossherg, and carried, that the
tentative maD of Tract No. 14025 be anDroved subject to the recom-
mendations of the Planning Commission.
It was moved by Mo ssberg, seconded by Hurst, and carried, that the
tentative maD of Tract_No. 14700 be snoroved.
It was moved by DeLay, seconded by Flotten, that the anneal of Joseph
J. Minney on. Variance AnDlIention Fo. 28,from the recommendations
of the Planning Commission denying said aDnlication, be denied.
Said denial is based upon the following grounds: to -wit:
1. That apnl. icant failed to s',ow that exceDtiontll or extra-
ordinary circumstances or conditions are aDnlicable to the
nroDerty involved or to the intended use of the nroDerty
that do not aDDly generally to the oroberty or class of
uses in the same vicinity, or zone.
.P. That annlicant failed to show that granting of such variance
would not adversely affect the Comprehensive General Plan.
3. That anDlicant failed to show that such variance is neces-
sarily for the preservation and ens oyment of a substantial
DroDerty right of a.nDlieant Dossessed by other nronerty

variance will not be materially
detrimental to the nublie welfare or Injurious to the

machine not to exceed S900,00.
