04-20-1948 - Special Meeting - MinutesWest Covina City Council Meeting of April 20 1948 Meeting called to order by Mayor Batchelder at 5:30 P.M. This being the first Tuesday after the election, this meeting was called to canvass the returns of the Municipal Election of April 13, 1948, to pass a Resolution reciting the fact of of the Election and to install the newly elected officers. The canvass reflected the following results: �` • Total ballots cast 529 Total votes cast 3206 divided as follows: For Council- 4 year term Bert C. Van Horn 436 votes For Council- 4 year term W. C. King 397 votes For Council- 4 year term C. J.-Hurst Jr. 362 votes For Council-.-4 year term Willis Maxson 56 votes For Council- 4 year term Clyde Batchelder 3 votes For Council- 4 year term Walter R. Starbuck 3 votes For Council- 4 year term Mary Van Dame 1 vote For Council- 4 year term Ralph Lange 1 vote For Council- 2 year term Frank DeLay 418 votes For Council- 2 year term Carl L. Mossberg 404 votes For Council- 2 year term Mary A. Van Dame 135 votes For Council- 2 year term Willis Maxson 1 vote For Council- 2 year term Geo Dashiell. 1 vote For Council- 2 year term Walter Starbuck 1 vote For City Clerk- Charles C. Toland 259 votes t Ror City Clerk- Robert Flotten 254 votes For City Treasurer- Fern V. Sayers 474 votes Resolution #129, a"RESOLUTION OF -THE CITY. OF WEST COVINA COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, PERSUANT TO " SECTION 9918 OF THE ELECTIONS CODE OF THE STATE OF CALIFORNIA. was introduced setting forth the fact of the above Election and the results thereof. • Mr, Van Horn moved that the Resolution be passed. The motion was seconded by Mr. Hurst and was unanimously carried. The Council then declared elected, the persons having the highest number of votes given for each office, as follows: For City Council-4 year term Bert C. Van Horn 10,1. C. King C. J. Hurst,Jr. For City Council-2 year term Frank DeLay Carl L. Mossberg For City Clerk Charles C. Toland West Covina City Council Meeting of April 20 1948 Page two For City Treasurer Fern V. Sayers The new officers were sworn in by the City Clerk and Certificates of Election were issued with the exception of Mr. Tolland who will be sworn in April 21st at the Regular Meeting. Outgoing Mayor Batchelder welcomed the new Council members and expressed his best wishes for their success in office.
