Present: Mayor Batchelder, Councilmen Van Horn, DeLay & Schabarum,. , Absent : Councilman Hurst Also present: Counsol Zimmerman, City Engineer Ells & Mr:. Nichols. Minutes of the meeting of March loth were read and the item regarding Ordinance #152 ordered changed to read as follows: Ordinance #152 "AN ORDINANCE OF THE CITY OF WEST COVINA PROVIDING •' FOR TiM DESIGNATION OF BUILDING NUMB`. a IN THE CITY OF WEST CCIVTNA AND DIRECTING THE CITY ENGINEER TO DIVIDE THE CITY INTO ONE OR MORE DISTRICTS, AND PROVIDING FOR THE ENFORCEMENT AND PRESCRIBING PENALTIES FOR VIOLATIONS",, Title was read. Moved by Mr. Hurst that - further reading be waived and same adopted. Seconded by Mr. DeLay and Unanimously carried. — Second reading of Ordinance #15011AW ORDINANCE AMENDING ORDINANCE NUMBER 87 ENTITLED AN ORDINANCE OF THE CITY OF WEST COVINA, CoorrY OF, LOS ANGELES, STATE OF CALIFORNIA9 ADOPTING A BUILDING CODE TO REGULATE THE CONSTRUCTION, ERECTION EXLARGEMENT, RAZING ALTERATION, REPAIRING, REMOVAL, MAINTENENCE, HONING, USE AND HEIGHT 6F BUILDINGS OR STRUCTURES IN THE SAID CITY OF WEST COVINA, BY ADDING THERETO FOUR NEW SECTIONS, TO BE NUMBERED SECTION 7, SECTION 8, SECTION 9, and SECTION 10. Title was read and it was moved by Mr. Van Horn that further reading be waived and same adopted. Seconded by 4r. Schabarum and unanimously carried. Second reading of Ordinance #153 "AN ORDINANCE FIXING THE SALARY OF THE CITY CLERK OF THE CITY OF WEST COVINA". Title was read. Moved by Mr. Van Horn that further reading be waived and same adopted. Seconded by Mr. Delay and unanimously carried. Mr. Nichols reported that the cost of printing the City Ordinance in pamphlet farm would be $332.00 for the first 1000 copies. It • was brought that inasmuch as all 1000 copies would not be sold, and in -order that the transaction be self-sustaining, the printed copies should be sold for 500 each. Mr. Schabarum moved that the order be placed for printing 1000 copies of the City Ordinance pamphlets and that they be sold for 500 per copy in order to defray the cost. Seconded by Mr. Van Horn arcs unanimously c; l-ried. Mr. Nichols reported that the approximate cost of building materials for the City Hall addition would be yY1200.00 which included the floor furnace. It was brought out that the labor would be donated and the floor heater could be purchased for less than the quoted price. Mr. ,Van Born moved that $999.00 be appropriated for materials and to proceed with the building. Seconded by Mr. Delay and unanimously carried. 111r. With respect to theb above, Mayor Batchelder recoimeunded that thy City Clerk write a letter to Mayor Fletcher Bowroan of Los Angeles commanding him for his stand On the ceansms situation,, Letter was read from the League of California Cities regarding a salary survey of all member dities9 Letter were read from City Engineer ,Ells to Assemblyman Thomas Erwin and to State Senator Jack Bo Tenney regarding the $909000v6300000 a.ppropriati®an made by Legislature to aid Cities in worth -while projects and the attempt being made to divert thase funds to other uses. Assemblyman Erwin's answer to Mr. Ell; letter was also read. Letter From Registrar of Voters Y. Jo Donoghue was read stating that the total number of registered voters in the City of Freest Covina was 1.198 can March 49 19489 divided as follows: s. Precinct #1�- 3169 Precinct #2- 435.' Precinct #3b 447. City Clerk reported that the Election Board to serve at the Municipal Election on April 139 1948 had been appointed. Mr. Ralph To Lang as Irnspector, Mrs Elizabeth Jobns as Judge and Mirso Frannkie V. Doyle and Mrs. ®scar Johnston as Clerks. The City Clerk was directed to complete arrangements for the April 13th Elec,tionso Mr. Johnson appeared before the Council regarding the Petition for annexation to the City of West Covina of Tract #13721. It was moved that the Petition be accepted by the Council as it was originally presented and that the City Clerk be directed to set the Public Bearing .as provided by Law. Thereupon Resolution #1127 was ,duly moved by Mr. DeLayq seconded -by Mr. Van Horn and unanimously . carried., Police Chief Brown appeared before the Council with the request for an opinion regarding a proposed Rodeo to be held on the Valley .Vaqueros property on the 25th of April 1948.
