Counsel Zimmerman to draw up sample agreement for further consideration'by Council. Discussion opened with respect to appointing two new members to the Planning Commission of the City of West Covina. Council is to make concerted effort to fill openings next meeting Mr. :Nichols brought the attention of the Council to the need to have the Zoning Ordinance printed in booklet form. He is to gather cost figures for the next Council. Meeting. Mr. Nichols opened discussion on Real Estate Licenses, and brought attention to action to be developed before Jtane .30th. Letter was read from the League of California Cities regarding appropriations for schools. Letter was turned over to Mr. Ells. Letter was read from t1m. J. Fox regarding Ordinances. Letter was referred to Mr. Zimmerman. City Treasurer.Sayers reports that the 0-100 000 USA Treasury 2% Bands of March 15, 1948/50 and the $309060 USA Treasury 2-3/4% Bands of March 15,, 1948/51 which are now pledged with the Trust Dept. of the Wells Fargo Bank & Ur;tr)n Trust Co., as security for City of West Covina deposits in the Covina National Bank have been called in for payment and that we have substituted �00,0000 USA Treasury 1-J-% Bonds of December �5, 1950. This reduces the amount of bonds we now have pledged to $120,000.00. Ordinance #1S3 entitled AN ORDINANCE FIXING THE SALARY OF THE CITY CLERIC OF THE CITY OF WEST COVINA ;.as read by attorney Zimmerman and upon reading thereof further reading was waived. on motion by Mr. Van horn seconded by Mr. Hurst and unanimously • carried. Rancho 'Subdivis oh. The City of West Covina is unable to finance the construction;of`curbs and gutters on any existing streets. ,We have had several requests from various subdividers.for such assistance, but the problem is so great that no funds exist wherein,"such a program could be undertaken. Since your subdivision..;and, others were approved, the City has adopted anew policy in regard to existing streets.and.are requiring of all subdividers that curbs and gutters,. and in:some cases•side'walksg be.installed on these existing rights of way..`However� on subdivisions that were approved prior to this change of policy! no demand will or could.be made'for such improvements. It is, however, the desire of the City to cooperate with the subdividers in every way possible, using such funds as:. may be. available to.assist in the improvement of these existing roadways.' To date we'have.been able to establish a.policy wherein.the City w1ll undertake to complete the pavement from the existing pavement to the gutter line on any, existing eighty foot or- 100 foot highway where the. propert� owner or subdivider has installed the curbs and gutters. In the ,ase o'your subdivision, this would apply to Citrus Avenue. If all subdividees had taken advantage of.this cooperative,effort.during the past year, the City would have expended something over $30,000.00 for. this .work alone..From this you can realize the problem which is facing the City and the interest it has in cooperating to the fullest extent on this work. SCHABARUM Regarding the memo I promised to write so that you might have the information to answer Mr. Vanderhoof's letter, the following may help youL: . (Addressing Mr. Vanderhoof): The City of West Covina is unable to finance the construction of curbs and gutters on any existing streets. We have had several requests from various subdividers for such assistance, but the problem is so great that no funds exist wherein such a program could be undertaken.
