01-07-1948 - Regular Meeting - MinutesMinutes of the Regular Meeting, of West Covina City Council held on January 7, 1948. Meeting called to order at 8:00 P.M. - Present,: Batchelder, Daniels, Hurst, Van Horn and Schabarum. Minutes of.,adjourned regular meeting of December 3rd, held on 'December llth. 1947 were read and approved. Minutes of adjourned regular meeting of December 3rd, held on December 17th. 1947 were read and approved. Resolution 119 was offered by Schabarum that aletter to be compiled by City Attorney Al.mmerman-and Jerry Nichols be sent to proper authorities setting forth hazards at crossings for school busses and asking for installation of stop signals at those points, and that, a copy of letter be sent to the -school boards which were re- presented by Truman Johnson, Seconded by Daniels and carried by unanimous vote. Schabarum moved that Mayor appoint a committee to look into the matter of police radio, get prices and bids and submit same to, Council -at next meeting, also to get bids on sale of present equipment- Daniels seconded and motion carried. Mayor appointed Councilman Van Horn and Jerry -Nichols. - Letter from City Engineer on work on maps, numbering of houses,etc.- was read and ordered filed. Hurst moved and Johnson seconded that Johnson and Nichols determine new numbering of houses on Willow Ave, on January 8th. 1948-carried- Tract No 14635 Schabarum moved that Councils policy be stated as follows: Curbs and gutters will be the only requirement along Willow Avenue on this subdivision as his tentative map was approved prior to requirements of sidewalks and paving existing streets. Seconded by Hurst, the motion 'Carried: 4 Sealed bid from R. W. Davis offering price on Police Gar was opened and read - Van Horn moved that all bids received be rejected- Seconded by Daniels the motion carried. Hurst moved that Council give Police Commissioner Van Horn authority to negotiate for exchange of old car for new-1948 Ford-8 100-H.P. Super DeLuxe Four door sedan, Black with lower portion of doors painted white 2.spot lites and a set of tailored seat covers. All this for an exchange price of $200.00 as a maximum, State sales tax and Federal Excise tax to be paid by seller --and the installation of equipment, now on old car, to be made as follows: Change -over heater ( to new car) Change rear liter on shelf (to new car) Change top lite on roof Change generator (to new car) Change siren if 11 11 Change voltage regulator - (to'new car)' 1 Seconded by Daniels the motion carried. Resolution 320 was offered by Van Horn to raise the salary of City Attorney Zimmerman $50.00 per month $25.00 to be paid retroactive to December lst 194-7 and $25.00 to begin January lst. 1948 for publicity work. Seconded by Schabarum. the motion was carried.. Resolution -%:9T was affered by Van Horn to increase City Treasurers salary to $50.00 beginning January• 1, 1949 - Seconded by Hurst the -motion carried. Hurst moved and Daniels seconded that the City enter into an agree - went with San Jose Hills Water Co. which provides for payjAent by , City for hydrants and other provisions and attached to minutes, Provided San Jose Hills Water Co. presents a letter waiving a §,;,yr. waiver of franchise payments to the City of West Covina. This motion carried - Daniels moved seconded by Schabarum that a letter be written to - District Engineer State Highway Department requesting a clean up of state right of way from Western City limits to orange Ave.- Carried. Ordinance #14-8 was read by City Attorney Zimmerman - Hurst moved that ordinance be adopted. Seconded ,by Daniels and passed by unanimous vote.
