Meeting called to order at 8:00 P.M.
Present: Batchelder- Daniels- Van Horn
Absent: Hurst - Schabarum.
Minutes of the regular meeting of October 8th were.read and
declared approved as read.
Daniels moved that public meeting be held on November 25th.
for the purpose of reporting the. Planning Commbssions re-
commendations on the proposed zoning ordinance..
Van Horn seconded, motion passed..
Letter was read from City Engineer concerning requirements
for subdivisions in the City of West Covina. Due to the
fact that there was not sufficient information available
for the Council to make a decision on this matter Van Horn
moved to defer action. Motion was seconded by Daniels and
passed.
Report from the Police Department and Building Department
received and Aroted ,
Budget report to Sex:t. 30,1947 received from Glenn Kuhn,
City Auditor and City Tveasurers monthly report also came in
Copies of both reports_were distributed to members of Council.
Letter was read from City Engineer concerning the establishment
of Fire Zone Areas for those business sections now in the
process of zoning.
Mayor Batchelder appointed a committee consisting of Percy
Jackson Harold Johnson, Jerry Nichols, Bert Van Horn and
SamuelLimmerman to consider and nake recommendations on this
matter.
Memo of Agreement of the expenditure of the Cityts allotment
• for State Highways for fiscal year 1948 was passed by re-
solution #115 offered by Van Horn. Seconded by Daniels and
passed.
Resolution #116 that the Board of Supervisors of Los Angeles
County be requested to allocate the sum of $1785.00 from the
Gas Tax Funds for the purpose of repairing bridge over the
Walnut Wash on Azusa Ave. Resolution offered by Van Horn
seconded by Daniels and assed.
Mayor Batchelder appointed Councilman Baniels a committee of
one to investigate the application of the West Covina School
for the establishment of a street light.
Resolution from Planning Commission stating their recommendations
on the propgaed City Zoning Ordinance was presented to the Council
and accepted for filing.
Report was received from J. T. Gee on Deliquent Warrant collections
and the Council was informed that he had executed a $2000.00 bond.
in favor of the City the premium paid by him.
Van Horn moved that the Mayor be authorized to sign the deliquent
warrant contract with Mr. Gee upon approval of same by City
Attorney. Daniels seconded and motion was passed.
The matter of a street light being installed at the City Hall
was brought up. Daniels moved that Van Horn be appointed a
committe of one to handle the matter, Van Horn seconded. Motion
passed.

You have discussed on several occasions requirements
for subdivisions in the City of West Covina. For your informa-
tion, in May of this year we circularized a letter to various
cities in Southern California regarding their requirements
for subdivisions. The following is a summary of the answers
we received:
1. Do you require subdividers to improve the rights of way on
existing streets adjoining the proposed subdivisions?
Of the 14 cities contacted, 8 replied yes,
four no, and 2 gave no answer.
2. If you do require the above, please indicate what your
requirements include and whether your City enters into
any agreement whereby it participates in the construction
of a portion of the improvements required?
Of the 14 cities contacted, only 2 replied
• yes that they entered into construction of ,
a portion of the improvements required on
previously dedicated streets, while 3 replied
no. The remainder of the cities failed to
answer this question other than to list the
requirements on streets within subdivisions
as per this summary;

6 required gutters
8 required pavement
7 required sewers
8 required sidewalks

3. Does your legal department consider that the Subdivision
Map Act gives you authority to make these requirements or
has it provided some other means to authorize requiring
this type of improvement?
6 cities replied yes, two replied no, and
6 failed or refused to answer the question.
4. In what types of development do you require sidewalks?
What widths of sidewalk do you require?
The majority of cities which required side—
walks did so on the subdivisions having
smaller sized lots. Generally hillside or
acreage subdivisions were not required to
supply sidewalks. Widths of sidewalks were
generally 4 and 5 feet.

In view of the fact that your zoning
proceedings are being carried forward quite
satisfactorily, it is suggested that now may be
a very suitable time to consider the establishing
of Fire Zone Areas.for those business sections
now being zoned. Of course, under the proposed
zoning ordinance, certain areas are merely set
aside for future business zoning and such control
would not yet be necessary. However, you do
contemplate definitely establishing some business
zoning at this time.

HEREBY RESOLVE AS FOLLOWS:
That the Board of Supervisors of the County of Los Angeles,
be and are hereby requested to allocate the sum of $1785.00
from the Gas Tax Funds to the City of West Covina, said sum to
be used 'for the purpose of repairing that certain bridge over
Walnut Wash on Azusa Avenue in said City.
The City Clerk shall certify to the adoption of this Reso—
lution.
