Meeting called to order at 9:00 P.M.
Present: Batchelder --Daniels niels -- Hurst --Van Horn -

Minutes of the meeting of October 8,1947 read and declared approved
as read.
• City Treasurer brought up the matter of the balance standing in the
Street Improvement Fund in the Bank of America amounting to $607.99.
Hurst moved that the City Treasurer be instructed to transfer the
balance of the account mentioned to the Street Fund account in Covina
National Bank and that she be authorized to open the following accounts
.in the Bank of America when funds became availabile for deposit to
these accounts --namely
"Traffic Safety Fund"
"Deliquent Warrant Fund",
Motion was seconded by Daniels and. passed,.
Letter was read from Ralph Laughlin to Council requesting permission
to rent a house in West Covina situated on the lot in the rear of
another house. City Clerk was instructed to answer this letter; stating
that the Council could not grant permission to any one to violate the
law as established by City Ordinance.
City Clerk read copy of a resolution passed by the.Board of Supervisors
of Los Angeles County creating an Air Polution Control,District in the
County.
Letter was read from F. R. Wilson regarding additional improvements
required by the F. H. A. in order to qualify his tract for insurance
by them as property loans in Tract 13965. He asked the City to meet
• one requirement by installing curbs along his subdivision on app-
roximately an 800 foot frontage on Merced Ave and to pave Merced for
the same distance between the'durb and the -present pavement.
After discussion Van Horn moved that the matter be held over for
further consideration. -Hurst seconded and motion passed.
A lengthy discussion was held on the proposal that the present Police
Radio system be sold and a new one purchased that would place West
Covina as an individual and ladependant unit under a new frequency.
Motion was made by Daniels that it be held over for further consideration
