of the West Covina City Council
June 18, 1947
Meeting called to order at 8P.M. by Councilman Daniels who acted
as Chairman.
Present: Batchelder - Daniels - Van Horn
Absent - Hurst - Schabarum
Minutes of the meeting of June 11, 1947 were read and declared
approved as corrected.
Bids were opened that came in reply to advertisement in Covina
Argue Citizen on exchange of 4 door Ford sedan 1946 aced by City
• as a Police car for a new Ford 1947 of the same type.
Two bids were received.
R. W. Dgvis of Covina offered to make the exchange if City would
pray a net deff erence of $288.93..
Foothill Ford Sales made there offer for a net difference of
$250.00. Both bids agreed to transfer special equipment from old
car to new with out charge and all tax adjustments were included
inbids.
Batchelder moved that the Police Commissioner be authorized to accept
,. the lower bid which was that of the Foothill Ford Sales of Glendora
providing that he was to ascertain without doubt that the payment of
$250.00 was the net and total differance due and included all -sales
expense taxds in addition to transferring without extra charge all
special equipment from -old car to new and also to include the
painting of the lower portion of the'doors white in color.
Van Horn seconded. Motion carried.
Bids covering contract of gasoline and diesel fuel for the year
starting July 1, 1947 and ending June 30, 1948, were then opened.

Federal Taxes.
Motion was made by Van Horn to accept the lowest bid which was that
of the Valley Supply and that Mayor and City Clerk be authorized•to
sign said contract. -'Batchelder seconded and motion passed.
Mr. George of the 9T9 Motel at 350 East Garvey said that the traffic
along Garvey goes so fast that he misses alot of business. To remedy
this condition he asked permission to erect three signs to advertise
the Motel. All three signs to be 4xg in size and to be placed within
the City limits on Garvey. He was asked to present the application In
- writing together with a drawing and specification of signs they intended

passage by Batchelder and seconded by Van Horn. Vote stood
Ayes- Batehelder,Daniels,Van Horn. Noes -Done
Absent- Hurst- Schabarum
Second reading of Ordinance # 142 was made.
Third and final reading of Ordinances .# 139-140-141 was made.
Van Horn Moved that these three ordinances be voted final approval
by the Council. Batchelder seconded and motion carried.
Letter was read from Baldwin Park Auxilary #3197 Veterans of Foreign
Wars asking for permission to erect and operate fire works stands
for Fourth of July trade.
Van Horn moved to allow them to erect and operate two fire works
stands in same locations as they used in 1946 namely on Garvey and
Sunset and at 785 Pacific and that permission was to be given
starting July 1, 1947 and ending July 4, 1947, .Batchelder seconded
and motion carried.
Motion made by Batchelder that the salary of Samuel Zimmerman, City
Attorney be increased starting June 1, 1947 to $75.00 a month.,
Van Horn seconded motion and it carried.
Announcement was made by Batchelder of Fourth of July celebration to
be held in Covina on July 4th. to which all City Officials were
invited to participate. He also spoke of a meeting to be held at
Truman Johnsons residence next Friday night the purpose of which was
to establish a park in West Covina.
Plans for proposed extension of the. West Covina City Hall were shown
to Council by J. C. Ella City Engineer..'They were discussed at length.
A proposed letter to F.H.A.-was read and discussed. The letter asked
the F.H.A. to .consider the matter of insuring loans on homes in the
