Present - Batchelder, Daniels, Hurst, Schabarum. Absent - Van Horn Minutes of the Meeting of May 28, 1947 read and declared approved'as read. Minutes of Meeting of June 4, 1947 read and approved as corrected. First reading of Ordinance ;#142, City Business License Fees, was made by City Attorney, zxd before the City Council and delegations representing the Chamber of Commerce and the Lions Club. Section #12 was discussed as to the penalty for failure to pay license fee when due. City Attorney says that some sort of a penalty is necessary in order to enforce the Ordinance.'` A general discussion took place as to what the amount of the penalty should be. Various suggestions and discussions were made during the reading and such changes were made in the original draft to conform with the general approval of those present. Reading of the Ordinance completed at 10:30 P. M. and most of the visitors left.l'assage of Ordinance # 142 was moved by Hurst seconded by Daniels.'Vote stood Ayes Batchelder Mr. Leland Pearson was present and requested the right to erect a Tract Office on Tract No. 14070. It was decided to refer the.matter to the Planning Commission for approval and a decesion was promised at the next meeting of the Council June 18, 1947. Bills for Month of May were read; amounts as follows: General Fund $2220. 59 Street Fund 1386.37 Daniels moved that bills be paid. Schabarum seconded. Motion carried. Floyd Gelvin was present to present a survey of insurance carried • by the City. He said that if an Insurance Agents Association is formed in West Covina the City would benefit in many ways. B. K. Carter, Arden Hotchkiss, Geo. Randolph, Kauffman and Floyd Gelvin were the agents named as beimg eligible for membership in such an Association. He sai t re two ways for the Association to operate. Eith r� p ss"outt the insurance on a bid basis or appoint a member of `the Association to distribute the insurance among the members and divide' commissions equally among the members. If the Association was formed no policy would be cancelled in mid term but would be picked up at expiration. He advised insurance on Dodge Truck and more coverage on office equipment at City Hall. He was instructed to insure the office equipment for $2000.00 and a policy on the Dodge Truck. Ordinances no. 13'7140 & 141 were given second reading. if to 1127,138 third reading.
