Meeting called to order at 8:00 P. M.
Present: Batchelder, Daniels, Hurst, Schabarum, and Van Horn
Absent: None
Minutes of the regular meeting of May 14, 1947 readJ and
approved as corrected.
Minutes of the meeting. of May 21, 1947 read and declared
approved as read.
Letter read from Nest Covina Tribune asking for permission
to spot a small temporary building either on the southeast
• corner of Meeker and Garvey or across the highway just west
of the City Hall on City property. This request was made due
to the fact that the tribune has to vacate their present office
and are seeking temporary offices until a more permanent
arrangement can be'made.
Schabarum moved that the West Covina Tribune be allowed to
move a small temporary office on the City Property and that
the City Attorney be instructed to check the law on rental
of City Property and draw an Ordinance if necessary. A monthly
rental of 25.00 be asked, terminable on 30 day notice.
Van Horn seconded the Motion. Passed by unanimous vote.
Mayor Batchelder said that he would deliver the mwssage of
this action to the Manager Mr. Miller.
Letter read from Ralph S. Vanderhoof asking the City to paint
names of Streets on the curbs of Vanderhoof Drive, Sunset
Hill Drive, and Plateau Drive,
The City Clerk was instructed answer letter stating that his
request would be granted and that the work of placing these
names would be done at once.
Ordinance #138 was read by City Attorney. This Ordinance
amends Ordinance #31 and was passed at the Meeting of May,
14, 19470
The City Attorney read Ordinance #140, an emergency Ordinance
• repealing Ordinance #134.
Motion to adopt made by Daniels. Seconded by Schabarum. Passed
by unanimous vote.
Ordinance #141 read by City Attorney amending Ordinance #31
adding sections #2.5, 2.6, 3.5, and 3.6.
Motion to adopt made by Daniels. Seconded by Van Horn and
passed by unanimous vote,
Schabarum moved that the City Attorney be instructed to draw
up an Ordinance on the question of requiring lot owners to
clean rubbish from lots.
Motion seconded by Van Horn and passed by unanimous vote.
Police Commissioner Van Horn brought up the matter of the
need of a new Police Car. The Foothill Ford Sales of Glendora
offered to trade an new Ford for the old car on the payment
of a difference of $300.00.
Daniels moved that bids be advertised for on the exchange,

the old Police Car for a new one.
Schabarum seconded the motion. Passed by unanimous vote.
The matter of the application of Ruggeberg for a variance
to erect a motel. was brought up.
Schabarum moved to draw up an Ordinance granting a variance
-to Mr. Ruggeberg to erect six units of the proposed Motel
in accordance with plans submitted, marked Exhibit A. Dated
May 281, 1947.
Seconded by Daniels. Passed by unanimous vote.
Schabarum moved that permission be granted to Mr. J. P. Vaughn
to erect two directional signs in the City after plans and
• specifications have been approved by the City Council.
Daniels seconded. Passed by unanimous vote.,
Resolution No. 100
Assigning the money, allocated to City of West Covina, under
Chapter 47 Statutes of 1944 for allotment to lacal agencies
for the purpose of defraying not to exceed one-half of the
cost of preparing field surveys, engineering -or architectural
designs eti., to the West Coovina School District..
Daniels moved. Hurst seconded. Resolution carriedby unanimous vote
