05-21-1947 - Special Meeting - Minutes-- Special Meeting Of The City Council Of West Covina At The Residence Of Mayor C. I. Batchelder . May 21, 1947 Meeting called to order at 7:30 P. M, for the purpose of discussion only. Mr. G. B, McIntyre and Father were present to discuss the organization of a Fire Department for the City of West Covina. He stated that plans should include from eight to ten call men so that there would always be a sufficient number present at all times to handle f iry s. An estimated budget was presented for the Council to study. Pictures of a fire truck that was built for the Army were shown, Mr, McIntyre said that he would furnish the building and the City 4lould rent the building at 40,00 per month and • buy the equipement. He also said that he did not believe that the insurance underwriters would recognize fire equipment that would pump less than 750 gallons per minute. He .said that the fog equipment system was the best type for rural communities, His opinion was that if we bought the right kind of egipement including the fog system that it would take care of the City if it grew to be four times larger than it now is. He said that if the City so desired they could build their own fire station and that he could acquire some land next to it and build his own home so that he could be there to main- tain and operate the station. He believes that the right kind of a fire truck could be had for nine or ten thousand dollars. After the McIntyres left the Council discussed the matter at len- gth. The matter of fire hydrant maintenance cost was discussed. As a means of settling this difficulty and. other water problems City Engineer Ells recommended that the City plan to start procedure on a bond i s.sue for the purpose of a stabli shing a Municipal water system as soon as possible. He advocates a large enough authorization of bonds to take care of the matter in a proper and adquate way. A general discussion of the installation of such ,a system took place. • The meeting adjourned at 11:00 P. M.
