05-14-1947 - Regular Meeting - Minutes. -. Regular Meeting Of The Rest Covina City Council Minutes May 14, 1947 Meeting called to order at 8:00 P. M. Present: Batchelder, Daniels, Hurst, Schabarum, Van Horn Absent: None Minutes of the regular meeting of May 7, 1947 were read and declared approved as corrected. Truman Johnson appeared before the Council with plans for a Store and Office Building and Gasoline Station. Ordinance #138 amending Ordinance #31 granting the right to erect a Land Office, Food Store, and Gasoline Station on Lot #27 of Tract 14681 to conform with Building code and Archit- ectural Plan submitted; also both building and parking lot to agree in size and layout with plans submitted, subject to final check and approval of the City Building Inspector. Adoption of Ordinance moved by Schabarum. Seconded by Van Horn and passed by unanimous vote. Mr. Ruggeberg presented his plea for variance for a multiple housing project to the Council. He said that the Federal Housing Authority had given their consent. He was asked to bring specific plans on the layout of the project. City Engineer Ells said that on the plans that he had submitted nothing was shown to indicate what the construction of the driveways was to be and distance buildings were to be set back from Garvey Blvd. was not shown. No action could.be taken by Council until they were thoroughly, sdtisfied that the plans were Made., aef'3nite enough to show that they confrom with the City code and restrictions. - Councilman Schabarum moved that the West Covina Planning , Commission's recommendation be accepted to revise the restrictions on the following zones: Zone A-1 Minimum lot area to be 15:000 sq. ft. . n A-2 n If 11 it 11 20,000 sq. ft. n A If It It it n 7,500 sq. ?t. Lot area not to be applied to lots already included in subdivisions approved by City Council. That the City Attorney be instructed to draw up an Ordinance to amend Ordinance #134 to conform with this recommendation.. — Motion seconded by Daniels and passed. • Councilman Hurst moved that the matter of Budget discussion be laid over until the next regular meeting of the Council and that the City Attorney investigate the right of the City to transfer funds from the Street Improvement Fund to the General fund. Daniels seconded the motion and. it passed. Motion was made by Schabarum that guest houses in the City shall no be leased or rented. This was in endorsement of the Planning Commission recommendation.. Motion was seconded by Daniels and passed. The matter of fire protection costs was discussed. Jerry Nichols was asked to contact some of the other communities where the wafter systems were not owned by the Municipality and ask about the cost of Fire plug maintenance. Ordinance #139 amending Ordinance #116 covering fees for checking plans for residences, business buildings or other structures. Motion to adopt made by Daniels. Seconded by Van Horn.
