Minutes of the Special Meeting of the.
City Council of West Covina,California
April 17th,1947
A special meeting of the City Council of the City of
West Covina ,California wasccalled by Mayor Batchelder
for April 17th,1947.
Present ;Daniels,Hurst,'Schabarum
Absent; Batchelder,Van Horn.
Meeting was cUled to order by acting Mayor Daniels
City Attorney Zimmerman was appointed Secretary Pro- tem
to act In the absence of the City Clerk.
A recommendation was received from the 'Nest Covina Planning
Commission in regards to dividing the City into three zones,
each division to be regulated as to groungtfloor areas of
dwellings.
a discussion took place . I.t was brought out that the Plan-
ning Commission was in the act of forming a comprehensive
plan for the development of the entire City and that they
desired to keep things as they are at present until comple-
tion of sadi comprehensive plan and in order not to stop
development entirely they recommended to the City Council
that dwellingsbe regulated to comply with plan that they
had outlined.
Ordinance # 134 drawn up by City Attorney Zimmemnan to con -
operate with this plan was read. It provided for the es-
tablishment of thethree areas mentioned and the regulation
of ground floor areas in the two newly created zones.
Motion to pass the ordinance was made by Sh#abarum and seconded
by Hurst. The vote stood as follows
Ayes; Daniels,Hurst,Schabarum
Nces; None
Absent; BatcheldertVan Horn.
As the special purpose of this meeting had.been carried out
the meeting was declered adjourned,
