Present: Batchelder, Daniels, Hurst, Schabarum Absent: Van Horn Ben Thorpe was present representing a committee from Covina Chamber of Commerce and asked the cooperation of the West Covina City Council to obtain a stop signal at Citrus and Garvey. It was thought that Baldwin Park and Covina should help in the payments as both of these communities benefited by them. Mr. -Thorpe was asked to investigate and report to City Engineer on the attitude of the Covina City Council>and the County as to helping financially on the installation.of lights at Citrus and Garvey, and Orange, Pacific, And Garvey. The light at Azusa and Garvey, being at the intersrotion of two State Highways would, if'installed, be paid for entirely by the State. Concensus of opinion was that Covina City Council should work out some means of helping to raise funds and also the County should aid. It wa a thought that petitions and letters should be presented. The discussion came up about property owners being allowed to live in temporary dwellings in West Covina while building their homes.. The Mayor was of the opinion that if the people who wished to live in these temporary abodes would furnish cash bonds guaranteeing the completion of the house conforming with the building requirements of • the City,that they could be allowed to occupy temporary dwellings provided the bond guaranteed that the house would be completed within a set time limit, The City Attorney was asked if such a provision could be incorp- orated in.the Ordinance and the answer was yes. Mr. Jackson said that most of the people would go ahead andf inish the house but that some would not and that there are too many,to control._ He Amid that in his opinion the ordinance as it now stands works a hardship on a few. Daniels asked how many would want to post bond. Jackson said that the matter hadn't been generally discussed but that one person had assured him that they would do so. Motion was made by Schabarum that City Attorney be ins- -tructed to draw up an Ordinance embodying the following provisions: 1. That aperson desiring to occupy a portion of his premises in a temporary dwelling be required to de- -posit a cash bond of $1000.00 to gnarnatee the completion of his main house within six months after occupancy of premises. Seconded by Hurst and carried. Motion was made by Schabarum that members of the West Covina. Motion was made by Daniels that the City of West Covina install a water connection at the City Barn with San Jose Hills Water Co. Seconded by Hurst. Motion Carried. Motion made by Daniels that City trade.portable Centrifugal Pump for one Hydraulic Hoist and pay Sanford Babson difference of $35.00. Seconded by Schabarum. Motion carried.
